The following information comprises the minutes for the special meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

2. WORKSHOP
2.1 Review of the Updated City of Banning User Fee Handbook Recommendation: Provide direction to staff and the City's consultant Nate Smith, Deputy Director of Public Works/City Engineer presented an update to the City’s comprehensive user fee schedule, noting the last review was in 2019 and periodic updates are best practice every five to seven years. The City contracted with Matrix Consulting Group on June 11, 2024, to conduct the new fee study. The update reflects current workload data and service costs.
Consultant provided an overview of the study’s scope, process, and key findings. 2 3. PUBLIC COMMENTS - Agenda Items Only
Mayor Flynn opened public comments.
Frank Connelly requested correction of dates on Exhibit A (study completed January 2, 2019; approved December 10, 2019; effective February 8, 2020). He questioned fee disparities between youth and adult sports leagues and suggested adjusting cost recovery for fairness. He also urged the City to review utility fees, hold rental property owners responsible for accounts, and address revenue loss from unpaid utilities.
Mayor Flynn closed public comments
The matter will return as a public hearing in November.
