(1) That the Successor Agency adopt Resolution 2024-02 SA; and (2) That the City Council adopt Resolution 2024-44.
8.2 Consideration of Resolutions 2024-45, 2024-03 UA, and 2024-03 SA, Approving and Adopting the Mid-Year 2023-24 Budget for Fiscal Period July 1, 2023 through June 30, 2024, for the City, Utility Authority and Successor Agency Recommendation:
(1) That the City Council adopt Resolution 2024-45; (2) that the Utility Authority Board adopt Resolution 2024-03 UA; and, (3) that the Successor Agency Board adopt Resolution 2024-03 SA.

Consider and approve closure of Fund 690 - Refuse Fund, authorize transfer of fund balance to Fund 001 - General Fund, and identify whether to classify Franchise deposit as an assigned or committed fund balance.
8.4 Consideration of a Request from Councilmember Flynn to Reconsider the City Council’s Vote on Resolution 2024-22 on February 13, 2024, Approving the Purchase of 50 Motorola APX NEXT Radios and Accessories and, if Reconsidered, Consideration of Resolution 2024-22, Approving the Purchase of 50 Motorola APX NEXT Radios and Accessories Recommendation:
1. Determine whether to reconsider the City Council’s vote on Resolution 2024-22 and,
2. If a motion is approved to reconsider the Council’s adoption of Resolution 2024-22, consider and adopt Resolution 2024-22, approving the purchase of 50 Motorola APX NEXT radios and accessories.
