COUNCIL RESOLUTION
AGENDA MATTER:

ADOPT RESOLUTION NO. ____-2022 OF THE CITY COUNCIL OF THE CITY OF BARSTOW

AMENDING THE CITY'S CONFLICT OF INTEREST CODE WHICH INCORPORATES BY REFERENCE

THE STANDARD CONFLICT OF INTEREST CODE PREPARED BY THE FAIR POLITICAL PRACTICES COMMISSION AND REPEALING RESOLUTION NO. 5004-2020 EXECUTIVE SUMMARY:

The Political Reform Act, Government Code Section 81000, et. seq., requires state and local government agencies to adopt and promulgate conflict of interest codes and to update the codes every two years.

The Barstow City Council is asked to review the attached code and proposed changes, and then determine if any further changes should be made or adopt the attached resolution as presented.

DISCUSSION:

The Political Reform Act requires every local government agency to review its Conflict of Interest Code biennially to determine if it is accurate and up-to-date and to amend the code as necessary. The last update was done in 2020. The 2022 update includes updates to positions based on the adopted FY 2022- 2023 Budget. Updates to the Conflict of Interest Code are noted in the attached red-lined version of the City's Code.

The resolution presented amends the current City’s Conflict of Interest Code, incorporating by reference the most recent Standard Conflict of Interest Code prepared by the Fair Political Practices Commission, reflects changes to Designated Positions and repeals Resolution No. 5004-2020.

FISCAL IMPACT:

None.

RECOMMENDED ACTION:

Adopt Resolution No. ____-2022 amending the Conflict of Interest Code for the City of Barstow and waive the full reading.
