• City Staff was advised by City Council on January 15, 2025 to provide conceptual plans for pre-approved ADUs, as well as cost estimates for professional design services
• A Request for Proposals (“RFP”) was published on the City’s PlanetBids portal on September 11, 2025 requesting for design services and conceptual plans.
• City Staff have received a total of five (5) bid packages, wherein Staff are recommending potential award of contract to one (1) selected firm, RRM Design Group.

Staff Recommendation
Staff recommends that the City Council award a
contract for professional design services to RRM
Design Group in the amount of $65,000.00 to draft full
construction plans for pre-approved ADU plans to be
made available to the public.
Alternatively, the City Council can direct Staff to
terminate the effort to offer pre-approved, City-owned
ADU plans to the community.
