Mr. Domingo Gonzales
Engineering Services Administrator
City of Barstow
220 East Mountain View Street, Suite A
Barstow, CA 92311
SUBJECT: Change Order #9 for North 1st Avenue Bridge Over the BNSF Railroad Project Dear Domingo:
As discussed with the City of Barstow, this Change Order #9 was prepared to include the additional fee needed to cover services for Task 14: Design Support During Construction (DSDC) beyond the original contract amount. The original DSDC fee of $159,314.74 included only three subconsultants and did not provide sufficient funds for the entirety of construction. Change Order #9 fee includes all seven subconsultants and includes support hours consistent with typical projects of this size. The total fee for Change Order #9 is $156,000.00 and would increase the total contract by this amount.
Kleinfelder and subconsultants’ 10H and 10K Exhibits are attached and include new rates for Change Order #9.
The original DSDC fee of $159,314.74 will be billed using the billing rates under the existing contract. Once the original DSDC fee of $159,314.74 has been billed out in full, the $156,000.00 fee from Change Order #9 will then be available to bill against using the new billing rates based on the attached 10H and 10K forms.
Please review the attached Change Order #9, and if in agreement, sign and return a fully executed copy for our files.
Sincerely,
KLEINFELDER, INC.

This is not the only way to estimate salary increases. Other methods will be accepted if they clearly indicate the % increase, the # of years of the contract, and a breakdown of the labor to be performed each year.
An estimation that is based on direct labor multiplied by salary increase % multiplied by the # of years is not acceptable.
(i.e. $250,000 x 2% x 5 yrs = $25,000 is not an acceptable methodology) This assumes that one year will be worked at the rate on the cost proposal before salary increases are granted.
Calculations for anticipated salary escalation must be provided.

1. This is not the only way to estimate salary increases. Other methods will be accepted if they clearly indicate the % increase, the # of years of the contract, and a breakdown of the labor to be performed each year.
2. An estimation that is based on direct labor multiplied by salary increase % multiplied by the # of years is not acceptable. (i.e. $250,000 x 2% x 5 yrs = $25,000 is not an acceptable methodology)
3. This assumes that one year will be worked at the rate on the cost proposal before salary increases are granted.

NOTES:
4. Calculations for anticipated salary escalation must be provided.
