COUNCIL AGENDA ITEM
AGENDA MATTER:
ALLOCATE MEASURE Q FUNDS FOR THE PURCHASE OF EQUIPMENT AND MATERIALS EXECUTIVE SUMMARY:
At the August 3, 2022, Street Committee Meeting, there was a request by two Council Members to bring necessary equipment into our fleet to perform routine maintenance to the City’s roads in order to extend their useful life. The Street Committee agreed that measures should be taken now to preserve as much of the City’s infrastructure until additional funding can be appropriated. Staff will reallocate existing funding to purchase a mastic machine and materials to address some of the public’s concerns in areas where the crack sealer is not appropriate.
DISCUSSION:
Staff is asking for an allocation to purchase a mastic machine to add to the City’s equipment arsenal to address, maintain, and maximize the City’s return on the infrastructure investment. While the City utilizes a crack sealer to fill in and prevent water from infiltrating the asphalt, there are limitations to this equipment such as longitudinal, transverse, and block cracking. A mastic machine will allow staff to address these areas and maximize the City’s return on investment.
The mastic machine requires the same amount of personnel as a crack sealer, but can be used in a wider range of road conditions such as potholes, wide cracks or crack sealing, utility cuts, asphalt/concrete seam repair, skin patches, alligator crack repair, manhole/drain/culvert repairs, repair depressions, ruts and low pavement, level bridges approaches, bridge deck/joint repairs, and parking lot repairs. These are all areas of major concern. As the funding for street projects over the past few years has declined, it is important to increase our internal asphalt preservation practices.
FISCAL IMPACT:
Using existing funding from Measure Q, Streets, Technical Supplies account in the amount of $90,160.26 to purchase a mastic machine and additional materials to address some of the road conditions that a crack sealer is not the correct piece of equipment for the City’s road condition. A proposed budget amendment recommended to allocate the equipment costs to a 400 account is needed.
RECOMMENDED ACTION:
1. Approve Budget Amendment Number 090222 in the amount of $90,160.26, from Streets Measure Q funds, to the appropriate 400 account.
2. Authorize the City Manager or designee the authority to purchase mastic machine and mastic materials from SealMaster for an amount of $90,160.26.
