SUBJECT: Purchase of six Electric Vehicle (EV) 4X4 One-ton Super Cab Pickup Trucks for multiple Departments.
Accept bid from Voltu Motor Inc., Riverside, CA, for six 2026 Electric Vehicle (EV) Four-Wheel Drive (4X4) One-ton Super Cab Pickup Trucks in the amount of $814,196.94 for multiple.
RECOMMENDATION:
Staff recommend acceptance of the bid and approval of the purchase.
BACKGROUND:
Bids were solicited for six (6) electric vehicle (EV) four-wheel drive (4X4) one-ton super cab pickup trucks, 2026 or newer model year, for multiple Departments. Three bids were received in response to the solicitation. Per the standard bid specifications used in the formal bidding process, the City reserves the right to increase or decrease quantities at the same price bid to better serve the needs of the City. The City may purchase additional units at the same unit price for a period of 12 months after acceptance of the bid as specified in the bid specifications.
The purchase of six (6) 2026 electric vehicle (EV) Four-Wheel Drive (4X4) one-ton super cab pickup trucks will replace units that are more than twelve years old and have undergone ongoing maintenance and repairs. The cumulative cost of maintaining and repairing the existing units has exceeded their value, making it no longer economically reasonable to continue incurring costly repair expenses. The existing units meet the criteria for replacement as determined by the Fleet Division and will be replaced with new EV units that provide improved performance and efficiency.
The California Air Resources Board (CARB) Advanced Clean Fleets (ACF) Regulation (California Code of Regulations, Title 13, Sections 2013, 2013.1, 2013.2, 2013.3, 2013.4, and 2016) mandates the transition of internal combustion vehicles to zero emission vehicles. This purchase of the EV unit supports the City’s compliance with applicable ACF requirements for state and local governments fleets and the City’s ongoing transition towards zero-emission vehicles.

FISCAL IMPACT:
Sufficient funds in the amount of $855,000 were previously budgeted in the 2026-2027 Fiscal Year Equipment Management Fund for this purchase.
