The new units offer to households with incomes between 30-60% area median income (AMI). The Developer received 51 Project-Based Vouchers (PBV) from the Housing Authority of Baldwin Park administered by the US Department of Housing and Urban Development (HUD). The Developer also applied for additional funds from the City, including HOME funds, and applied to the Super NOFA recently released from HCD. Finally, the Developer will apply for 4% tax credits.
Baldwin Park Affordable Housing is a 51-unit, 100% affordable, three-story HUD Section 8 multifamily residential development located at 14617 Ramona Blvd., Baldwin Park, California. SUMMARY:
Consideration for City Council approval of the City’s Housing Element Progress Report for 2025, as required by the State of California Housing and Community Development Department (HCD).
RECOMMENDED ACTION:
It is recommended that the City Council receive and file the report and direct staff to forward copies to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR).
FISCAL IMPACT:

BACKGROUND:
Government Code Section 65400 requires an annual report be submitted to the City Council, the OPR, and the HCD. This report is to address the status of the City’s General Plan and progress on its implementation, the progress in meeting the City’s share of regional housing needs, and local efforts to remove governmental constraints to the maintenance, improvement, and development of housing.
The Housing Element is one of the seven mandatory elements required for the City’s General Plan, and it specifies ways in which housing needs of existing and future resident populations can be met. State law requires that each city and county update their Housing Element on a pre-determined cycle.
The 2021-2029 Housing Element is comprised of five sections: (1) Needs Assessment; (2) Housing Constraints; (3) Housing Resources; (4) Review of previous Accomplishments from the 2014-2021 Housing Element; and (5) the Housing Plan. The City’s Regional Housing Needs Allocations are summarized in Table #1 below by income level. The number of units assigned to Baldwin Park for the 2021-2029 period was 2,001 housing units. It should be noted that the city is not required to construct these units, but rather plan for them through the Zoning Code development standards and the Housing Programs adopted as part of the 2021-2029 Housing Element.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: March 18, 2026
SUBJECT: Measure BP Stateholders Oversight Committee Logo
SUMMARY:
This staff report to inform Council of the Measure BP Stakeholders Oversight Committee (SOC) logo design for official branding across all Measure BP funded projects. The selected logo from SOC will serve as the primary visual identifier for project materials, communications, and all public-facing information related to Measure BP investments.
RECOMMENDED ACTION:
It is recommended that the City Council receive and file the report and direct staff to implement the approved logo across all related materials, communications, and project signage.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
BACKGROUND:
Currently, there is no established branding or logo to visually identify projects funded by Measure BP. As a result, the public lacks a clear and consistent way to recognize which community improvements, programs, and infrastructure investments are supported by Measure BP revenues. To address this gap, logo concepts were presented to the Measure BP Oversight Committee at its meetings on December 9, 2025, and January 13, 2026, for review and feedback. Based on the Committee’s input, the proposed logo concepts have been refined to reflect their recommendations. On March 10, 2026 the Measure BP Oversight Committee selected and approved a logo to serve as their branding.
Establishing a dedicated Measure BP logo will create a strong and recognizable visual connection between the measure and the projects it funds, enhancing transparency, increasing public awareness, and reinforcing the visibility and impact of Measure BP investments throughout the community.

family residence and two ADUs on the other lot.
SUMMARY:
This report seeks Council consideration for the approval of Final Parcel Map No. 84348 pursuant to the State Subdivision Map Act and Section 152.10 of the City of Baldwin Park’s Municipal Code.
RECOMMENDED ACTION:
It is recommended that the City Council accept the Final Parcel Map No. 84348 and authorize the City Clerk and staff to sign the Final Parcel Map.
FISCAL IMPACT:

DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission of the City of Baldwin Park does hereby find, determine, and declare as follows:
(a) An application for Design Review , and a Tentative Parcel Map (“Applications”), were submitted on behalf of the owner of certain real property, l ocated at 3442 Vineland Avenue in the City of Baldwin Park, described more particularly in the Application on file with the City Planner; and
(b) The Tentative Parcel Map application seeks approval of a Tentative Parcel Map to subdivide one (1) lot into two (2 ) lots to facilitate the creation of two (2) single fami ly residential lots within the R -1, Single Family Residential Zone, pursuant to Municipal Code Section 152.08; and

Resolution PC 25-01
January 22, 2025
(Minor Land Divisions) in that the projects consists of a subdivision of one (1) lot into two (2) lots.
(f) Each fact set forth in the staff report dated January 22, 2025, from Jesus Astorga -Rios, Associate Planner to the Chair and Planning Commissioners (“Staff Report”) is true and correct.
SECTION 2. That the Planning Commission does hereby adopt the following findings applicable to the approval of the Tentative Parcel Map.
a) The design or improvement of the proposed subdivision is consistent with applicable general and specific plans.
The proposed Tentative Parcel Map and Design Review proposal is consistent with the City’s development standards of the Municipal Code, which is consistent with the City’s General Plan. The form and content of the proposed Tentative Parcel Map includes that information required by Section 152.09 of the Municipal Code.
b) The site is physically suitable for the type of development.
The site has a flat topography that lends itself to development for single - family residential use. Also, it is not located in a flood hazard or high fire zone. Lastly, the site is easily accessible from Vineland Avenue.
c) The design of the proposed subdivision or the proposed improvements are unlikely to cause substantial damage or substantially and avoidably injure fish or wildlife of their habitat.
The site is located within a fully urbanized area. It is not a location that provides habitat for fish or wildlife and therefore development of the site for a new single-family home could not harm fish or wildlife habitat.
d) The design of the subdivision or type of improvements are unlikely to cause serious public health problems.
The proposed subdivision will not cause serious public health problems, as the proposed use of the property is consistent with the list of allowable uses in the R -1 Single Family Residential Zone. The construction of the proposed two-story home on the newly created parcel will comply with all National Pollutant Discharge Elimination System (NPDES) standards and incorporate the appropriate Best Management Practices (BMP’s) for on - site construction.
e) The design of the subdivision or the type of improvements will not conflict with easements, acquired by the public at large, for access
Resolution PC 25-01
January 22, 2025
through or use of, property within the proposed subdivision.
City Staff have reviewed the proposed subdivision request and have determined that the proposed subdivision will not conflict with any required public easements. The construction of the proposed new driveway approach for the newly created lot shall comply with the City’s requirements, and any damaged sidewalk or parkway areas shall be replaced as per City standards.
f) Discharge of waste from the proposed subdivision into an existing community sewer system would result in a violation of existing requirements prescribed by a California regional water quality control board pursuant to Division 7 (commencing with Section 13000) of the Water Code.
Sewer waste discharge from the project site will be in accordance with City, State, and Sanitation District regulations. The proposed new single - family home will have indoor plumbing fixtures that contribute a minimal amount to the City’s overall sewage waste stream, but this contribution will not be in violation of existing requirements.
SECTION 3. That the Planning Commission does hereby adopt the following findings applicable to the approval of the Design Review:.
a) The design or improvement of the proposed subdivision is consistent with applicable general and specific plans
The proposed new two -story single-family home is in compliance with all applicable development standards, including maximum height, setbacks and parking requirements. Additionally, the design of the proposed single - family home satisfies all criteria established in the City of Baldwin Park’s Single Family Design Guidelines, such as orientation and setbacks, scale and mass, placement of openings such as windows and doors, and architectural detailing such as wall plane breaks and decorative moldings.
b) The proposed use, development or structure is compatible with the design of adjacent land uses
The proposed new two -story single -family home on Parcel 2 shares similar materials to that of the existing single -family home on Parcel 1, such as decorative stucco along exterior walls, asphalt shingles, and an earth tone color palate. Furthermore, the proposed single -family home is designed to simulate a prominent architectural style (Mediterranean) that is representative of many styles of homes located in the surrounding neighborhood.
Resolution PC 25-01
January 22, 2025
c) The proposed use, development or structure possesses acceptable architectural design and aesthetic quality
The design of the proposed two-story single-family home provides multiple features that are emblematic of the selected Mediterranean architectural style, such as a arched front entryway, windows of varying shapes and sizes, and a low sloped hipped roof with multiple smaller subordinate roof planes. The materials selected for the proposed single -family home are of excellent quality and complement the style of home proposed.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: March 18, 2026
SUBJECT: Consideration of Reappropriation of $1,000,000 from Morgan Park Improvements to the Ana Montenegro Park
Project and Approval of a $430,000 Construction
Contingency
SUMMARY:
This staff report requests that the City Council consider approving the reappropriation of $1,000,000 previously allocated for the Morgan Park Improvements project to the Ana Montenegro Park project as well as a construction contingency of $430,000.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Approve the reappropriation of $1,000,000 from the Morgan Park Improvements project to the Ana Montenegro Park Project with a construction contingency of $430,000; and
2. Authorize the Director of Recreation and Community Services to execute all necessary documents associated with the Los Angeles County Regional Park and Open Space District Grant; and
3. Authorize the Director of Finance to appropriate and make necessary changes to the budget.
FISCAL IMPACT:
There is a $430,000 fiscal impact associated with this action. The proposed reappropriation would redirect previously approved Measure BP funds and does not increase the overall project budget or require new General Fund contributions.
The total anticipated construction cost for the Ana Montenegro Park project is estimated at approximately $4,300,000. Funding sources identified to support the project are as follows:
Funding Source Identified Funding
Los Angeles County Regional Park and Open Space District (Measure A) 3,300,000 Measure BP Reappropriation (Request) 1,000,000
Approximate Project Subtotal 4,300,000
Construction Contingency Measure BP (New funding request) 430,000 Estimated Project Total 4,730,000
BACKGROUND:
On April 9, 2024, the Measure BP Stakeholders Oversight Committee (SOC) approved a $1,000,000 allocation for improvements at Morgan Park to support park enhancements consistent with Measure BP objectives. The City Council subsequently approved the recommended allocation at its October 2, 2024 meeting.
Since then, staff have evaluated the readiness of both the Morgan Park Improvements project and the Ana Montenegro Park project. Based on this assessment, the Morgan Park Improvements project is not yet shovel- ready and requires additional time to complete project design, environmental review, permitting, and preparation of bid documents prior to construction.
The Ana Montenegro Park project, however, is shovel-ready and can proceed to bid and construction upon securing funding. To maintain project momentum and avoid potential cost escalation, staff recommend reappropriating the previously approved $1,000,000 from the Morgan Park Improvements project to the Ana Montenegro Park project. This action would defer, but not eliminate, the Morgan Park Improvements project. Staff intend to return to the SOC with a future funding request once the project is ready to proceed.
DISCUSSION:
At its March 10, 2026 meeting, the Measure BP Stakeholders Oversight Committee (SOC) unanimously approved the reappropriation of $1,000,000 from the Morgan Park Improvements project to the Ana Montenegro Park project. The Committee also approved a construction contingency in the amount of $430,000 to support project delivery and address potential unforeseen conditions during construction.
Reallocating the funds at this time will allow the City to advance the Ana Montenegro Park project without delay and maintain progress on voter-approved park improvements funded through Measure BP.
ALTERNATIVES:
The City Council may elect not to approve the proposed reappropriation or construction contingency, which would delay the Ana Montenegro Park project from proceeding to bid and construction at this time.
CEQA REVIEW:
These actions are exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 2100, et seq., “CEQA”) and CEQA regulations (14 California Code of Regulations §§ 15000, et seq.)

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: March 18, 2026
SUBJECT: Consideration of Funding Request for Susan Rubio Zócalo Park Programming, Events and Maintenance
SUMMARY:
This staff report requests that the City Council review and consider a funding request to support programming, community events, and ongoing maintenance at Susan Rubio Zócalo Park.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Approve Funding Request from Measure BP Fund for Susan Rubio Zócalo Park programming, events and maintenance; and
2. Authorize the Director of Finance to appropriate and make necessary changes to the budget.
FISCAL IMPACT:
Approval of the requested action will result in an annual fiscal impact of $200,000 to the Measure BP Fund for Fiscal Years 2025–26 and 2026–27 to support programming, community events, maintenance, and utilities at Susan Rubio Zócalo Park. This funding will help sustain recreational, cultural, and intergenerational programs while ensuring the park remains safe, active, and well maintained for residents.
The funding is proposed as an annual appropriation, subject to City Council approval during the formal budget adoption process to ensure fiscal oversight and alignment with the City’s long-term financial planning.
Description Amount
Programs and Events 85,000
Personnel 55,000
Maintenance/Utilities 60,000
Total $200,000
BACKGROUND:
Since its grand opening in September 2024, Susan Rubio Zócalo Park has become a vibrant community hub, offering inclusive programming, intergenerational activities, and cultural events that strengthen community connections.
Supported by Measure BP, the park has received $200,000 annually for Fiscal Years 2024–25 through 2026–27 to
fund programming, events, and ongoing maintenance, cleaning, repairs, and equipment servicing. This investment has established consistent operations, ensured safety, and maintained the park as a welcoming, dynamic space for residents of all ages.
To sustain this momentum and support continued activation and stewardship, staff request that the Measure BP Oversight Committee approve a $200,000 funding allocation for the next phase of programming and maintenance.
DISCUSSION:
None
ALTERNATIVES:
The City Council may elect not to approve the proposed funding request for Susan Rubio Zócalo Park programming, events, and maintenance and instead provide alternative direction.

Surplus firearms included in the trade-in are: ninety (90) SIG Sauer P226R pistols, fifteen (15) Glock 22 pistols, two (2) Glock 23 pistols, two (2) Glock 27 pistols, four (4) Smith & Wesson .38 caliber Airlight revolvers, one (1) Smith & Wesson Model 60 revolver, and one (1) Taurus .38 caliber revolver.
Eligible sworn personnel will be offered the opportunity to purchase their issued SIG Sauer P226 at $250.00 per pistol, consistent with the Pro Force trade-in value. Any pistols not purchased by officers will be transferred to Pro Force Law Enforcement as part of the trade-in. The net financial outcome to the City is $250.00 per pistol, regardless of the disposition method. For pistols purchased by eligible sworn personnel, that amount will be recorded as general fund. Remaining pistols that are not purchased will be sent to Pro Force Law Enforcement to be applied as a credit which will go towards asset forfeiture. Proceeds from officer purchases will be remitted to the City and processed by the Finance Department.
BACKGROUND:
The Baldwin Park Police Department issued the SIG Sauer P226 .40cal as its standard duty pistol in 2008, now nearly eighteen (18) years old. While the P226 is a proven platform, the department's current firearms have reached a stage in their service life that warrants replacement. Advances in firearm technology, improvements in 9mm ammunition ballistics, and a nationwide shift in law enforcement standards support transitioning to a striker- fired 9mm platform.
In June 2024, the Department initiated an evaluation process to identify a suitable replacement duty handgun.
Range staff, SWAT team members, and department personnel, including female officers, tested and evaluated five (5) candidate platforms:
• SIG Sauer P320 9mm
• Glock 17 Gen 5 9mm
• Springfield Echelon 9mm
• Smith & Wesson M&P 2.0 9mm
• Heckler & Koch VP9 9mm
Each evaluator independently assessed the platforms and provided written recommendations. The Smith & Wesson M&P 2.0 9mm was selected based on performance, ergonomics, reliability, and officer preference across all participating personnel.
DISCUSSION:
Justification for Transition from .40 S&W to 9mm
FBI Guidance and Industry Standards
In May 2014, the FBI Training Division released a study through its Ballistic Research Facility recommending the transition to 9mm as the optimal duty caliber for law enforcement. The study concluded that shot placement is paramount in deadly force encounters, and the 9mm provides officers the best chance of success while improving speed and accuracy. The FBI formally transitioned its approximately 13,000 agents to 9mm pistols by 2015-2016.
Operational Advantages of 9mm
The transition to 9mm provides the following operational advantages:
• Higher magazine capacity compared to .40 S&W in similarly sized platforms (17 rounds vs. 12-13 rounds); • Reduced recoil;
• Ballistic performance comparable to .40 S&W, as confirmed by FBI Ballistic Research Facility testing; • Lower ammunition cost, supporting training and qualification; and • Reduced wear on firearms, extending platform service life.
Transition to Striker-Fired Platform
The current SIG Sauer P226 uses a double-action/single-action (DA/SA) trigger system, requiring officers to manage two distinct trigger weights. This introduces a potential source of error under stress. The Smith & Wesson M&P 2.0 features a consistent striker-fired trigger pull on every shot, simplifying training and reducing the potential for error, consistent with the standard used by the majority of law enforcement agencies nationwide.
Nationwide Law Enforcement Trend
The modern law-enforcement duty pistol is a striker-fired 9mm pistol. Agencies, including the FBI, the Los Angeles Police Department, and numerous California sheriff's departments and municipal agencies, have switched to striker-fired 9mm platforms. The 9mm is now the most widely used caliber of firearm for law enforcement in America. The Baldwin Park Police Department's purchase of this handgun will allow us to align with this industry standard.
Associated Equipment
The purchase includes SureFire X300 Turbo weapon-mounted lights and Safariland Level III duty holsters compatible with the M&P 2.0 platform with attached light. Weapon-mounted lights are an operational necessity, enabling officers to identify threats in low-light environments. The Safariland Level III holster meets the retention requirements for uniformed patrol carry. Standardizing all three components simplifies armorer support, parts inventory, and ensures that all personnel are equipped with compatible equipment from the outset.
Procurement
The department solicited quotes from three vendors in compliance with the City's Purchasing Policy. The following table summarizes the results:
Vendor Total (incl. tax) Notes
Pro Force Law Enforcement $87,784.19 Recommended — Lowest Bid Adamson Police Products $98,837.71 Higher Bid
RSR Group N/A No response to solicitation
*RSR Group was solicited but did not respond; written documentation of the solicitation attempt is documented and on file.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Okina Dor, Director of Community Development
PREPARED BY: Ryan Mulligan, Housing Manager
DATE: March 18, 2026
SUBJECT: Approve Interagency Agreement between the Housing Authority of the City of Baldwin Park (HACBP) and the Los Angeles County Development Authority (LACDA) for
Project-Based Voucher Program at Grand Park Inn (Project Homekey Baldwin Park)
SUMMARY:
The purpose of this staff report is to request that the Housing Authority Board approve the Interagency Agreement between the Housing Authority of the City of Baldwin Park (HACBP) and the Los Angeles County Development Authority (LACDA) to administer Project-Based Vouchers (PBVs) for the Project Homekey, located at 13921 Francisquito Avenue (Grand Park Inn site). This agreement ensures that PBVs will be allocated to provide rental assistance for homeless individuals and families, with priority consideration for Baldwin Park residents and participants in the City’s Tiny Homes transitional housing programs.
RECOMMENDED ACTION:
It is recommended that the Housing Authority Board:
1. Approve the Interagency Agreement between HACBP and LACDA for administration of PBVs at the Grand Park Inn Project Homekey site; and
2. Authorize the Executive Director of HACBP to execute the Agreement and any necessary documents associated with the PBV program; and
3. Direct staff to coordinate with LACDA and Weingart Center to ensure compliance with HUD regulations and fair housing requirements.
FISCAL IMPACT:
There is no fiscal impact to the City’s General Fund. The PBV program is funded through the U.S. Department of Housing and Urban Development (HUD). No compensation is exchanged between HACBP and LACDA under this Agreement.
BACKGROUND:
HACBP desires to enter into an Interagency Agreement with LACDA for them to administer PBVs for the Grand Park Inn Project Homekey site (Project). Project Homekey initiative cannot proceed with funding through LACDA, as LACDA is prohibited from operating within Baldwin Park’s jurisdiction without this Agreement. The Interagency Agreement authorizes LACDA to manage PBV contract administration duties within HACBP’s jurisdiction. The Project will provide 111 PBVs for permanent supportive housing, prioritizing Baldwin Park residents and individuals transitioning from Tiny Homes programs, consistent with Coordinated Entry System (CES) policies and federal eligibility requirements.
The Interagency Agreement outlines responsibilities, indemnification provisions, and termination clauses. It
remains in effect until the expiration of the PBV Housing Assistance Payment (HAP) Contract, including any extensions.
DISCUSSION:
The Interagency Agreement represents a collaborative effort to address homelessness and expand access to permanent supportive housing. By leveraging PBVs through LACDA, the City can ensure that vulnerable populations receive stable housing opportunities.
Strong efforts were made during negotiations to include language that prioritizes Baldwin Park residents and participants in the City’s Tiny Homes transitional housing programs. This prioritization is explicitly stated in the Agreement and aligns with the City’s commitment to addressing homelessness locally while complying with federal regulations and fair housing standards.
This partnership also supports the City’s broader housing strategy and complements existing programs such as Tiny Homes and other supportive housing initiatives. By approving this Agreement, the City reinforces its role in advocating for local residents and ensuring equitable access to housing resources.
ALTERNATIVES:
The Housing Authority Board may choose to reject the Interagency Agreement and direct staff to explore alternate solutions for providing housing assistance to homeless individuals and families. If the Board declines approval, it would delay implementation of PBVs at the Grand Park Inn site, impacting housing availability for homeless individuals and families within the City.
Alternate solutions may include identifying other funding sources, partnering with different agencies, or implementing local programs to address housing needs.
CEQA REVIEW:
The proposal does not qualify as a Project under CEQA; therefore, no review is necessary.
LEGAL REVIEW:
This report and the Agreement have been reviewed and approved by the City Attorney as to legal form and content.

PROGRAMS
This Interagency Agreement (Agreement) is made and entered into by and between the Los Angeles County Development Authority, hereinafter referred to as “LACDA” and the Housing Authority of the City of Baldwin Park, hereinafter referred to as “HACBP” and shall commence on the date of execution of the last signatory.
WHEREAS, the LACDA has authority from the U.S. Department of Housing & Urban Development (HUD) to administer a Continuum of Care (CoC) Program, which provides rental assistance to individuals (including unaccompanied youth) and families experiencing homelessness, and a Housing Choice Voucher (HCV) Program, which provides rental assistance for special needs populations and very-low income families in the County of Los Angeles; and
WHEREAS, Weingart Center, hereinafter referred to as “WEINGART”, is requesting rental assistance subsidies for 111 units from the LACDA for the Project Homekey Sycamore project, hereinafter referred to as "Project," located at 13921 Francisquito Avenue in the City of Baldwin Park; and
WHEREAS, the Project is located within HACBP’s jurisdiction; and
WHEREAS, California Health and Safety Code Section 34312.5 states that an authority may provide leased housing to persons of low income throughout the county in which it operates except leased housing may not be provided within the area of operation of another authority if the local governing body of the other authority disapproves in advance; and
WHEREAS, representatives from the LACDA and HACBP believe that it would be mutually beneficial and a public service to provide affordable housing for homeless individuals and families; and
WHEREAS, the LACDA will provide rental assistance subsidies to the Project through the CoC Program and tenant -based vouchers through the HCV Program, including, but not limited to, the Family Unification Program/Foster Youth to Independence (FUP/FYI); and
WHEREAS, the parties acknowledge the City of Baldwin Park’s commitment to prioritizing local access to affordable and supportive housing, and therefore desire that priority consideration for available CoC or HCV rental assistance at the Project be given to (1) residents of the City of Baldwin Park, and (2) individuals currently participating in the City’s Tiny Homes transitional housing programs, consistent with all applicable federal regulations, fair housing requirements, and CoC/HCV eligibility rules. The parties further acknowledge that units will be matched via the Coordinated Entry System (CES) and as such, all individuals and families must otherwise meet all CES eligibility requirements, including any requirements for referral prioritization to specific housing or housing types in accordance with established CES policy; and
WHEREAS, the parties further acknowledge the City of Baldwin Park’s interest in maximizing local access to supportive housing opportunities created by the Project, and therefore agree to establish a target whereby up to twenty ‑five percent (25%) to thirty percent (30%) of the Project’s units may be made available to eligible applicants who are residents of the City of Baldwin Park, provided that all referrals to the Project shall continue to be made through the CES in accordance with established CES policies, prioritization rules, eligibility requirements, and all applicable federal, state, and local fair housing laws. This target allocation is intended solely to guide prioritization within CES‑compliant parameters and shall not supersede CES referral protocols or restrict the housing of any CES‑matched individual or family meeting program eligibility.
WHEREAS, the LACDA and WEINGART will execute Housing Assistance Payment (HAP) Contracts once the Project has fully complied with Housing Quality Standards inspections; and
WHEREAS, the LACDA will ensure compliance with the terms and conditions of HAP Contracts for units leased in the Project.
NOW, THEREFORE, in consideration of the mutual covenants herein set forth and the mutual benefits to be derived therefrom, the parties agree as follows:

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Rose Tam, Finance Director
PREPARED BY: Rose Tam, Finance Director
DATE: March 18, 2026
SUBJECT: Fiscal Year 2025-26 Mid-Year Budget Review
SUMMARY:
The purpose of this report is to provide the City Council with the mid-year budget performance and a projection for the remainder of the fiscal year.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Review the mid-year analysis and approve the mid-year revenue and expenditure projections for the fiscal year ending June 30, 2026, and
2. Authorize the Director of Finance to complete all necessary budget amendments and appropriations.
FISCAL IMPACT:
Based on the projections, the total General Fund revenue will be $52,704,625, and expenditure will be $56,464,068. The General Fund expenditure exceeds revenue, resulting in an estimated deficit of $3,759,443.
General Fund revenue is projected to increase by $7,119,563 from the original adopted budget, while expenditure is expected to increase by $10,099,668. The total revenue for Special Revenue and Other Funds will be $95,043,592, and expenditure will be $119,672,387, which includes all approved capital improvement projects, Measure BP, and ARPA-funded programs and projects through June 30, 2026.
BACKGROUND:
A mid-year budget review is a tool that provides the City Council and staff with an opportunity to review the status of the current budget and determine if any adjustments are necessary. Additionally, the City’s Fiscal Accountability Policy states that a mid-year budget review is to be prepared by staff and presented to the City Council. This mid-year budget report estimates the revenue, expenditure, and projected fund balances at the end of the fiscal year ending June 30, 2026.
The original adopted General Fund revenue was $45,585,061 and revised to $52,704,625. Based on better-than- expected revenue received as of January 2026, we project the total revenue will increase by $7,119,563. The increases are mainly from property tax, utility users tax, franchise tax, license and construction permits, building plan check fees, and internal transfer-in from Measure BP funds for revenue received exceeded $6 million to cover general operation and one-time internal transfer to cover unforeseen settlements.
The original adopted General Fund expenditures of $46,364,400 have been revised to $56,464,068, an increase of $10,099,668, primarily driven by higher legal costs and unforeseen settlements. Cost savings from temporary vacancies, ARPA-funded subsidized animal control services, programs, and events, along with salary savings,
interest earnings, revenue growth, and a collaborative effort from all departments to reduce non-labor operating costs, have helped substantially mitigate the impact. As a result, the projected General Fund deficit for FY 2025-26 is now estimated at $3,759,443.
To address the projected General Fund deficit and support the City’s long-term fiscal health, staff will implement a strategic approach focused on maintaining fiscal stability, preserving essential services, and supporting long-term financial sustainability. Planned measures include careful management of hiring by prioritizing critical positions to maintain service levels, reviewing community events and subsidy levels, and implementing targeted expenditure controls such as evaluating contracts, limiting non-essential consulting services, and deferring non-critical equipment purchases or capital projects while maintaining safety and regulatory compliance. Staff will also continue pursuing revenue optimization strategies, including strengthening cost recovery through user fees, expanding grant opportunities, and improving receivable collection efforts. In addition, enhanced litigation monitoring, strengthened contract review protocols, and additional fiscal safeguards will be incorporated into future budget planning. Departments will also evaluate operational efficiencies, where feasible, to support shared fiscal responsibility while maintaining core public services and positioning the City for continued fiscal stability in the coming years.
The Executive Team and City staff will continue to proactively monitor and control expenditure, strive to seek additional revenue, and operating efficiency. We remain committed to supporting the City Council as we collaboratively work towards enhancing the future prospects of both the citizens and business owners of Baldwin Park.
