COUNCIL AGENDA ITEM
AGENDA MATTER:
EXTENSION OF CONTRACT WITH SAN BERNARDINO COUNTY FOR HOUSEHOLD HAZARDOUS
WASTE COLLECTION
EXECUTIVE SUMMARY:
City Council to consider extending the agreement between the City and San Bernardino County for the Household Hazardous Waste (HHW) Collection Program, which is a long-standing program benefiting both City and County residents. The existing 5-year agreement will be expiring on June 30, 2022. If this item is approved, the agreement would be extended another 5 years, expiring June 30, 2027, and would allow the City to continue to provide a safe way for residents to properly dispose of their householdgenerated hazardous waste. Additionally, it assists the City in achieving compliance with state mandates.
DISCUSSION:
The California Public Resources Code requires cities and counties to provide a Household Hazardous Waste (HHW) Collection Program for the safe collection, recycling, treatment, and disposal of hazardous waste generated by households, which should be separated from the solid waste stream.
The City of Barstow has contracted with the County since 1990 to provide for the safe collection and management of household hazardous waste. The HHW Facility is located at the City Corporation Yard at 900 S. Avenue H and is open from 9:00 am-2:00 pm on Saturdays only. Burrtec provides the contract labor for the facility and County Fire provides routine collection and disposal of the material. The City of Barstow will provide overall oversight of the program to ensure it is being managed in accordance with the agreement.
The HHW program plays a crucial role in assisting the City with achieving compliance with its Source Reduction and Recycling Element and Household Hazardous Waste Element as approved by CalRecycle under AB 939. The City desires to continue to protect the health and welfare of the public and its personnel through the proper management of household-generated hazardous waste, to prevent potential environmental degradation, conserve resources through recycling, and so that such materials will pose no danger in the event of a fire.
FISCAL IMPACT:
The program is funded entirely by using AB 939 monies collected through solid waste billing. The annual contract amount for the first year is $22,521.64 and will increase each year as follows:
Year 1: 3%
Year 2: 3.25%
Year 3: 3.5%
Year 4: 3.75%
