STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Christian L. Bettenhausen, City Attorney
PREPARED BY: Shirley Quinones, Chief Deputy City Clerk
DATE: October 21, 2026
SUBJECT: Second Reading and Adoption of Ordinance No. 1530 to Amend Section 30.03 of the Baldwin Park Municipal Code
Relating to Councilmember Salaries
SUMMARY:

The purpose of this report is to conduct the second reading and adoption of Ordinance No. 1530, amending Section

30.03 of the Baldwin Park Municipal Code to establish Councilmember compensation based on the city population as provided in Government Code Section 36516 (“Section 36516”). If adopted, the ordinance would increase the Mayor and Councilmember compensation to one thousand six hundred dollars ($1,600) a month, as set forth in Section 36516.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Waive further reading and adopt Ordinance No. 1530 entitled, “AN ORDINANCE OF THE CITY

COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, AMENDING IN ITS ENTIRETY SECTION 30.03 (“COUNCILMEMBER SALARIES”) OF CHAPTER 30 (“CITY COUNCIL”) OF TITLE III (“ADMINISTRATION”) OF THE BALDWIN PARK MUNICIPAL CODE TO INCREASE

THE MONTHLY SALARY OF THE MAYOR AND MEMBERS OF THE CITY COUNCIL PURSUANT TO GOVERNMENT CODE SECTION 36516”; and

2. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

FISCAL IMPACT:

Any change in compensation would not be effective until the certification of the upcoming general election. Once effective, the estimated annual cost is approximately $60,000 to the General Fund, with minor impact on other funds.

BACKGROUND:

On October 7, 2026, the City Council of the City of Baldwin Park approved the introduction of Ordinance 1530.

For general law cities Councilmember compensation is governed by the rules in Government Code section 36516.

Baldwin Park Municipal Code Section 30.03 currently states that the salary of the Mayor and each Councilmember shall be $600 per calendar month. This salary was established by Ordinance No. 1269 in 2005 and has not been increased since that time.

In SB 329 (2023) the legislature amended Section 36516 to update the limits of councilmember compensation based on a city’s population at the last federal census. In explaining its reasoning for the increase, the legislature found that City Council compensation had not kept pace with inflation, and that adjusting compensation could help make running for local elected office more accessible to individuals across different income levels. The Bill’s

Page 30 of 105 ends
Page 2 ends

author further stated that increasing compensation would help enable individuals to continue serving their communities, while still balancing their employment and other family obligations.

The following are the compensation guidelines adopted by the legislature, based on population:
(A) In cities up to and including 35,000 in population, up to and including nine hundred fifty dollars ($950) per month.
(B) In cities over 35,000 up to and including 50,000 in population, up to and including one thousand two hundred seventy-five dollars ($1,275) per month.
(C) In cities over 50,000 up to and including 75,000 in population, up to and including one thousand six hundred dollars ($1,600) per month.
(D) In cities over 75,000 up to and including 150,000 in population, up to and including one thousand nine hundred dollars ($1,900) per month.
(E) In cities over 150,000 up to and including 250,000 in population, up to and including two thousand five hundred fifty dollars ($2,550) per month.
(F) In cities over 250,000 population, up to and including three thousand two hundred dollars ($3,200) per month.

A number of our neighboring cities have modified salaries to conform with this new state standard. For the purposes of comparison, the following is a survey of surrounding cities:

CITY COUNCIL MONTHLY COMPENSATION

CITY AMOUNT POPULATION
Irwindale $750.16 1,472
South El Monte $805.50 19,567
Duarte $1,263-1,609 22,866
Monrovia $1,359 37,931
La Puente $1,286.56 average 38,062
Azusa $1,275 46,894
Arcadia $1,600 56,681
Covina $1,600 51,268
Glendora $1,600 52,558
Baldwin Park $600 72,176
El Monte $1,131.50 109,450
West Covina $2,027 109,501
According to the most recent 2020 Federal Census, Baldwin Park has a population of 72,176. Therefore, the City is authorized to adopt a salary “up to one thousand six hundred dollars ($1,600) per month.” The attached Ordinance has been prepared to adopt this limit.

The attached Ordinance is being presented to the City Council for second reading and adoption. The Ordinance includes a finding that the compensation of the mayor and members of the City Council has not been increased since 2005 and is therefore no longer reflective of the time and effort required of members of the City Council. It also includes a finding that adjusting compensation could help make local elected offices more accessible to individuals in the City across different income levels.

Page 31 of 105 ends
Page 3 ends

DISCUSSION:

The proposed Ordinance would amend Section 30.03 of the Baldwin Park Municipal Code to increase the monthly salary of the mayor and members of the City Council to $1,600. The proposed amount is in accordance with the population requirements set forth in Section 36516, and is in line with surrounding cities.

This meeting would constitute the second reading and formal adoption of the Ordinance, which will go into effect 30 days later. Section 36516.5 provides a general rule that a change in compensation does not apply to a councilmember during their current term of office. For city councils serving staggered terms, such as in Baldwin Park, compensation of all members may be adjusted when one or more members become eligible by starting a new term of office. There are currently two councilmember positions up for election this November. So if the attached Ordinance is adopted, the change in compensation would go into effect for all members of the City Council in early December, after the general election is certified.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: October 21, 2026
SUBJECT: Request Consideration and Approval for Measure BP Funding for Barnes Park Surveillance System
SUMMARY:

The purpose of this staff report if to request consideration and approval of Measure BP funding for Barnes Park Surveillance System.A staff report was presented to the Stakeholders Oversight Committee (SOC) on August 11, 2026, for consideration.

RECOMMENDED ACTION:

It is recommended that the City Council:

1. Consider approving $259,000 from Measure BP funding for the Barnes Park Surveillance System; and

2. Authorize the Director of Finance to make the necessary appropriation and budget adjustments.

FISCAL IMPACT:

There is no impact on the General Funds associated with the approval of this request. The funding will be covered by Measure BP (Fund #110).

BACKGROUND:

At the August 11, 2026, Stakeholders Meeting, a request was presented for funding to install a surveillance system at Barnes Park. The recent construction at the park did not include surveillance system infrastructure or equipment.

The installation of a surveillance system is needed to enhance park safety, deter vandalism and other unauthorized activities, and support the protection of park facilities, equipment, and public property. Implementing a surveillance system would provide an additional measure to help safeguard park assets and promote a safe environment for park visitors and the community.

DISCUSSION:

ALTERNATIVES:

The alternative would be to deny the funding request for the surveillance system at Barnes Park and provide staff with alternative direction as deemed appropriate.

CEQA REVIEW:

These actions are exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 2100, et seq., “CEQA”) and CEQA regulations (14 California Code of Regulations §§ 15000, et seq.)

STAFF REPORT
TO: Honorable Chair and Members of the Stakeholders
Oversight Committee (SOC)
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: August 11, 2026
SUBJECT: Consideration of Funding Request for Barnes Park Splash Pad Renovation and Surveillance System
SUMMARY:

This staff report requests that the Measure BP Stakeholders Oversight Committee review and consider a funding request for the renovation of the splash pad and installation of a surveillance system at Barnes Park. Although the park recently reopened following significant improvements funded through multiple grant sources, the splash pad was not included in the project and remains inoperable due to its deteriorating condition. Approval of this request will provide the funding necessary to restore this valued recreational amenity, enhance park security, protect the City's investment, and provide a safe, welcoming environment for Baldwin Park families.

RECOMMENDED ACTION:

It is recommended that the Stakeholders Oversight Committee:

1. Approve the allocation of Measure BP funds for the renovation of the Barnes Park Splash Pad Renovation and Surveillance System; and

2. Authorize the Director of Finance to appropriate the necessary funds and make the required budget adjustments.

Category: E Recreation and Parks
• Parks
• Capital Improvements
FISCAL IMPACT:

Approval of the requested action will authorize the use of Measure BP funds in the amount of $1,974,703 for the complete renovation of the Barnes Park Splash Pad, including the installation of a Surveillance System. The estimate includes construction, contingency costs, and surveillance system installation necessary to fully rehabilitate the facility and return it to operational use.

Splash Pad Renovation Design - Los Angeles County Regional Open Space District TAP (pending final approval)
$150,000
Total Funded $150,000
BACKGROUND:

Barnes Park recently underwent a multi-million-dollar renovation that transformed the park with a variety of new recreational amenities, including upgraded basketball courts, enhanced playgrounds, improved walking paths, new landscaping, and a dedicated dog park. These improvements have significantly enhanced the park’s overall quality, accessibility, and recreational value for the community. The newly renovated Barnes Park celebrated its Grand Reopening on July 18, 2026, marking the return of a revitalized community space designed for residents and visitors of all ages to enjoy.

Despite these substantial investments, the existing splash pad was removed from the renovation project. Due to its aging infrastructure and the extent of deterioration, the splash pad requires complete reconstruction and therefore remains closed. The city has actively pursued multiple state and regional grant opportunities to secure funding for its renovation; however, those efforts have not yet resulted in an award. Consequently, the splash pad remains one of the few unfinished elements of the park's overall redevelopment, highlighting the need for additional funding to complete the community's vision for Barnes Park.

Renovating the Barnes Park splash pad will complete the City's long-term investment in the park by restoring a highly valued recreational amenity that serves children and families, particularly during the warmer summer months. While the splash pad was renovated in 2014 to replace the original water runoff system with a modern recirculating water system that improved water conservation and operational efficiency, the facility has now reached the end of its service life and requires full replacement. The proposed project will replace the aging infrastructure with a modern, safe, and reliable splash pad that complements the recently completed park improvements and enhances recreational opportunities for the community.

The estimate of construction costs identifies the improvements needed to fully reconstruct the splash pad, including new play features, replacement of the recirculating mechanical and water filtration systems, utility and site upgrades, associated infrastructure, and a new park surveillance camera system to enhance public safety, deter vandalism, and protect the City's investment. The total estimated project cost is $1,974,703, including construction and contingency costs.

Given the lack of available grant funding and the significant benefit of restoring this valued recreational amenity, staff respectfully request that the Measure BP Stakeholders Oversight Committee recommend approval of Measure BP funding for the Barnes Park Splash Pad Renovation and Surveillance System. Approval of this funding will enable the City to restore a popular community asset, enhance public safety through the installation of a surveillance system, and provide residents with an improved and secure recreational facility.

BACKGROUND:

Page 63 of 105 ends
Page 2 ends

At their October 6, 2021, City Council meeting, City Council directed staff to add the Family Service Center to the
preliminary ARPA list to construct a new facility.

At their January 19, 2022, City Council meeting, staff recommended that City Council define the scope of work for the project, provide direction and authorize funding for the development of an initial conceptual design, environmental review, and an amendment to the Downtown Specific Plan, if needed. After Council discussion the City Council directed staff conceptual design options for a Family Service Center at the Morgan Street, and Laurens Avenue parking lot a parking structure.

At their August 3, 2022, City Council meeting, staff recommended that City Council define the scope of work for the project, provide direction and authorize funding for the development of an initial conceptual design. City Council directed staff to incorporate the staff’s input for best practices for a new conceptual design. The Teri G.

Muse Family Service Center has a long history of providing residents of the City with a centralized facility where non-profit, social, health and educational service providers can offer residents low-cost or no-cost programs, information, and/or services to overcome daily challenges, achieve educational goals, and improve quality of life. Clients may access resources in person or via hybrid models. The current high need for social services across the community has demonstrated a need to expand the facility requirements to ensure adequate space is available to meet the needs of the highly requested services. The existing facility is 5,150 square feet, which includes an executive boardroom, six (6) offices, a kitchen, community pantry, meeting room and small assembly hall. Developing a concept plan will assist in furthering discussion.

At their December 4, 2024, City Council Meeting, City Council awarded an agreement to SVA Architects, Inc. to develop a conceptual design for the Teri G. Muse Family Service Center. The scope of work outlined in the RFP includes the development of two (2) preliminary conceptual alternatives: a 12,000-square foot one-story option and a 24,000-square foot two-story option. SVA Architects is responsible for delivering final conceptual design for both alternatives, including color site plans, detailed floor plans, and building elevations. These conceptual plans are intended to reflect input from facility users, ensuring that the design is both functional and responsive to the needs of the community.

To support this process, staff organized a series of collaborative meetings with nonprofit partners and facility users to present the alternative floor plan layouts. These sessions facilitated open dialogue, enabling stakeholders to provide meaningful feedback that was carefully incorporated into the final conceptual plans.

Additionally, staff conducted site visits to other comparable facilities to observe best practices in design, operational efficiency, and layout, ensuring that the proposed improvements align with proven strategies for functional and user-friendly family service centers.

DISCUSSION:

At its September 17, 2025, meeting, the City Council received a presentation from staff regarding the conceptual design plans for the proposed Family Service Center and provided feedback on the project’s overall layout, functionality, and architectural design. The initial conceptual design proposed demolishing the existing facility and constructing a new building closer to the front of the property to improve visibility, accessibility, and site utilization. The proposed improvements are intended to comply with applicable Americans with Disabilities Act (ADA) requirements, provide an efficient and thoughtful interior layout that maximizes functionality, and preserve the Spanish-style architectural character consistent with other City facilities.

Key features included in the initial conceptual plans are a main lobby, two waiting areas, one specifically designated for families, restrooms, intake offices, security control points, a food pantry, a clothing closet,

Page 64 of 105 ends
Page 3 ends

executive boardrooms, a celebration hall, a kitchenette, storage rooms, and an outdoor terrace. Collectively, these features are intended to create a comprehensive, accessible, and functional facility that supports the delivery of family services while maintaining architectural consistency with the surrounding community. During the City Council’s discussion, Councilmembers expressed interest in evaluating an additional design alternative that would incorporate an outdoor balcony or event space into the second-floor layout. In response to this direction, SVA Architects, Inc., revised the conceptual plans to include an additional alternative, identified as Conceptual Option C, which incorporated the requested outdoor balcony feature. This alternative was presented to the City Council at its June 3, 2026, meeting. The balcony design included mitigation measures intended to reduce sound transmission and minimize potential noise impacts on nearby properties, with the outdoor space positioned toward the rear of the facility.

At their June 3, 2026, meeting, City Council provided additional direction to revise the two-story design alternative by relocating the proposed outdoor space to the front of the facility and leaving the second floor as a structural shell for potential future development. This approach would allow the City to consider future expansion opportunities while focusing the initial project on the facility’s immediate operational needs and maintaining flexibility for future improvements. In response to the City Council’s direction, the conceptual design alternatives have been revised to reflect the requested changes and are now presented for further review and consideration. The alternatives include a one-story design and a two-story design, with the latter providing the opportunity for future second-floor development.

Staff recommends that the City Council review the revised conceptual design alternatives for the proposed Family Service Center, provide direction regarding the preferred design approach, select either the one-story or two-story option, and approve the preferred conceptual design plans to guide the project’s next phase of development.

ALTERNATIVES:

The alternative is not to approve the conceptual designs and provide alternative direction CEQA REVIEW:

These actions are exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 2100, et seq., “CEQA”) and CEQA regulations (14 California Code of Regulations §§ 15000, et seq.)
