COUNCIL AGENDA ITEM
AGENDA MATTER:

APPROVAL TO ACCEPT SB 1383 LOCAL ASSISTANCE GRANT
EXECUTIVE SUMMARY:

The Department of Resources Recycling and Recovery (CalRecycle) is administering a one-time grant program meant to provide aid in the implementation of regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016, and SB 170 Budget Act of 2021. This non-competitive grant program will provide funding to local jurisdictions to assist with the implementation of regulatory requirements associated with SB 1383.

DISCUSSION:

In June 2021, the City of Barstow, along with many other cities throughout the State, submitted a budget request to the State Legislature, asking for assistance with SB 1383 program implementation costs.

In January 2022, CalRecycle announced the SB 1383 Local Assistance Grant (LAG) Program funding opportunity and staff submitted an application to receive its share of the monies.

A total of $57,000,000 is being provided for FY 2021-2022 to help cities throughout the state with SB 1383 requirements, including but not limited to:
 Collection
 Edible Food Recovery
 Education & Outreach
 Enforcement and Inspections
 Program Evaluation / Gap Analysis
 Procurement Requirements
 Record Keeping
The City of Barstow recently received notification of a grant award in the amount of $35,142.00 under the first-round funding, and may be eligible for an additional award during the second-round funding, which will be announced this fall.

Grant awards for first-round funding were based on jurisdiction population and whether the jurisdiction had the proper ordinance in place in addition to satisfactory application submittal. Should any jurisdictions not submit an application for the LAG, and not have an ordinance or enforceable mechanism in place by the second-round funding application deadline, then the remaining monies will be disbursed among the eligible jurisdictions such as the City of Barstow.

In order to begin incurring costs, the City Council will need to approve the acceptance of the grant terms and conditions, direct staff to appropriate the funds accordingly, and proceed with projects as approved Joint Special Council/BFPD
