2 Proposal: City of Banning- Itemization of Projected Contract Costs for Animal Field and Shelter Services at the San Jacinto Valley Animal Campus, 581 S. Grand Avenue, San Jacinto, CA 92582 Field Services Outline:

Basic services for animal control officer field operations include the following:
• Respond to calls for assistance from the public/law enforcement/fire • lmpoundment of stray animals
• Care and treatment of strays and/or abandoned animals • Animal bite investigations
• Animal cruelty investigations
• Rabies quarantine investigations
• Habitual stray and/or barking animal complaints
• Deceased animal pick up
• Return of impounded animals
• Dog licensing
• Kennel/cattery inspections and licensing
• Issuance of warnings/citations
• Public service and education
• Emergency planning and response
There are multiple benefits of utilizing the County's Animal Control Officers (ACOs) for your city. All RCDAS animal control officers are certified by the State of California through Penal Code 832 and are authorized to issue citations, make arrests when necessary, and utilize animal capture equipment such as chemical capture tranquilizing rifles. ACOs are also certified through state and industry authorities such as the California State Humane Officers Academy and The National Animal Control Association. RCDAS field operations uses unincorporated ACOs to backup city officers. In situations such as an area "sweep," or during a declared emergency response, RCDAS has the ability to pull additional officers from other areas in a very short time frame to target the specific needs of the city.

Under the licensure of the Chief Veterinarian by the California Veterinary Medical Board and the DEA, contracting for field services shall include training, any required documentation, supervision, and reconciliation of all controlled substances used by animal control officers in the field and elsewhere.

Field Services Cost:

Each full-time animal control officer (ACO) 2,080 hours is $286,790.40/FY, flat rate billed $23,899.20/month *Overtime/stand-by field services $178.66 per hour (minimum call out of 2 hours) Wildlife fee: $144.90 per call
Deceased fee: $73.50 per call
Sweep, 1 day (6 hours) or $2,583 (by request of City), flat rate billed on actual use *Cost will fluctuate based on actual overtime usage.
3 i~elter Services Outline:

Basic animal shelter services include the following:

Contracting with the County of Riverside for animal shelter services will include direct and indirect supervision of all veterinary medical activities in the shelters by the County's Chief Veterinarian. This shall include the acquisition and maintenance of a DEA license, and a premise permit to be issued by the California Veterinary Medical Board.

All animals impounded into the San Jacinto Valley Animal Campus Shelter will receive immediate prompt and necessary veterinary care and husbandry by our highly trained staff in accordance with state law and the veterinary medical board guidelines. In addition to re-homing activities, the department provides full-service adoptions and coordinates pet rescue efforts.

Animal Sheltering at San Jacinto Valley Animal Campus Costs:

Animal sheltering costs at San Jacinto Valley Animal Campus are based on actual impounds. County shall provide the City with a monthly invoice that includes actual impound statistics. The invoice will detail the number of animals impounded and the total number of kenneling days, plus all other applicable fees. The daily sheltering rate is $35.81 per animal.

Operational and Maintenance {O&M) Costs:

O&M Costs is calculated based on actual monthly impounds multiplied by $10.96.

Large Animal Sheltering @ $21/animal (horses, ponies, cattle) per day of sheltering (additional cost billed on actual use)
Large Animal Sheltering @ $12.60/animal (swine, goats, sheep) per day of sheltering (additional cost billed on actual use)
County Issuing Dog Licenses for City:

At City's request, County can issue dog licenses for the City. The City will authorize the County to collect and retain any and all canine license revenue generated by City residents during the program and term of the Agreement. County shall retain the sum of $11.92 for each dog license issued.

There will be a one-time data conversion fee based on actual cost to enter current City's license data into the County's licensing database at City's expense.
4 Field. Shelter and Licensing Service Rates
Service Full Cost Reimbursement Rate
Full Time Animal Control Officer (hourly rate) $137.88
ACO Estimated Overtime rate* $178.66/hour
Animal Sheltering $35.81/day xl0-day avg.

O&M $10.96/impound
License Processing*** $11.92 per license
* Actual cost may vary based on on-call usage.
**Rates are subject to change as adopted by the Board of Supervisors. ***License processing cost may vary based on number of licenses sold. County shall retain $11.92 for each license sold, and remaining balance of license will be credited back to the City on a monthly basis.

Optional additional services at City's request:

Daily flat rates for education outreach and shot clinics will be billed based on actual outreach days scheduled.

The projected compensation accounts for full staff time to provide service for one day. The maximum time possible will be afforded for actual outreach activity; however actual outreach activity time will be reduced by travel and preparation time the day of the event.

Outreach event:
$3,000 per event flat rate billed on actual use
(The cost to provide three (3) staff, 9 hours each, OT rates used due to limited staffing levels - supplemented by volunteers.)
Shot Clinic:
$3,000 per event flat rate billed actual use
(The cost to provide three (3) clinic staff and one veterinarian for 9 hours, to be billed based on actual usage as requested by City.)

FUR-st Date
It's Spring and love is in the air, everywhere, even in animal shelters in Riverside County. For anyone looking for that new and exciting feeling of falling in love, Riverside County Department of Animal Services is inviting all residents to find their shelter pet love match with a FURst Date.

What is a FUR-st Date?
A FURst Date field trip gives a shelter pet and a potential adopter an opportunity to get to know each other with no pressure, cost or commitment.

What do I do on a FUR-st Date?
Just like any first date, potential adopters are urged to pursue activities that they would normally enjoy, like walks in the park, a trip to the beach and then just see how it goes with the shelter pet.

How long does a FUR-st Date last?
FUR-st Dates typically last a day or two, and are initiated with the assistance of staff at the following shelter locations:

Coachella Valley Animal Campus
72-050 Pet Land Place, Thousand Palms
San Jacinto Valley Animal Campus
581 S. Grand Ave., San Jacinto
Western Riverside County Shelter
6851 Van Buren Blvd., Jurupa Valley
The good news is FUR-st Date field trips are
available to potential adopters throughout
the year.

Hours are 10 a.m. to 4 p.m.; Monday - Saturday.

Visit www.rcdas.org for a list of adoptable pets.

Life-saving
Programs
Riverside County Department of Animal Services (DAS) is committed to ensuring the safety and well-being of the animals in its care.

The following programs offered and initiatives currently in motion(*) enhance and innovate services countywide for residents and their pets:

Wellness clinics & Spay/Neuter clinics
DAS supports Riverside County commu nities with pet wellness and vaccine clinics that protect the health of animals, along with shelter veterinary clinics and two spay/neuter busses that provide much-needed assistance to residents to reduce the ever-growing pet population.

Disaster preparedness
DAS has trained and experienced staff ready to respond in the event of a disaster. DAS is fortunate to have an AKC Disaster Relief Trailer stocked with essential non-perishable supplies needed to set-up and provide safe sheltering options for citizens' pets during an evacuation. A second trailer will follow later this year (2023). Additionally, the Riverside Emergency Animal Rescue System (RE.A.R.S). an at-the-ready volunteer support crew, p lays a critical role during large-scale emergencies that call for life-saving transport of animals during a fire or other crises.

Communications
The Department of Animals Services has energized its branded soc ial media presence with frequent posts that promote adoption and foster opportunities; provide tips, information and education; showcase staff and volunteers and highlight donation and phi lanthropy efforts. A new website debuted in March 2023 that is ADA compliant and features new online mobile functionalities and ease of access.

Grant assistance to owners in need
Residents who feel compelled to surrender their pets to one of our shelters or who require other financial assistance for their pet may qualify for grant assistance. On-staff adoption counselors ca n assist constituents in an effort to the keep the pet with its family.

Foster field trips
This program provides an opportunity for the chance to interact w ith a new furry friend over a period of days with the hope of adoption.

Animal identification tags and microchips
DAS provides free collar ID tags and microchipping services to new adopter families to ensure that pets are safely returned to their fami lies should they become lost. Residents can also take advantage of these same services at wellness clinics hosted throughout Riverside County.
*Animal Services counselors
A total of 18 counselors provides critical counseling services to individuals that turn over their pet to the shelter. The counselors are strategically placed to accommodate intake, outcome, foster and rescue needs with the goal of keeping pets with their families.
*Petco Love Lost
This partnership leverages Petco Love Lost's facial recognition software, along with its wide-ranging connection to community forums, such as Ring and NextDoor, to identify lost pets and return them safely home. This reduces the number of strays coming to the shelter.

Visit Lost & Found on our website to register lost or found pets or create a profile.
*Rehome
Helps the public place their pet in a new home. By building a unique and robust networking community, the rehome program will decrease the number of strays and unwanted animals in the shelter by posting pets requiring relocation.
*Ambassador Program
Galvanizing the power of community is key to seeing successful outcomes for shelter animals. The DAS village continues to expand with a growing corps of volunteers, community and county partners and keyboard warriors who share our vision, messaging and comm itment to the welfare of animals.

Community Ambassadors receive a marketing packet to share on social media.

• Increase adoptions
• Public access to front

• Working cat program
• Every live outcome
will need surgery
Pick up or admission of healthy, free-roaming cats, regardless of temperament, for any purpose other than TNR/SNR, does not serve commonly held goals of community animal management and protection programs and, as such, is a misuse of time and public funds and should be avoided.

REASONS:
• Shelters are not required to impound free roaming cats • Cats are allowed by law to roam
• In 2023 around 6,800 cats entered DAS shelters
• About 50 percent of the cats impounded by DAS did not have a live outcome • Unsocialized cats have little to no opportunities for a live outcome • lmpoundment of healthy adult cats reduces the likelihood of reuniting families with pets • lmpoundment of healthy adult cats may disproportionately impact under-served and marginalized communities

Season
When it's Spring, it's the perfect time to adopt or foster a cat or kitten! April and May are typically a busy time for kittens to come into the shelter. And when that happens, kittens are at risk for disease and illness in overcrowded conditions.

There are things we can do as a community to keep cats and kittens out of the shelter by placing them in loving homes instead:

Kitten Season Tips
Adopt a house cat for cuddles on lazy days.

Foster a kitten that may have been separated from its mother and needs some nursing.

Adopt a working cat that wi ll take care of pests and other business outside the home.

M icrochip your cats so that they can be returned to you should they go lost.

Spay/neuter your cats for their best health and life expectancy What should I do when I find kittens?
If you find kittens outdoors, DO NOT pick them up and take them indoors. Their mother is probably close by.

It's best for kittens to stay with mom to nurse for a minimum of 6 weeks. Though we try, humans are not a substitute for the care a mother cat provides. You can help by offering shelter, food, and water until the kittens are 2 pounds, and then have them all spayed/ neutered.

I Don't See the Mother Cat
That doesn't mean the kittens are abandoned or orphaned. Their mother may just be out looking for food. She might even be hiding from you. Check on kittens for several hours, staying out of sight, to see if their mother returns.

What if the Kittens are Sick?
Contact the shelter for help right away if the mother cat or kittens appear ill or injured.

Shelter staff can provide resources to assist.

Temporada
