Council Member Flynn participated remotely under the “just cause” provision due to a family medical emergency, with the required teleconferencing and remote participation disclosures made.

3.1 CONFERENCE WITH REAL PROPERTY NEGOTIATORS Pursuant to Government Code Section 54956.8.
Property: Banning Municipal Airport consisting of approximately 232.41 acres comprised of APNs 541-240 -009; 541-250 -009; 541-140-003; 532-150-002; 532-150-003; 532-150- 004; 532- 130 - 012; 532-130-018; 532-130-011; 532-180- 034.
Agency Negotiator: City Manager Elizabeth Gibbs or her designee.
Negotiating Parties: City of Banning as potential Lessor and Industrial Enterprises, LLC as potential Lessee.
Under Negotiations: Price and Terms of proposed ground lease.
3.2 CONFERENCE WITH LABOR NEGOTIATORS
Pursuant to Government Code Section 54957.6
Agency Designated Representative Elizabeth Gibbs or her designee Employee Organizations: International Brotherhood of Electrical Workers- General unit.

2 Pursuant to Government Code Section 54956.9(d)(2) or (3) Cases: One (1) Council Members recessed to Closed Session at 3:01 p.m. to discuss the items listed.
Council Member Flynn joined Closed Session at 3:05 p.m. remotely.
The City Council reconvened in open session at 4:14 p.m., all Council Members present and Flynn absent.
CLOSED SESSION REPORT
City Attorney Norton reported that there was no reportable action on Items 3.1, 3.2, or 3.3.
4. ADJOURNMENT
MOTION
Council Member Wallace moved and Council Member Miller seconded a motion to adjourn the meeting. The question was called and the motion carried 4-0-1, Flynn absent.
The meeting adjourned at 4:14 p.m., and the City Council continued with its regular meeting agenda.
