CITY COUNCIL / CITY CLERK / CITY TREASURER / STAFF REQUESTS &

COMMUNICATION
Mayor Estrada announced his attendance at the U.S Conference of Mayors and provided other communications to staff.

Councilmember Alejandra Avila sought consensus of the City Council to:

• Approve financial assistance for approximately $3,000 on behalf of three cultural dance groups from the Julia McNeill Senior Center. Due to financial hardship, these groups have requested sponsorship from the Julia McNeill Senior Center to offset the cost of each of their costumes, which is approximately $1000.00 per group. The seniors in these groups are 60 years young and are all very dedicated, active and participate in various events free of charge representing Baldwin Park. The names of the groups are the International Line Dance and Baldwin Park Art Dance Group

• Direct Staff to develop procedures to further promote cross-departmental collaboration in reporting issues or situations in the field that require a service response from the City in addressing a potentially unsafe condition, such as a malfunctioning stree t signal, an obstruction in the roadway, a hazard on the sidewalk, etc. Helping keep our City clean and safe is a shared responsibility between all of us, including residents.

Our City employees who are in the field more regularly, are a force multiplier i n identifying and reporting situations that require a service response.

Councilmember Daniel Damian seeks consensus of the City Council to:
• An approval to reduce the concert series & downtown street market each by one week. The series would now be 5 weeks each. In addition, start the concert series 1 week earlier to fill the vacancy after kids are out of school.

ITEM NO: 4.

STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Shirley Quinones, Chief Deputy City Clerk
DATE: October 1, 2025

SUBJECT: Approval of Resolution No. 2025-034 for a One-Time City Hall Closure

SUMMARY:

This report requests City Council approval to close City Hall to visitors and customers from December 22, 2025 through January 2, 2026, and offer qualified employees the opportunity to utilize accrued vacation, and/or holiday, and/or admin leave, and/or comp-timer, and/or unpaid leave during the closure should the employee select to take time off. Cancellation of the City Council regular meeting during the holiday period is also included.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Approve Resolution No. 2025-034 entitled, "A Resolution of the City Council of the City of Baldwin Park, California, approving a one-time City Hall closure from December 22, 2025 through January 2, 2026, and authorizing qualified employees time off during the Holidays"; and

2. Approve the cancellation of the City Council Regular meeting on Wednesday, January 7, 2026; and

3. Direct the Chief Executive Officer to provide adequate notification to the public and take appropriate measures to ensure City Emergency Response Operations remain uninterrupted during the closure.

FISCAL IMPACT:

The cost is minimal and will be offset by energy savings from reduced utility use at City Hall for a total amount of five (5) working days.

BACKGROUND:

The Christmas Holiday has been a period of very low activity at City Hall. Many contractors, engineers, and architects' offices are closed for the holiday break. Last year, the City Council approved a one-time City Hall closure during the Christmas and New Year holidays. The level of City services was not impacted in any significant way, and emergency response operations were staffed appropriately with no complaints from the public about the closure. Moreover, Council's approval was very well received by the City of Baldwin Park's eligible employees.

DISCUSSION:

During the closure, Public Safety Employees (Baldwin Park Police Department) will not be affected, and the Public Works Maintenance Yard along with Recreation and Community Services Department will make provisions for minimum staffing during the holiday closure. Additionally, the city has notified the representing unions of the City's intent for the temporary closure of City Hall.

To a large extent, employees accrue their vacation time to the maximum cap as their dedication to their work

Page 31 of 65 ends
Page 2 ends

responsibilities makes them reluctant to take time off. By having a full closure of City Hall and canceling the City Council meeting would provide conditions more conducive to employees taking time off.

Relevant dates for the City Council to consider as far as high school graduations are as follows:

North Park High School: Wednesday, June 3, 2026
Baldwin Park High School: Thursday, June 4, 2026
Sierra Vista High School: Thursday, June 4, 2026

North Park High School graduation is on the same day as the City Council Meeting. Options for City Council to consider include:
• Move the City Council meeting time either to an earlier or later time once the exact time of the graduation is known.
• Poll Council Members for attendance to the graduation. • Cancel the Regular City Council meeting.

ALTERNATIVES:

None.

STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: October 1, 2025

SUBJECT: Amend Award of Contract for Citywide Janitorial Services

SUMMARY:

The purpose of this staff report is to request for the City Council to approve the verbiage of the citywide janitorial services agreement to reflect the initial term of one (1) year term, with the option for the City to extend the contract for up to four (4) additional one-year terms.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Approve the verbiage of the citywide janitorial services agreement to reflect the initial term of one (1) year term, with the option for the City to extend the contract for up to four (4) additional one-year terms with California Cleaning Maintenance; and

2. Authorize the Director of Recreation & Community Services to execute any associated documents associated with the agreement; and

3. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

FISCAL IMPACT:

There is no fiscal impact associated with this correction as the agreement was approved and appropriated on September 17, 2025.

BACKGROUND:

On September 17, the City Council approved the citywide janitorial services contract to California Cleaning Maintenance. There was a clerical error in the staff report which should have reflected, "The proposed agreement is for an initial one (1) year term, with the option for the City to extend the contract for up to four (4) additional one-year terms", as stated in the contract.

DISCUSSION:

None

ALTERNATIVES:

The alternative would be not to approve the option for the City to extend the contract for up to four (4) additional one-year terms.

CEQA REVIEW:

None

STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Daniel Padilla, Director of Public Works
PREPARED BY: Lena Abdullah, Management Analyst
DATE: October 1, 2025

SUBJECT: Approve the First Amendment to the Transit Services Agreement with Southland Transit, Inc. to Extend the Term for up to One-Year

SUMMARY:

This report seeks approval of a First Amendment (Amendment) to the Transit Services Agreement (TSA) with Southland Transit, Inc. to extend the term for up to one (1) additional year per the provisions of the current agreement.

RECOMMENDED ACTION:

It is recommended that the City Council approve a First Amendment to the Transit Services Agreement with Southland Transit, Inc. to extend the term for up to one (1) additional year.

FISCAL IMPACT:

The approval of this action will have no impact on the City’s General Fund. The City’s Transit Program is funded through Propositions A and C local return revenue as well as an annual credit from the Los Angeles County Metropolitan Transportation Authority (LACMTA) for program reporting through the National Transit Database (NTD). The total amount of the proposed Amendment is estimated at $1,685,974.40. The funds needed for the services are included in the FY 2025-26 operations budget (Fund #244 & 245 with project #15520 & 15525) approved by the City Council on June 18, 2025.

BACKGROUND:

Southland Transit, Inc. (STI) has been the City’s transit service operator for over 30 years. Starting as San Gabriel Valley Transit in 1994, The City of Baldwin Park was one of its first clients. Over the years, through various contract awards and contract extensions, STI has continued providing transit services for Fixed Route and Dial-A- Ride bus operations.

On March 6, 2024, the City Counsil approved a one (1) year TSA with the option for a one-year extension. This was to ensure services continued until such time that a Transit Route Efficiency Study (Study) could be completed.

On March 20, 2024, the City Council approved a Request for Service proposal from Evan Brooks Associates for the completion of this Study and a notice-to-proceed was sent to them and work commenced thereafter. This Study sought to identify ways to improve the transit system by identifying strategies that will improve passenger experience, reduce operating cost and make the operating system more efficient.

On November 20, 2024, the City Council approved the recommended changes proposed in the Study and authorized the Director of Public Works to publish a Request for Proposals (RFP) for Transit Services.

DISCUSSION:

Staff turnover delayed the process of publishing the RFP and awarding a new contract before the contract with STI

Page 39 of 65 ends
Page 2 ends

expired on March 6, 2025. The City and STI agreed informally to continue on a month-to-month basis until the RFP process was complete and a new contract was in place. Since the process has faced unexpected delays, City Staff and STI determined it would be best to extend the current contract for up to one more year as per the provisions of the TSA. Staff anticipates a new contract will be in place before that date, at which time we will exercise our right to terminate the contract with 30 days’ notice as permitted by Section 21 of the TSA.

ALTERNATIVES:

City Council may choose not to approve this Amendment and provide staff with alternate direction.

CEQA REVIEW:

The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
