STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Daniel Padilla, Director of Public Works
PREPARED BY: Anthony Vazquez, Public Works Maintenance Manager DATE: April 1, 2026
SUBJECT: Authorization to Publish a Request for Proposals (RFP) for Citywide Tree Trimming Services
SUMMARY:
This item will authorize the publishing of a Request for Proposals (RFP) for Citywide Tree Trimming Services to Baldwin Park’s urban forest consisting of approximately over 8,000 trees over an area within the city limits of 6.79 square miles. The proposed services will provide professional tree maintenance activities such as grid trimming, tree inspection, tree planting and overall tree maintenance on a scheduled basis citywide.
The proposed RFP will solicit competitive proposals from qualified and experienced contractors in tree maintenance services at a high level. The objective of this procurement process is to secure a contractor capable of maintaining the City’s urban forestry in accordance with industry standards and practices ensuring the public safety and preservation of the City’s trees.
RECOMMENDED ACTION:
It is recommended that the City Council authorize the Public Works Department to publish a Request for Proposals for Citywide Tree Trimming Maintenance Services to commence July 1st, 2026. The current contract with West Coast Arborists is set to expire in July 2026.
FISCAL IMPACT:
There is no impact on the General Fund associated with authorization to publish the RFP. Following the completion of the RFP, staff will return to City Council with a subsequent staff report presenting results of the proposal evaluation and a recommendation for the award of a Professional Tree Trimming Maintenance Services contract.
BACKGROUND:
The City’s urban forest is a vital community asset that provides significant environmental, social, and economic benefits. Trees contribute to improved air quality, shade and cooling benefits, enhanced neighborhood aesthetics, and increase property values. Additionally, proper tree maintenance supports public safety by reducing hazards associated with diseased, damaged, or overgrown trees.
The City of Baldwin Park maintains an urban forest consisting of approximately 8,191 trees located throughout the city. The Maintenance Division within the Department of Public Works is responsible for maintenance and operation of the City’s infrastructure systems. This includes crews responsible for fleet services, street maintenance, landscape and park maintenance, graffiti removal, traffic and lighting systems. The Street Landscape Division oversees the care and management of the City’s urban forestry. Due to the size and scope of the tree inventory, professional tree services contractors are primarily contracted to perform the majority of tree maintenance work, supplemented by City staff as needed.
DISCUSSION:
Currently, The City’s tree maintenance program relies on a combination of City staff and contracted professionals to ensure that street trees are well maintained on a systematic pruning cycle of four (4) to five (5) years. This cyclical pruning approach helps maintain tree health, promotes structural integrity, and reduces the potential for safety hazards within the public right-of-way.
Maintaining a consistent pruning cycle is a critical component of responsible urban forest management. Regular and proactive pruning helps reduce structural defects, minimizes the risk of limb failure, improves tree canopy balance, and promotes long-term tree vitality. In addition, maintaining a consistent pruning schedule enhances the aesthetic appearance of the City’s streetscapes while ensuring adequate clearance for sidewalks, roadways, and utilities.
The new tree maintenance agreement will increase funding for tree maintenance services to allow the City to move toward a shorter and more proactive pruning cycle, potentially reducing the current cycle from approximately four (4) to five (5) years to a three (3) to four (4) year cycle. Shorter pruning intervals are widely recognized as a best management practice in urban forestry because they allow arborists to make smaller corrective cuts, improve tree structure during key growth stages, and reduce the likelihood of large limb failures. A more proactive maintenance cycle also helps extend the lifespan of trees, improves canopy development, and enhances the overall health and resilience of the City’s urban forest. In addition, more frequent maintenance can reduce long-term costs by preventing the need for more extensive corrective pruning or emergency responses related to storm damage or hazardous tree conditions. Ultimately, investing in a shorter trimming cycle supports the City’s long-term goal of preserving and enhancing its urban forest while maintaining safe and attractive public spaces for residents.
Beyond tree health and aesthetics, investing in more frequent pruning cycles directly supports the City’s risk management and infrastructure protection goals. Well-maintained trees are less likely to cause damage to streets, sidewalks, vehicles, and utility lines, reducing potential liability and emergency repair costs. By proactively addressing structural defects, storm vulnerabilities, and clearance issues, the City can minimize unexpected expenditures and protect its investments in both public infrastructure and the urban forest. This approach ensures that the City’s tree program not only enhances the visual and environmental quality of neighborhoods but also safeguards public safety and maximizes the long-term value of its urban forest assets.
Professional contractors perform services including:
• Scheduled grid-based tree trimming and pruning
• Tree health inspections and hazard assessments
• Clearance pruning for sidewalks, streets, and utilities • Removal of hazardous or damaged trees when necessary
• Documentation and updates to the City’s tree inventory database • Emergency responses during inclement weather
These services are performed in coordination with Public Works staff to ensure compliance with recognized industry standards and best management practices for municipal arboriculture.
The proposed Request for Proposals (RFP) will solicit proposals from qualified and experienced firms specializing in municipal tree maintenance services. Evaluation criteria will be based on 1) Quality & Completeness of Proposal, 2) Corporate Capability, 3) Reference Evaluation, 4) Facility Evaluation, 5) Fee Schedule. Following completion of the evaluation process, staff will return to City Council with a staff report presenting the results of the RFP process and recommending the award of a Professional Services Agreement (PSA) for Citywide Tree Trimming Services.
Funding for the tree maintenance services will be primarily provided through Fund 251 – Lighting and Landscape Maintenance District (LLMD).
ALTERNATIVES:
1. The City Council may choose not to authorize the publishing of a Request of Proposal for Citywide Tree Trimming Services and allow staff to negotiate with existing Landscape Contractor.
2. Allow the Department of Public Works to piggy-back on a recently awarded contract to WCA by a separate entity and accept the proposed new rates and service terms.
3. Provide Staff with alternative direction regarding procurement or service delivery options.
CEQA REVIEW:
Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters, it has been determined that the action does not constitute a “project” under CEQA.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Charles Poovakan, Information Systems Manager DATE: April 1, 2026
SUBJECT: Waive Formal Bidding and Authorize the Cooperative Purchasing of Hyperconverged Infrastructure from Portola Systems.
SUMMARY:
This item seeks City Council approval to waive formal bidding and authorize the cooperative purchasing of a Nutanix hyperconverged infrastructure (HCI) solution from Portola Systems. This solution will integrate compute, storage, and virtualization into a single platform, replacing aging server infrastructure and improving system performance, reliability, and scalability. The proposed system will enhance the City’s ability to centrally manage its IT environment, support critical applications, and ensure continuity of operations through a resilient and modernized infrastructure.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Waive Formal Bidding and Authorize Cooperative Purchasing to purchase Nutanix hyperconverged infrastructure system pursuant to Baldwin Park Municipal Code Section 34.23; and
2. Authorize the Director of Finance to make appropriation from Federal Asset Forfeiture (Fund #205), State Asset Forfeiture (Fund 206), and General Fund 100) to and budget adjustments related to this acquisition;
3. Authorize the Chief Executive Officer to execute all required documentation for the purchase and installation of Nutanix hyperconverged infrastructure.
FISCAL IMPACT:
The estimated cost for this project is $167,433.09. The fiscal impact and allocation details are provided in the table below.
BACKGROUND:
The City modernized its city IT infrastructure in 2021 to a modern and scalable technology environment that has allowed the City systems to adapt to changing IT demands. The PD infrastructure was not included in that modernization cycle. While the existing equipment continues to function, it restricts the PD’s ability to expand and scale with PD’s planned initiatives.
DISCUSSION:
The City has evaluated its server and storage infrastructure over the past several months. It is recommended to transition to a modern Hyperconverged Infrastructure (HCI) platform to replace aging systems and improve overall performance, resiliency, and manageability. The proposed solution will consolidate compute and storage into a single platform, reducing complexity while providing a scalable foundation for current and future technology needs. Key benefits include:
• Improved reliability and resiliency, as the HCI cluster distributes workloads across multiple nodes, minimizing downtime in the event of hardware failure.
• Simplified management, allowing IT staff to manage compute, storage, and virtualization through a single interface, reducing administrative overhead.
• Scalability, enabling the City to easily expand resources by adding nodes as demand increases, without major infrastructure redesign.
• Reduced long-term costs, by consolidating infrastructure, lowering power and cooling requirements, and minimizing the need for separate hardware systems and licensing.
To proceed with the procurement of the Nutanix HCI system, staff is requesting that the City Council waive the formal bid process per City Purchasing Ordinance Chapter 34, Section 34.23, which allows purchases through County, State, or other public agency agreements when in the public interest. This “piggyback” provision is being exercised through the CMAS Contract: 3-24-03-1065 cooperative purchasing agreement, under which Portola Systems is an authorized reseller.
ALTERNATIVES:
1. The City Council may choose not to appropriate the funds for this project. This action is not recommended as it carries future cost implications. The global demand for computer memory has surged due to rapid growth in artificial intelligence, driving prices of this and other components sharply upward. Industry analysts widely report that memory costs are expected to continue rising through 2025–2026, meaning delaying this purchase will likely result in significantly higher expenses later.
2. Provide Staff with alternate direction.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Robert A Lopez, Chief of Police
PREPARED BY: Josh Hendricks, Captain
DATE: April 1, 2026
SUBJECT: Review of the Fiscal Year 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) Program and Review
Period
SUMMARY:
This report provides the City Council with the opportunity to review the FY 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) program application, as required by the JAG program's 30-day governing body review period, prior to the Mayor signing the "Certifications and Assurances by the Chief Executive of the Applicant Government" form.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Review the attached FY 2025 JAG Grant application and project budget documentation; and
2. Provide any comments or feedback to the grant manager within the 30-day review period; and
3. Authorize the Mayor to execute the "Certifications and Assurances by the Chief Executive of the Applicant Government" form upon conclusion of the required 30-day governing body review period.
4. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.
FISCAL IMPACT:
There is no fiscal impact on the City's General Fund. The total project budget is $31,968, comprised of $19,478 in federal JAG funds and $12,490 from the Baldwin Park Police Department's dedicated trust account, which is earmarked for Police Department use only and is separate from the department's annual training budget.
BACKGROUND:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the leading source of federal justice funding to state and local jurisdictions, administered by the Bureau of Justice Assistance (BJA) within the U.S.
Department of Justice. JAG is a formula grant program that provides funding annually to eligible local governments based on population and violent crime data. The City of Baldwin Park has been a recurring recipient of JAG funding, utilizing prior awards to enhance law enforcement capabilities, including, most recently, the establishment of a K9 narcotic detection unit in FY2024.
The BJA FY2025 JAG Program solicitation was officially released on Friday, March 20, 2026, with an application deadline of April 28, 2026, in JustGrants. Staff is presenting this item at the earliest available Council meeting following the grant’s release in order to initiate the required 30-day governing body review period and meet the federal application deadline. It is important to note that although this solicitation was released in 2026, it is designated as a FY 2025 grant, with a project period start date of October 1, 2025, for federal reporting and performance measurement purposes. For FY2025, the Baldwin Park Police Department has been allocated $19,478 in direct JAG funding under Opportunity No. O-BJA-2025-172542. The department proposes to use these funds,
supplemented by $12,490 from the department’s dedicated trust account, to conduct a comprehensive active shooter response training for all 53 sworn personnel during the week of July 27–31, 2026.
DISCUSSION:
The need for department-wide active shooter response training has been identified through multiple channels and has taken on renewed urgency in light of recent events:
• Officer and Association Request: Both sworn personnel and the Baldwin Park Police Association have formally expressed the need for this updated, department-wide active shooter response training.
Department administration has identified this as a critical gap in current training and has called for comprehensive instruction to ensure all personnel are prepared to respond effectively to active shooter incidents.
• Line of Duty Death of Officer Sam Riveros: The tragic line of duty death of Baldwin Park Police Officer Sam Riveros on May 31, 2025, serves as a solemn reminder of the dangers officers face and the critical importance of preparedness. In honor of Officer Riveros and in recognition of the ongoing threats faced by law enforcement, the department is committed to ensuring all personnel receive the highest level of tactical training available.
• National Threat Environment: Active shooter incidents continue to represent a significant and evolving threat to public safety nationwide. Ensuring that Baldwin Park officers are trained, prepared, and capable of an effective response is essential to protecting both the community and fellow officers.

.S.C. § 10153(a), I certify to the Office of Justice Programs (“OJP”), U.S. Department of Justice (“USDOJ”), that all of the following are true and correct:
1. I am the chief executive of the applicant unit of local government named below, and I have the authority to make the following representations on my own behalf as chief executive and on behalf of the applicant unit of local government. I understand that these representations will be relied upon as material in any OJP decision to make an award, under the application described above, to the applicant unit of local government.
2. I certify that no federal funds made available by the award (if any) that OJP makes based on the application described above will be used to supplant local funds but will be used to increase the amounts of such funds that would, in the absence of federal funds, be made available for law enforcement activities.
3. I assure that the application described above (and any amendment to that application) was submitted for review to the governing body of the unit of local government (e.g., city council or county commission), or to an organization designated by that governing body, not less than 30 days before the date of this certification.
4. I assure that, before the date of this certification— (a) the application described above (and any amendment to that application) was made public; and (b) an opportunity to comment on that application (or amendment) was provided to citizens and to neighborhood or community-based organizations, to the extent applicable law or established procedure made such an opportunity available.
5. I assure that, for each fiscal year of the award (if any) that OJP makes based on the application described above, the applicant unit of local government will maintain and report such data, records, and information (programmatic and financial), as OJP may reasonably require.
6. I have carefully reviewed 34 U.S.C. § 10153(a)(5), and, with respect to the programs to be funded by the award (if any), I hereby make the certification required by section 10153(a)(5), as to each of the items specified therein.
7. If the applicant named below is not the unit of local government itself, I certify that it is an instrumentality of the unit of local government and is approved to serve as the applicant and recipient of FY 2025 JAG funding on behalf of the unit of local government.
