The following information comprises the minutes for the special meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

2. PUBLIC COMMENTS - Agenda Items Only
Frank Connelly - commented on the Miller case and urged the City to strengthen employment contracts to reduce future liability and protect taxpayers from litigation costs. Concerns were also expressed regarding past fiscal management and accountability of former officials.

Property: Banning Municipal Airport consisting of approximately 232.41 acres comprised of APNs 541-240 -009; 541-250 -009; 541-140-003; 532-150-002; 532-150-003; 532-150- 004; 532- 130 - 012; 532-130-018; 532-130-011; 532-180- 034.
Agency Negotiator: City Manager Elizabeth Gibbs or her designee.
Negotiating Parties: City of Banning as potential Lessor and Industrial Enterprises, LLC as potential Lessee.
Under Negotiations: Price and Terms of proposed ground lease.
3.3 CONFERENCE WITH LEGAL COUNSEL – SIGNIFICANT EXPOSURE TO

The City Council went into Closed Session at 3:05 p.m.
4. ADJOURNMENT
The City Council reconvened in open session, and no reportable action was taken.
Motion by Council Member Flynn to adjourn the meeting, seconded by Council Member Miller.
Motion passed unanimously 5-0. Meeting was adjourned at 4:16 p.m.
