STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Robert A Lopez, Chief of Police
PREPARED BY: Josh Hendricks, Captain
DATE: February 4, 2026

SUBJECT: Acquisition of Specialized Firearms for SWAT Operations

SUMMARY:

This report seeks City Council approval to purchase ten (10) Daniel Defense DDM4v7 select-fire rifles and associated tactical accessories for the SWAT team at a total cost of $45,824.46, funded through federal asset forfeiture funds. This acquisition was included in the 2025 Annual Military Equipment Report approved by City Council on May 21, 2025, and complies with all requirements of Assembly Bill 481 (AB 481) and Government Code sections 7070-7072.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Approve the acquisition of ten (10) Daniel Defense DDM4v7 select-fire rifles and associated tactical accessories for SWAT operations at a total cost of $45,824.46; and

2. Authorize the Director of Finance to make the appropriation and necessary budget adjustment using the Federal Asset Forfeiture Fund (Fund #205) for this purchase; and

3. Authorize the Chief of Police to execute the purchase upon Council approval and complete all necessary procurement documentation.

FISCAL IMPACT:

There is no fiscal impact on the City's General Fund. The total cost of $45,824.46 will be funded entirely through the Federal Asset Forfeiture Fund (equitable sharing funds). These funds are designated for law enforcement purposes and comply with federal equitable sharing program guidelines.

BACKGROUND:

Assembly Bill 481 (AB 481), codified in Government Code sections 7070 through 7075, requires law enforcement agencies to obtain City Council approval before acquiring military equipment as defined by statute. Specialized firearms fall within this definition under Government Code section 7070.

On May 21, 2025, the City Council approved the Department's 2025 Annual Military Equipment Report, which identified the Department's planned acquisition of ten (10) Mk18 rifles for SWAT operations during calendar year 2025. The Department did not execute this purchase in 2025 and now seeks City Council approval to proceed with the acquisition in 2026. The Daniel Defense DDM4v7 is the selected Mk18 variant following the Department's two-year evaluation process.

To select the most appropriate replacement rifles, SWAT team members and Range staff conducted a two-year evaluation process:

Page 23 of 48 ends
Page 2 ends

1. Field Testing and Evaluation: SWAT members conducted hands-on evaluations of multiple rifle platforms from various manufacturers, including Colt, Daniel Defense, and Geissele, during training exercises and qualifications.

2. Performance Criteria: Weapons were assessed based on reliability, accuracy, ease of maintenance, ergonomics, and performance under tactical scenarios.

3. Industry Standards and Professional Recommendations: The Department reviewed equipment choices of comparable agencies and consulted industry best practices. Both Range staff and SWAT operators recommended the Daniel Defense DDM4v7 as the optimal platform based on performance and price.

The Daniel Defense DDM4v7 select-fire rifle is widely adopted by law enforcement SWAT teams and meets the Department's requirements for reliability, accuracy, and tactical versatility.

DISCUSSION:

This acquisition replaces aging SWAT rifles that have reached the end of their operational lifecycle. The Daniel Defense DDM4v7 platform was selected after a comprehensive two-year evaluation process and is widely adopted by law enforcement SWAT teams nationwide.

The 2025 Annual Military Equipment Report estimated the cost at $28,000 for rifles only. The current total of $45,824.46 includes essential tactical accessories (suppressors, lights, sights, slings, and pressure switches) necessary for operational deployment.

Compliance with AB 481 and Calendar Year Reporting
This acquisition complies with all requirements of AB 481 and Government Code sections 7070-7072. The rifles fall within the category of "specialized firearms" already authorized under the Department's approved Military Equipment Use Policy (Ordinance No. 1471).

Government Code section 7072 requires annual military equipment reports to include information "for the immediately preceding calendar year." Since this purchase will occur in calendar year 2026, the Department will report this acquisition in the 2026 Annual Military Equipment Report (due May 2026) as follows:
• Section 1 (Summary of Use): Will note that the rifles planned for 2025 were acquired in 2026. • Section 4 (Total Annual Cost): Will report the acquisition costs of $45,824.46. • Section 5 (Quantity Possessed): Will reflect the addition of these ten rifles to the Department's specialized firearms inventory.

This approach maintains accurate calendar-year reporting, as required by statute, and ensures full transparency into timing and costs.

ALTERNATIVES:

1. Do not approve the acquisition.

2. Approve the acquisition but direct staff to explore alternative funding sources.

STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Daniel Padilla, Director of Public Works
PREPARED BY: Suen Fei Lau
DATE: February 4, 2026

SUBJECT: Authorize Award of Contract to FS Contractors, Inc. to Construct Block Walls at Ana Montenegro Park

SUMMARY:

This item will authorize the award of a contract to construct block walls at Ana Montenegro Park to FS Contractors, Inc.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Approve and award the construction contract to construct block walls at Ana Montenegro Park to FS Contractors, Inc. in the amount of $105,775.00; and

2. Approve a 10% construction contingency in the amount of $10,577.00 for the project; and

3. Authorize the Mayor and City Clerk to execute the contract with FS Contractors, Inc.; and

4. Authorize the Director of Finance to make appropriations and budget adjustments to cover the awarded contract amount plus the contingency, and set up necessary account numbers.

FISCAL IMPACT:

There is no impact on the General Fund. The project will use grant funding for Ana Montenegro Park from the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.

BACKGROUND:

In late 2022, the City acquired the 8,342-square-foot parcel for the purpose of building a mini-park and addressing issues of equity and environmental justice in the northern quadrant of the City. The park was named after former Baldwin Park City Treasurer Ana Montenegro, one of the first Latinas elected to public office in California and a dedicated local teacher. The total estimated cost for the park is approximately $4.5 million. In December of 2022, the City received a grant from the San Gabriel & Lower Los Angeles Rivers and Mountains Conservancy in the amount of $761,672 which is set to sunset on March 31, 2026

DISCUSSION:

The project includes the construction of 11.5-foot block walls with reinforced concrete foundations with stucco finishing at the future Ana Montenegro Park located at the northwest corner of Joanbridge Street and Maine Avenue. The City used the Contractor State License Board website to find local qualified C-29 Masonry contractors. Phone calls and emails were sent to twenty-seven (27) qualified contractors to establish communication and determine interest in performing the work. To obtain more interest, the City reached out to additional contractors, including those with a Class A license. Emails inviting bids for the project were sent to seven (7) qualified and interested contractors. The procurement policy was informal but very organized, thorough,

Page 29 of 48 ends
Page 2 ends

and transparent, and followed the City's procurement policy for projects under $200,000.00 (Two Hundred Thousand Dollars).

On January 22, 2026, a total of three (3) bids were received. The lowest responsive and responsible bid was from FS Contractors, Inc. of Sylmar, California. Staff has checked and verified references and recommends that the City Council move forward with the award of contract for this project. If approved by the City Council, the work will start on February 9, 2026.

If approved by the City Council, this block wall scope of work is being separated from the main Ana Montenegro Park due to funding deadlines. While the park plans are not 100% complete, the City is beginning work on the water meters, sanitary sewer pipelines, and block walls. The Park construction documents are expected to be bid this Summer when landscape design consultant finishes the project.

ALTERNATIVES:

1. The City Council may choose not to award a construction contract, reject all bids and re-bid the project.

2. Provide Staff with alternate direction.

CEQA REVIEW:

The Project is being implemented by the City to address the City’s environmental efforts and expand recreational facilities. This Project aims to install three bio-infiltration systems that have the ability to capture the first 85th percentile stormwater volume produced on the site and infiltrate flows into the ground within 72 hours. The City is committed to maximizing community benefits through the Project. Amenities are expected to include a pre- Columbian and Spanish-designed playground, shade structure, shade sails, benches, a drinking fountain, native landscaping, a restroom facility, walkways, solar lighting, and perimeter fences, walls, and gates. The park will also include approximately five new large shade trees. The conceptual Site Plan is included as Attachment 6.

The Project goals are summarized as follows:
• Increase recreational park space
• Maximize community benefits
• Minimize disruption to residents and local businesses • Incorporate community-based input

Pursuant to the California Environmental Quality Act (CEQA), the City of Baldwin Park (“City”) prepared a Draft Initial Study/Mitigated Negative Declaration (IS/MND) to identify potential site-specific environmental constraints associated with the Baldwin Park Ana Montenegro Park Project (Project) (APN 8536-016-902). The Draft Initial Study determined that the project could result in potentially significant impacts to the following environmental topics: biological resources, cultural resources, energy, geology/soils, noise, and tribal cultural resources. Since all potentially significant impacts could be fully mitigated, the project qualifies for a Mitigated Native Declaration (MND) and therefore would not require the preparation of an Environmental Impact Report (EIR) pursuant to CEQA.

On August 20, 2025, the city released for public review the Draft IS/MND for the project pursuant to Section 15105 of the State CEQA Guidelines. The public review and comment period for the Draft IS/MND began on August 21, 2025 and closed on September 20, 2025. The Draft IS/MND for the project was recorded with the Office of Planning and Research, and the Los Angeles County Recorder’s office, circulated to interested parties, and posted on the City’s website. As required by CEQA, a Notice of Completion form along with copies of the Draft IS/MND were sent to the State Clearinghouse soliciting review and comment on the report by the relevant State agencies. The State Clearinghouse subsequently assigned the following State Clearinghouse Number for the

Page 30 of 48 ends
Page 3 ends

Draft IS/MND: 2025080925. It should be noted that the site plan included with the published IS/MND has been revised with minor edits and the current version of the site plan is attached as Attachment 6 to the October 15, 2025 staff report presented to the City Council.

The CEQA Appendix G Environmental (Initial Study) Checklist is included in Section 3. The checklist identifies potential environmental impacts by section and provides a brief discussion of each impact resulting from project implementation, with responses supported by sufficient data and analysis. During the public review period, comments were received from:
• Hereditary Chief Andrew Salas, Gabrieleño Band of Mission Indians - Kizh Nation • Patricia Horseley, Environmental Planner, Los Angeles County Sanitation District

A Final IS/MND was prepared prior to the decision for this project being made by the City Council and this document formally addressed the comments from Hereditary Chief Andrew Salas, Gabrieleño Band of Mission Indians - Kizh Nation and Patricia Horseley, Environmental Planner, Los Angeles County Sanitation District.

Mitigation measures have been included with the Draft IS/MND that grants the Gabrieleño Band of Mission Indians - Kizh Nation paid monitoring during grading for the project. In response to the comment from the Los Angeles County Sanitation District, a condition of approval was included for this project to require payment of a connection fee to the Sanitation District to offset the impact of this project on the regional sewer system. An Environmental Impact Report (EIR) pursuant to CEQA is not required for the proposed project. The Final IS/MND did not describe the project as having any new or substantially more severe impacts than those identified and analyzed in the Draft IS/MND. Therefore, in accordance with State CEQA Guidelines Section 15073.5, recirculation of a Draft IS/MND was not required.

The Final IS/MND is an informational document that (1) was considered by the City’s decisionmakers prior to approving the project, and (2) was required to reflect the Lead Agency’s independent judgment and analysis (CEQA Guidelines, Section 15090). The City adopted the IS/MND and approve the MMRP on October 15, 2025.

A copy of the Notice of Determination was filed by the County Clerk was sent to the State Clearinghouse.

STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Daniel Padilla, Director of Public Works
DATE: February 4, 2026

SUBJECT: Authorization to Publish a Request for Proposals (RFP) for Citywide Landscape Maintenance Services

SUMMARY:

This item will authorize the publishing of a Request for Proposals (RFP) for Professional Landscape Maintenance Services. The services will primarily focus on routine landscape maintenance of various city medians, streetscapes, San Gabriel Greenway, and Zocalo Park. The selected vendor will have expertise in vegetation management, irrigation, water management, landscaping, soils, and fertilization in order to maintain City assigned properties at a high level.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Authorize Staff to publish a Request for Proposal for Professional Landscape Maintenance Services to commence in May 2026.; and

2. Continue with the current landscape vendor to maintain existing contract sites until a new contract is awarded (the City is currently negotiating the CIP increase).; and

3. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

FISCAL IMPACT:

There is no fiscal impact associated with this item.

BACKGROUND:

The City of Baldwin Park’s Maintenance Division within the Department of Public Works is responsible for the maintenance and operations of the City’s infrastructure. The Maintenance Division is comprised of Fleet, Street/Landscape, Graffiti, Traffic/Lighting and Park maintenance and operations crews. In terms of landscape maintenance, the street landscape and park maintenance crews currently maintain five (5) parks with approximately seven (7) developed acres and approximately 3.2 miles of landscaped center medians along major corridors throughout the City. These areas include maintenance of various smart irrigation systems that support the landscape features. Additionally, the street landscape crew also maintains landscape and irrigation of parkway areas within the City’s downtown along Ramona Blvd., Maine Ave., Bogart Ave., and Metrolink parking lot.

DISCUSSION:

Over the past five years, new roadway and landscape improvements projects have been constructed. These projects constructed new landscaped infrastructure that requires ongoing maintenance:
• Maine Ave/ Pacific Ave Complete Streets Between West Covina City Limits to Irwindale City Limits.

These areas require consistent maintenance to landscape/ trees, irrigation, drainage inlets/ outlets, and

Page 40 of 48 ends
Page 2 ends

various rain gardens.
• Freeway Maintenance Agreement between City of Baldwin Park and Caltrans. This agreement requires City to provide consistent maintenance of the landscape, trees, irrigation systems, and overall litter control. • CNG Station Site Landscape: This requires City to provide maintenance services to landscape, trees, hardscape, irrigation, and constant litter control.
• Maintenance to several landscaped rights-of-ways throughout the City (ex: Willow Ave/ Badillo St., Ramona Blvd, west of Francisquito Ave, Bess Ave at Leorita, Puente Ave at Walnut Creek Pkwy, Los Angeles St. at Bogart Ave., Olive St. at Borel St., Maupin Medians (3), and a few others. • Two (2) Tiny Homes: Ezperanza Villa and Serenity Homes. • Temporary Site Maintenance to Senior Housing: Public Works currently provides maintenance until the Housing Department is able to source a contractor to resume services. • Zocalo Park: (September 2024) Requires City staff to perform maintenance services to landscape, trees, irrigation, hardscape, and various amenities throughout the park. • San Gabriel River (SGR) Greenway: (2025/ 2026) Will require City staff to perform maintenance to roadway, landscape, trees, irrigation, graffiti abatement, lights, signs, and remaining LA County Right of Way (R.O.W). This will include illegal dumping and cleaning up homeless encampments. • Projects currently in development include the Barnes Park, Ana Montenegro Park, Roadside Park, and future development on Puente Ave, which currently require weed control and some maintenance time to be allocated. All of these sites include installation of new landscaping and irrigation infrastructure, which require consistent maintenance.

The growing number of landscaped public facilities has significantly increased the City’s maintenance workload.

Current staffing levels are struggling to meet the additional demands created by these projects while continuing to respond to various emergencies, storm-related issues, and routine daily maintenance tasks.

The addition of Zócalo Park and the San Gabriel River Greenway—both high-profile, community-serving facilities—will further expand maintenance responsibilities. To maintain service quality and operational efficiency, staff recommend contracting professional landscape maintenance services for these two sites.

On October 14th, 2025, the Measure BP Stakeholders Oversight Committee (SOC) approved a total amount of $151,750.00 per fiscal year for overall landscape maintenance for Zocalo Park and the San Gabriel River (SGR) Greenway. A total of $98,000 was designated for landscape maintenance services for these two (2) specific sites, a total of $24,000 for non-routine work such as irrigation repairs, replanting etc. on an as-needed basis, $12,750 for a third-party to provide supplemental sweeping services for the trail, and lastly, $17,000 for material & supplies.

Outsourcing this work will:
• Relieve workload pressures on existing staff
• Ensure timely, consistent, proper landscape care
• Preserve new landscaping and irrigation infrastructure as designed; and • Allow City crews to focus on long-term repair, enhancement, and capital project support on various other city projects.

With the City Council’s authorization, staff will publish a Request for Proposals (RFP) for Citywide Landscape Maintenance Services. The RFP will seek proposals from qualified firms that provide landscape maintenance services within the public right-of-way. Maintenance responsibilities will be focused on assigned city properties in a scheduled and professional manner for a period of five (5) years, beginning in May 2026. Subsequent to the RFP

Page 41 of 48 ends
Page 3 ends

process, Staff will prepare a staff report with findings and recommendations for City Council’s approval consideration. The funding for the services will be from Fund 251, Lighting and Landscape Maintenance District (LLMD), Fund 245 Prop C, and Measure BP.

ALTERNATIVES:

1. The City Council may choose not to authorize the publishing of a Request of Proposal for Professional of Landscape Maintenance Services and allow staff to negotiate with existing Landscape Contractor.

2. Provide Staff with alternate direction.

CEQA REVIEW:

Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters, it has been determined that the action does not constitute a “project” under CEQA.

STAFF REPORT

TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Robert A Lopez, Chief of Police
PREPARED BY: Josh Hendricks, Captain, Shirley Quinones, Chief Deputy City Clerk
DATE: February 4, 2026

SUBJECT: Honorary Memorial Sign for Officer Sam Riveros

SUMMARY:

This report seeks City Council approval to designate a location as "Officer Sam Riveros Way" in tribute to our fallen officer who made the ultimate sacrifice on May 31, 2025 in service to Baldwin Park.

RECOMMENDED ACTION:

It is recommended that the City Council consider and approve initiation of the following options to honor Officer Sam Riveros:

1. Install the memorial sign designation at the 4200 block of Filhurst Avenue as "Officer Sam Riveros Way"; or

2. Install the memorial sign designation at Bogart Avenue as "Officer Sam Riveros Way."; or

3. Rename a portion of Bogart Avenue as "Officer Sam Riveros Way."

Once selection is made

1. Authorize the installation of Memorial Street signs at the selected location; and

2. Direct staff to coordinate with appropriate City departments to complete the installation and plan a dedication ceremony;

3. Authorize the Director of Finance to make the necessary appropriation and budget adjustments within the Public Works existing resources.

FISCAL IMPACT:

There is no fiscal impact to the City's General Fund. The design, fabrication, and installation of the memorial signs will be completed by the Public Works Department using existing resources and staff as part of normal operations.

BACKGROUND:

At its meeting of January 21, 2026, the City Council gave Staff direction to honor Officer Sam Riveros through an honorary street-memorial dedication. This proposal has been reviewed and is supported by the Chief of Police, Robert A. Lopez, Chief Executive Officer, Manuel Carrillo Jr., and the Baldwin Park Police Association, all of whom agree that the memorial sign be dedicated.

Officer Sam Riveros was 35 years old and had served with the Baldwin Park Police Department for 9 years.

During his career, he was selected for the SWAT team in July 2019 and appointed as a Field Training Officer in 2024. On the evening of May 31, 2025, Officer Riveros and other officers responded to a shots-fired call in a residential neighborhood. Upon arrival, they were immediately met by gunfire from a suspect armed with a rifle.

Page 43 of 48 ends
Page 2 ends

Officer Riveros was struck by gunfire and killed in the line of duty.

Honorary memorial signs are an established practice in communities across California as a way to permanently honor public servants who have made the ultimate sacrifice. The City of West Covina, our neighboring city, has implemented similar tributes for fallen officers. Reference photographs from West Covina's honorary street sign are attached to demonstrate the professional appearance and community impact of such memorials.

DISCUSSION:

Nature of the Memorial sign

Option 1: Memorial sign designation at the 4200 block of Filhurst Avenue as "Officer Sam Riveros Way"

It is important to note that the memorial sign does not change the official or legal name of the street. The designation functions as follows:
• Official Name Unchanged: Filhurst Avenue remains the legal street name for all official purposes. • Addresses Unaffected: Residents and businesses continue to use Filhurst Avenue for mailing addresses. • Emergency Services: Police, fire, and ambulance services continue to use the legal street name for navigation and response.
• Legal Documents: Property deeds, licenses, and other legal documentation continue to use the official street name.
• Signage: A separate honorary sign will be installed above or below the official street name sign, making the tribute visible while clearly differentiating it from the primary regulatory sign.

This approach allows the City to honor Officer Riveros with a permanent memorial without creating logistical complications for residents, businesses, or city operations.

The memorial sign will be placed at two locations: the northeast corner of Filhurst Avenue and Palm Avenue (4200 block) and the southeast corner of Los Angeles Street and Filhurst Avenue (4300 block).

Option 2: Memorial sign designation at Bogart Avenue as "Officer Sam Riveros Way"

Note that the memorial sign does not change the official or legal name of the street. The designation functions as follows:
• Official Name Unchanged: Bogart Avenue remains the legal street name for all official purposes. • Addresses Unaffected: Businesses continue to use Bogart Avenue for mailing addresses. • Emergency Services: Police, fire, and ambulance services continue to use the legal street name for navigation and response.
• Legal Documents: Property deeds, licenses, and other legal documentation continue to use the official street name.
• Signage: A separate honorary sign will be installed above or below the official street name sign.

This will allow the City to honor Officer Riveros with a permanent memorial without creating logistical complications for businesses, or city operations.

Option 3: Rename a portion at Bogart Avenue as "Officer Sam Riveros Way"

Page 44 of 48 ends
Page 3 ends

• Official Name Change: Rename Bogart Avenue (between Pacific Avenue and Ramona Blvd.) to Officer Sam Riveros Way.
• Addresses Unaffected: Businesses in this section will not be affected. • Emergency Services: Police, fire, and ambulance services continue, since there are no physical addresses in that section.
• Legal Documents: Legal documentation will need to change to reflect the official street name change. • Signage: Street sign will be installed at Pacific and Bogart; Ramona and Bogart (2 street name sign) west of the railroad crossing.

The memorial sign serves multiple purposes for our City and community:

Lasting Tribute – The sign will serve as a permanent reminder of Officer Riveros' service and sacrifice. Every person who passes by will be reminded of his dedication to our community.

Community Healing – This tribute provides a space for reflection and remembrance, helping our community process this loss while celebrating Officer Riveros' life and service.

Department Morale – This designation demonstrates that our city values and remembers those who make the ultimate sacrifice.

Ceremonial Significance – The dedication ceremony will bring together Officer Riveros' family, our department, city leadership, and community members to honor Officer Riveros.

This honorary memorial sign is consistent with the City's Citywide Naming Policy (adopted July 21, 2021) and Street Naming Policy as updated by Resolution No. 2024-043. As an honorary designation that does not change the legal street name, it does not require the extensive public engagement process required for actual street name changes.

At the request of the City Council, alternative locations, including streets adjacent to City Hall, were evaluated during the planning process. The law enforcement industry standard practice of placing memorial signs at the location where Officer Riveros made the ultimate sacrifice.

Staff will work with the family to schedule a dedication ceremony at an appropriate time following Council approval.

ALTERNATIVES:

1. Do not approve the memorial sign naming.

2. Direct staff to return with additional information before taking action.
