BACKGROUD
From the July 20, 2022 City Council meeting, staff was directed to bring back the amended budget for FY 22-23 after the attached Personnel Requests, Part-Time and Administrative Clerk I & II Salary Adjustments were approved. We have made a couple minor updates for 2 typos to this Attachment. The first one is the reclassification of the current Information Systems Support Technician to Information Systems Analyst . The position should be at Step 3 and there is no change to the projected cost. The sec ond one is the Public Works Supervisor with a minor increase of $684 to the projected salary due to the 1% COLA difference. The three reclassified positions stated on Attachment 5 will be effective on the first pay period after the approval of the FY 22-23 Amended Budget.
Per City Council direction , part-time positions have been adjusted and modified to address internal compaction, recruitment, and retention challenges . Eighty percent of the part -time positions are employed within the Recreation and Community Services department . The attached salary schedule maintains the integrity of the differences between ranges and within the part-time structure to ensure the department is able to manage numerous community events throughout the year.
Staff requests for the adoption of the attached resolution revising the hourly pay range schedule for the part -time staff hourly rates and steps establishing a revised range schedule. This adjustment reflects the increase to entry level wages and address compaction effects in part time classification in Recreation. The City also plans to review salary adjustments in the future with respect to the budget to ensure the compensation remains competitive with other agencies.
All the adjustments and modifications are consistent with the estimated costs for the personnel requests presented at the City Council meeting on the July 20, 2022.

In order to restore minimum staffing levels, I am requesting that this position be unfrozen. The current part‐time HR Generalist position will eventually be deleted once the Technician position is unfrozen.
This position is vital to the HR operation. The Administrative Clerk II position will be responsible for absorbing critical administrative & clerical support functions of Human Resources requiring daily interface with Finance including, but not limited to: PAF processing, invoice processing, filing, payroll related functions, timekeeping, Tyler updates for employee profiles, benefit processing and other important tasks. Essentially, this position will help to properly realign roles and responsibilities and shift many of the clerical functions from professional staff, thus creating a new atmosphere of leadership, partnership and proactiveness to meet the needs of the org, which will positively impact employee morale, and productivity. Making this shift also protects the org and limits liability as more of the risk management functions will be more closely managed and
monitored effectively. The absence of an administrative clerk in HR has in fact contributed to turnover and retention challenges i HR th l t l Thi i tl d t l
