AGENDA MATTER:
APPROVE RESOLUTION NO. ____-2022 AUTHORIZING THE CITY ENGINEER, WITH THE
APPROVAL OF THE CITY MANAGER, TO ENGAGE THE SERVICES OF CONTRACTORS TO
CONSTRUCT URGENT AND NECESSARY REPAIRS TO THE FIRST STREET BRIDGE PURSUANT TO PUBLIC CONTRACTS CODE SECTION 22050
EXECUTIVE SUMMARY:
On February 19, 2022, a single-vehicle collision caused structural damage to the First Street Bridge. Due to the damage the Bridge sustained and for the safety of the community, the First Street Bridge was closed until further notice to pedestrian and vehicle traffic and a local emergency has been declared for the City of Barstow. The City Council is asked to authorize the City Engineer, with the City Manager's approval to engage the services of contractors to make the urgent and necessary repairs to the bridge.
DISCUSSION:
The City Council is asked to consider whether urgent conditions exist to warrant authorizing the City Engineer, with the approval of the City Manager, to engage the services of contractors to make the necessary repairs pursuant to Public Contracts Code Section 22050. Acting under the local emergency declaration, the City Manager can contract for the bridge repairs under Barstow Municipal Code section
2.16.050 and Government Code section 8634 without following bidding or notice requirements. The City Engineer, with the approval of the City Manager, would be authorized to make the necessary repairs to the First Street Bridge in an amount not to exceed $250,000. City staff will report to the City Council at its next regular meeting on the status of the repair.
FISCAL IMPACT:
Repairs to the First Avenue bridge are authorized in an amount not to exceed $250,000 which will be funded from Account number 400.801.005.22.100.
RECOMMENDED ACTION:
Approve Resolution _____-2022 authorizing the City Engineer, with the approval of the City Manager, to engage the services of contractors to construct urgent and necessary repairs to the First Street Bridge pursuant to Public Contracts Code Section 22050 in an amount not to exceed $250,000.
