AGENDA ITEM
AGENDA MATTER:
ADOPTION OF A RESOLUTION UPDATING THE CITY OF BARSTOW’S EXPENSE
REIMBURSEMENT POLICIES TO SEPARATELY REGULATE EXPENSES FOR CITY ELECTED AND
APPOINTED OFFICIALS AND FOR CITY EMPLOYEES
EXECUTIVE SUMMARY:
The Rules and Policy Committee recommends the City Council adopt a proposed resolution and two revised expense reimbursement policies. The proposed policies are updates of the City’s existing expense reimbursement policies. The key change is that the proposed policies create two separate policies for expense reimbursements for the City’s elected and appointed officials and for City employees.
DISCUSSION:
The proposed pair of policies establish City Council policy regarding any city-related travel, meals, lodging, and other actual and necessary expenses eligible for reimbursement by the City for the City’s elected and appointed officials and, separately for the City’s employees. The purpose of this policy is to promulgate standards for which expenses are and are not reimbursable and to adopt approval requirements and cost control standards.
Under the City’s existing expense policy, elected and appointed officials can only receive reimbursement for expenses as approved by the City Council in advance. The proposed resolution maintains and strengthens that requirement.
FISCAL IMPACT:
There are no fiscal impacts at this time as the expected reasonable expenses costs that would be reimbursed by the City, if approved under this policy, can be accommodated within the existing budget.
Further, the policy requires advance City Council approval for all expenses for elected and appointed officials and advance City Council approval for any expenses for City employees above the applicable adopted budget, ensuring the City Council has the power to control costs.
RECOMMENDED ACTION:
The Rules and Policy Committee recommends the City Council adopt a proposed Resolution updating the City of Barstow’s Expense Reimbursement Policies to separately regulate expenses for City elected and appointed officials and for City employees.
