APPROVAL OF AMENDMENT FOUR TO AMEND AND REINSTATE THE AGREEMENT FOR
ANIMAL CONTROL SERVICES WITH BARSTOW HUMANE SOCIETY
EXECUTIVE SUMMARY:
The City's existing contract with the Barstow Humane Society for animal control services expired on June 30, 2022. To continue providing the Barstow community with animal care, shelter and control services, Staff has prepared the attached proposed contract for Council review and consideration.
DISCUSSION:
The City's existing contract with the Barstow Humane Society for animal control services expired on June 30, 2022. Staff has prepared the attached Agreement for Animal Control Services with Barstow Humane Society for Council consideration and approval. The key provisions of the agreement are as follows:
Contract Term:
Five-year term (August 1, 2022 through June 30, 2027) with options to extend contract for an additional five years.
Contract Cost:
$261,477 per year (which includes a 5% COLA from the rate that has been in place since 2019).
Any future increases will only be instituted with City Council approval. Services Hours:
Tuesday - Friday, 10:00 a.m. to 5:00 p.m.
Saturday, 9:00 a.m. to 4:00 p.m.
Requests for service will be responded to 24 hours per day, seven days per week.
FISCAL IMPACT:
The amount of $253,861 is budgeted in FY 2022/23 General Fund Account No. 100.130.350.06.630. A 5% cost of living adjustment (COLA) to be added to the base compensation on August 1, 2022. Any other COLA for the remainder of the contract shall be added only upon the request of the Humane Society and City Council approval.
RECOMMENDED ACTION:
Approve the Agreement for Animal Control Services with Barstow Humane Society, and authorize the City Manager to execute the agreement.
