Subject: Amending the Citywide Wastewater and Sewage Facilities Master Plan | RFP Number: ENG-211101
Dear Mr. Gonzales and Members of the Selection Committee:

The Citywide Wastewater and Sewage Facilities Master Plan Update project will provide the City of Barstow (City) with strategic guidance for reliable and cost-effective wastewater service through ultimate build-out conditions. As demonstrated in our proposal, Carollo brings the depth and breadth of experience that is a direct match to your project needs, with the following benefits to the City:
• Success delivered through proven project leadership. Our team has proven their ability to develop dozens of master plans that not only meet our clients’ needs, but develop creative, cost-effective solutions that address challenges similar to your own. Our principal-in-charge, Jeff Weishaar, is intimately familiar with the City’s wastewater treatment facilities, and our proposed project manager and project engineer, Ryan Orgill and Joaquin Ramirez, have completed recent master plans for similar agencies throughout California, including the City of Visalia, Porterville, Lemoore, and Chino Hills.
• Acceptance through collaboration. We understand how important close coordination with the planning department and the development community will be to developing realistic wastewater flow projections, user rates, and connection fees. Ultimately, acceptance by community stakeholders will be a metric for success and a driver for easy project implementation. Carollo’s experience developing master plans that achieve acceptance sets us apart from our competitors. • Implementable, realistic solutions. We pride ourselves on developing realistic solutions that help you move forward to the next phase of the project or program recommendation. Whether it’s the assumptions that feed into growth projections, or the electronic capital improvement plan (CIP) tools that allow your plan to change and adjust over time, Carollo’s plan will help you move forward quickly and easily.

Our team is available and fully committed to delivering a master plan update that meets your current and future goals. In addition, we have reviewed the City’s Professional Services Agreement and have provided suggested changes in the Appendix. We are excited for the opportunity to continue our partnership with the City and look forward to discussing our proposal with you. Statement of Understanding
of the Project
The goal of theWastewater and Sewage Facilities Master Plan Update (WSFMP) is to update the recommendations of the
previous master plan and to provide an updated and prioritized CIP. THE CITY OF BARSTOW // CITYWIDE WASTEWATER AND SEWAGE FACILITIES MASTER PLAN CAROLLO // PROPOSAL // APRIL 2022
\\Io-bd-1\bd-data\Marketing\Pursuits\Client20(OCO)\Barstow\CitywideWW,Water&SewerFacilitiesMP\Prop0422\Indd\2-Statement of Understanding of the Project 1 STATEMENT OF UNDERSTANDING OF THE PROJECT
The City has requested proposals to update
your previous wastewater master plan.The
City has a strong growth potential, and has
received numerous development inquires in
recent years. The goal of theWSFMP is to
update the recommendations of the previous
master plan to include revised growth
assumptions within the planning area, and
to provide an updated and prioritized CIP to
provide reliable, cost-effective services for
existing and future customers.

In addition, the City would like to provide
integration with their hydraulic model and
geographic information systems (GIS), and
to conduct a planning level evaluation of the
wastewater treatment facilities, water reuse
potential, and funding options.

Development of thisWSFMP will require
addressing the following key challenges:
ƒ Coordination with the City’s planning
department and the development
community to develop realistic
growth assumptions.
ƒ Development of a prioritized CIP that is
flexible enough to accommodate future
changes in growth assumptions.

The challenge agencies encounter is how
to adapt their CIP to changes in growth
assumptions/timing. Change in the future is
a certainty, and that change will affect future
funding decisions.

Developing a master plan that provides the
ability to be nimble and respond to changes in
the timing and size of development projects is
key to project success. We will develop a new
CIP planning tool that is a complete summary
of your CIP projects. The projects are each detailed in separate worksheets, complete with a project summary, cost, and the growth triggers for the project. The project summary sheets are linked to an integrated CIP master summary table.

Our tool will update the timing of improvements/costs through a simple adjustment of the target completion date. All of these changes are seamlessly updated in the CIP summary table.

The City’s General Plan identifies likely areas for future development. A key to the success of this project is close consultation with the City’s planning department to understand the latest information on likely development patterns within the City.

Trigger plots will help “right size” your CIP
refining project definition and schedule to
adapt to changing conditions.

RELEVANT EXPERIENCE

CITYWIDE WASTEWATER MASTER PLAN UPDATE
City of Chino Hills, California
The Carollo team was selected to prepare and deliver a sustainable and affordable update to the City of Chino Hills’ (Chino Hills) Citywide Wastewater Master Plan that establishes baseline system condition and hydraulic capacity, as well as establishes CIP needs, and meets the City’s requirements for operational reliability and future growth. As part of this ongoing effort, Carollo developed a new wastewater model using Chino Hills’ latest GIS, developed a flow monitoring plan with detailed maps, installed 13 flow meters at key locations, calibrated the model to provide an accurate representation of the current system, and performed quality assurance and quality control (QA/QC) at key milestones.

The flow factors will be updated as part of this effort and will consider the ongoing water master plan so that planning assumptions align between reports. In addition, Carollo completed CCTV on 20 miles of pipeline and performed condition assessments of the City’s sewer system to develop a comprehensive understanding of system condition and propose a rehabilitation approach to increase the useful life of the current assets.

WATER, SEWER, AND WASTEWATER TREATMENT PLANT

MASTER PLANS
City of Lemoore, CA
In 2017, the City of Lemoore worked with Carollo to
prepare a combined water distribution, wastewater
collection, and wastewater treatment master plan.

The City had never completed a master plan for this
infrastructure. The water distribution system consists of 115 miles of active water pipelines, ranging from 1 to 18 inches in diameter; 10 active wells; 5 tanks; and 4 pump stations. The wastewater collection system includes 82 miles of active gravity sewer lines, ranging from 6 to 21 inches in diameter; 17 lift stations; and associated force mains. The WWTP has a capacity of 2 mgd and consists of four ponds.

Carollo constructed a hydraulic model of the City’s wastewater collection system, which was calibrated against temporary flow monitoring data collected as part of the project. The findings of the collection system analysis were used to develop a set of recommended pipeline and lift stations upgrades and a staged capital improvement program for the City’s collection system.

KING CITY WASTEWATER FACILITIES PLAN AND

COLLECTION SYSTEM MASTER PLAN
City of King City, CA
In 2016, to determine the overall impact on future sewer rate increases, the City of King City retained Carollo to complete an evaluation of its collection system and wastewater
treatment facilities. Faced with mounting maintenance
requirements for the domestic pond-based system, potential for future regulations, difficulty meeting existing treatment requirements, and the desire to produce recycled water, the City decided it was time to upgrade its existing system to a modern, tertiary treatment facility.

Carollo developed a collection system hydraulic model for the City’s collection system, which was calibrated to dry and wet weather flow monitoring data collected as part of the project. The Wastewater Facilities Plan and Collection System Master Plan resulted in a capital improvement program that was used as the basis for a rate study. The resulting rate increases will fund the first phase of treatment plant improvements and the various collection system improvements.
