INSTALLATION SUPPORT SERVICES - PROFESSIONAL SERVICES CONTRACT EXECUTIVE SUMMARY:
The City Council is asked to award a ten-year professional services contract to High Desert Support Services, LLC, of $2,756,909.57 for the services listed out in the Quality Assurance Surveillance Plan for Fort Irwin operation over the ten-year contract.
DISCUSSION:
City staff has worked closely with the Fort Irwin National Training Center to find opportunities to lower costs by utilizing an Inter-Governmental Support Agreement (IGSA). Over the past few years, the City has successfully implemented a few different ISGA’s with Fort Irwin as well as the Marine Corps Logistics Base Barstow to reduce governmental costs. Over the past few months, the City has engaged in several opportunities between Fort Irwin and the City of Barstow that we believe can obtain those goals. One of those activities would be Operation of the Central Mailroom for the Fort Irwin Installation. In addition, the City will be a pass-through for Fort Irwin’s expenses for the Central Mailroom with a 3% administration fee.
FISCAL IMPACT:
The Fort Irwin Pass-through expense will be charged to line item 100.320.210 in the amount of $2,756,909.57. The City of Barstow Processing Fee of 3% will be received into account number 100.819.788.927 in the amount of $82,707.29.
RECOMMENDED ACTION:
Staff recommends that the City Council:
1. Approve the scope and fee with High Desert Support Services, LLC, laid out in the bid documents for the bid amount of $2,756,909.57 (Over ten years) for the Installation Support Services.
2. Authorize the City Manager or designee the authority to sign the agreements between Fort Irwin and the City of Barstow and High Desert Support Services, LLC and the City of Barstow.
