COUNCIL AGENDA ITEM
AGENDA MATTER:
2022 PLANNING COMMISSIONERS ACADEMY
EXECUTIVE SUMMARY:

Every year, the League of California Cities hosts the Planning Commissioners Academy welcoming Planning Commissioners and staff state wide for training and information purposes. This year, the Planning Commissioners Academy is being held in San Ramon from Wednesday, March 16th through Friday, March 18th. Following budget reviews and discussions amongst Community Development staff and upper management, the consensus is to send one (1) City staff member and our three (3) newest Planning Commissioners who have yet to attend the conference.

DISCUSSION:

The League of California Cities has announced the 2022 Planning Commissioners Academy and sessions proposed at this year’s conference (see attached). In years past, the City has sent Commission members and one to two staff members annually to this conference to keep up on the latest trends, laws, and upcoming legislative changes in the Planning field. As noted, this year the City can send three (3) Planning Commissioners and one (1) staff member to the conference. As some of the sessions are geared towards new commissioners, staff recommends that Commissioners Brand, DeLucas, and Morales attend this conference.

A few of the sessions include:
 Planning Commission 101: The Nuts & Bolts of Planning - A fundamentals session geared towards new Planning Commissioners.
 CEQA: An Introduction - Present the basics of the California Environmental Quality Act (CEQA) and its role in the planning process.
 Streamlined Housing Laws & New Housing Legislation - Opportunity to learn about recently adopted housing laws including SB35 and SB 330.
 Tools for the Trade: New Resources for Planning Commissioners - Emerging issues session allowing attendees to hear from a panel of planning professionals on the topic of new resources available for those in the Planning field.

The attached listing has the full schedule of sessions. As noted, the sessions are from Wednesday, March 16th through Friday, March 18th. Meals and travel (mileage) are reimbursable provided they follow the guidelines of the City’s Expense Reimbursement Policy, and must be verified with supporting documents such as receipts for meals (See attached Expense Reimbursement Policy).
