CITY OF BANNING

STAFF REPORT
TO: CITY COUNCIL
FROM: Robert Fisher, Acting City Manager
PREPARED BY: Brandon Smith, Lieutenant
Vincent Avila, Chief of Police
MEETING DATE: May 22, 2025
SUBJECT: Presentation Related to Banning Police Department Transient Statistics 2024-2025 YTD
RECOMMENDATION:

Receive presentation.

BACKGROUND:

The Banning Police Department provides statistics to the public and City Council upon request.

JUSTIFICATION:

Statistics tell a city how many police officers need to be on the street, what crimes are being committed, and reveals increases and decreases in specific crimes. Also, cities get funding in part on their crime rates. If a federal crime bill passed, the Government needs to know which cities could benefit the most from those funds, and some cities have been rewarded financially for drastically lowering rates of crime.

FISCAL IMPACT:

None.

ALTERNATIVES:

Providing statistics keeps the Council, staff, and residents apprised of current police activities. If the statistics are not presented to the Council on a regular basis, then they should be provided on another platform.

BUDGETED?:

No

10 CITY OF BANNING

STAFF REPORT
TO: CITY COUNCIL
FROM: Robert Fisher, Acting City Manager
PREPARED BY: Robert Fisher, Acting City Manager
MEETING DATE: May 22, 2025
SUBJECT: PRESENTATION BY FAITH IN ACTION CITY COUNCIL TO PROVIDE

DIRECTION TO STAFF ON WHETHER TO MOVE FORWARD WITH

NEGOTIATING A CONTRACT WITH FAITH IN ACTION TO PROVIDE

HOMELESS SERVICES WITHIN THE CITY OF BANNING
RECOMMENDATION:

1. Receive presentation by Faith in Action on opportunities to provide homeless services within the City of Banning.

2. Direct staff to negotiate a Contract for homeless intervention and related services with Faith in Action and bring back a proposed Contract for Council consideration and approval at a future meeting.

BACKGROUND:

Faith in Action is a non-profit 501(C) 3 in good standing with the California Secretary of State. Faith in Action principal business location is 66 S. San Gorgonio Avenue in Banning California. Faith in Action mission is committed to helping low-income, at-risk, and unhoused individuals obtain and retain resources to meet their health, educational, housing and workforce development needs. Through the partnership with IEHP, they aim to enhance the health and well-being of the community.

1. Responding to homeless service requests made by City staff, and law enforcement in a timely manner.

2. Providing immediate crisis stabilization to those experiencing behavioral health, physical crisis and emergencies and connection to behavioral health and substance abuse treatment services.

3. Case management of individuals that are in treatment and temporary living situations to help ensure they do not return to the streets.

4. Assisting unsheltered homeless individuals with obtaining admittance and transportation to emergency shelters and connecting them with transitional and permanent housing options.

5. Providing support through trainings, presentations and sharing updates related to trends in regional homeless efforts.

6. Attending and participating in City Council meetings, as requested.

JUSTIFICATION:

Homeless Encampments pose a serious public safety risk, often causing fires and exposing encampment residents to increased risk of sexual violence and criminal activity, to property damage and break-ins, and unsanitary conditions affecting both residents and neighbors. And they dampen and deter 11 both commercial and recreational activity through the accumulation of hazardous material and excessive debris, harming downtowns and depriving Californians of their public spaces. Large encampments and those with semi-permanent structures exacerbate and perpetuate these harms.

FISCAL IMPACT:

Should the City Council direct staff to negotiate a contract with Faith in Action, staff will report on potential fiscal impact and availability of grant funds for this service at a future meeting at which a contract is presented for consideration.
