RESOLUTION NO. ____ - 2022 TEMPORARILY CLOSING CERTAIN STREETS WITHIN THE CITY OF BARSTOW IN ACCORDANCE WITH SECTION 21101(E) OF THE CALIFORNIA VEHICLE CODE FOR
THE MARDI GRAS PARADE
EXECUTIVE SUMMARY:
The annual Mardi Gras Parade is scheduled for Saturday, October 29, 2022. The Kiwanis Club of Barstow Crossroads is responsible for organizing the parade and is requesting to close certain streets within the City of Barstow as has been done in the past for conduct of the annual Mardi Gras Parade.
The costs of public works and police services are included in Fiscal Year 2022/2023 adopted budget.
DISCUSSION:
The Kiwanis Club of Barstow Crossroads is responsible for organizing the annual Mardi Gras Parade and is requesting closure of certain streets within the City of Barstow to conduct the parade, which is scheduled for Saturday, October 29, 2022. Kiwanis has also requested the use of the parking lot on the north side of E. Williams Street between Barstow Road and Second Avenue as a staging area for the parade.
The cost of providing the requested street closure services, including placement of the required barricades, use of City equipment and police security services, is approximately $20,700 and allocated as follows.
Public Works (labor) $11,000
Police Department (overtime) $7,200
Parks and Recreation $2,500
Total $20,700
Staff is requesting the City Council appropriate $20,700 for the annual costs of the City-supported event in the Measure Q adopted budget.
The Kiwanis Club of Barstow Crossroads will be providing proof of insurance for the parade.
FISCAL IMPACT:
Appropriate additional funds in the amount of $20,700 to this event in the Fiscal Year 2022/2023 Budget, Account No.102.150.542.07.755 (Measure Q).
RECOMMENDED ACTION:
Adopt Resolution No. ____-2022 (Temporarily Closing Certain Streets within the City of Barstow in Accordance with Section 21101(E) of the California Vehicle Code - Kiwanis Mardi Gras Parade), Regular Meeting
