City Council - Special Meeting (Workshop) Agenda
June 25, 2024
2 CITY OF BANNING
STAFF REPORT
TO: CITY COUNCIL
FROM: Douglas Schulze, City Manager
PREPARED BY: Doug Schulze, City Manager
Doug Schulze, City Manager
MEETING DATE: June 25, 2024
SUBJECT: Provide City Manager with Direction for Animal Control and Shelter Services
RECOMMENDATION:
A motion providing direction to the City Manager for animal control and animal shelter services.
BACKGROUND:
On January 9, 2024, the City Council directed the City Manager to notify A.R.E. Animal Rescue of intent to terminate the contract for animal shelter services. The City Council also approved a motion made my Mayor Sanchez, to create an ad hoc committee consisting of two Councilmembers, ARE Animal Rescue and members of the community who were involved with the creation of the animal shelter. The committee was directed to identify solutions for animal services for City Council consideration. Mayor Pro Tem Minjares and Councilmember Flynn were appointed as the two City Council representatives on the ad hoc committee.
Alternative 1 - On May 21, 2024, the City Council held a special meeting to receive a presentation from Riverside County Animal Services. A contract proposal from Riverside County Animal Services has not been received as of June 14, 2024. In previous discussions with Riverside County Animal Services, City staff was told that Riverside County would not agree to use of the Banning Animal Shelter or City of Banning Animal Control Officers. This alternative would require layoff or reassignment of two full-time Animal Control Officers and closure of the Banning Animal Shelter.
Alternative 2 - Continued operation of the Banning Animal Shelter with City employees and volunteers.
This alternative would keep the Banning Animal Shelter operational and available to Banning residents.
In addition, both City Animal Control Officers would be retained and continue providing full-time animal control services six days per week.
Alternative 3 - Solicit proposals from 501 (c)(3) non-profit organizations to operate and manage the animal shelter. Animal Control would continue to be operated with two full-time City employees.
JUSTIFICATION:
Animal services are a primary responsibility of local government. The termination of the contract with A.R.E. Animal Rescue, effective June 30, 2024, will create a lapse of service.
FISCAL IMPACT:
The 2023-24 Animal control and shelter budget is $363,000, of which, $250,000 is for two full-time animal control officer wages and benefits. The animal shelter cost is approximately $80,000. The 3 estimated cost for a City operated and managed shelter with retention of City animal control services is $375,000. Revenue generated is estimated to be $144,000 for a net cost of $231,000.
ALTERNATIVES:
1) Provide direction to the City Manager;
2) Continue discussion.
