2. WORKSHOP
2.1 Wastewater Treatment Plant and Recycled Water Upgrades Project Update and Next Steps Recommendation: It is recommended that the City Council:
Receive a presentation and update on the Wastewater Treatment Plant and Recycled Water Upgrades Project;
Review the work completed to date, current project cost estimates, and available options for moving the project forward; and
Provide direction to staff to proceed with Option B.3: Terminate the current Progressive Design- Build Contract and develop/implement a funding strategy for the original scope of work split into two phases: Phase I - Conventional Wastewater Treatment Plant Improvements; and Phase II - Reverse Osmosis and Brine Management.
Staff's Recommended Option: B3
Option B3 offers the best balance between compliance, reliability, financial responsibility, and recycled water goals.
● Off-ramps current progressive design-build contract.
While recommended, Option B3 has associated risks:
● Increased Costs: Delays can escalate project costs.
● Grant Eligibility: Needs active management.
2 ● Existing Infrastructure: Continued reliance on the aging plant during transition. ● Rate Impacts: Must be understood and managed.
● Beaumont Basin Requirements: Still need to be addressed in Phase 2. ● Mitigation: Grant coordination, updated rate analysis, funding strategy development, interim maintenance, and evaluation of brine management/blending options.
Proposed Next Steps (Upon Council Support for B3)
● Initiate off-ramp process for the current PDB contract. ● Continue grant coordination with the Bureau of Reclamation. ● Initiate updated water and wastewater rate study.
● Complete plans for a traditional design-bid-build delivery. ● Continue seeking additional funding, evaluating phase two options, and the environmental process.
