RESOLUTION NO. XXXX-2022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW,
CALIFORNIA TEMPORARILY CLOSING CERTAIN STREETS WITHIN THE CITY OF
BARSTOW IN ACCORDANCE WITH CALIFORNIA VEHICLE CODE SECTION 21101(E) FOR THE MAIN STREET USA CAR SHOW
WHEREAS, Section 21101(e) of the California Vehicle Code authorizes the City Council to adopt rules and regulations temporarily closing a portion of any street for celebrations, parades, local special events, and other purposes when, in the opinion of the local authority having jurisdiction, such closure is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closure; and WHEREAS, the City Council of the City of Barstow does hereby find that the temporary closure of certain streets within the City of Barstow for the proposed Main Street USA Car Show is in the community interest;
WHEREAS, the City Council of the City of Barstow, having considered all evidence, testimony, and related information presented in public at the regularly scheduled meeting of Monday, August 1, 2022, further finds:
A. That the Main Street USA Car Show appeals to a broad segment of residents of the City of Barstow and does not primarily appeal to the members of any limited or special interest group.
B. That the Main Street USA Car Show does not discriminate against any person or group because of race, creed, color, sex, age or national origin.
C. That the Main Street USA Car Show is not primarily of a religious or sectarian nature.
D. That participants in the Main Street USA Car Show represent a cross-section of the general population of the City of Barstow and of the greater Barstow area.
E. That no monies accruing to the Saturday Night Cruisers as a result of the Main Street USA Car Show will be used to defray general expenses of the Saturday Night Cruisers; nor will any benefit accrue to any individual, partnership or corporation associated with the Saturday Night Cruisers.
NOW THEREFORE, BE IT RESOLVED THAT:
1. The City Council of the City of Barstow hereby authorizes the closure of the following street within the City of Barstow on Saturday, October 8, 2022, commencing at 5:30 a.m. and ending at 3:00 p.m.:

Main Street between Barstow Road and First Avenue (barricades to be placed on the east side of First Street).
2. The City Council does hereby condition such closure upon placement of adequate barricades as approved by the City Manager at those locations designated by the Chief of Police of the City of Barstow or a designated representative thereof.
3. The City Council does hereby condition such closure upon the establishment of adequate detours by the Chief of Police to facilitate travel within the City.
4. The City Council does hereby authorize the Chief of Police to reopen such streets following completion of the Main Street USA Run on Main Street, but in no case later than 3:00 p.m.
