APPROVAL TO INCREASE POND PUMPING SYSTEM PROJECT BUDGET AND AWARD TO RE
CHAFFEE CONSTRUCTION
EXECUTIVE SUMMARY:
On September 7, 2022, the City staff solicited bids for the Wastewater Treatment Plant Pond Pumping System Project. The project plans and specifications were distributed utilizing an intensive formal bidding process and a total of five (5) bids were received by the September 28th deadline. After reviewing those five bids, the lowest responsive and responsible bid amount was supplied by RE Chaffee Construction, in the amount of $407,410.00 for the east section only.
DISCUSSION:
Prior to beginning the bid process, staff prepared a formal bid package that included plans and specifications for the overall project. The initial Wastewater Staff Estimate for the cost of the project was $250,000.00. However, during the design process, the engineer’s estimate came in at $547,860.00 after the FY 23 budget was submitted. Unfortunately, the entire project including both West and East pumping systems came in at 777,070.00 from the lowest bidder. Looking at the Enterprise’s financials and the operational needs it was decided to proceed with only the East pumping system.

FISCAL IMPACT:
Funding to pay for the installation of the Pond Pumping System Project was included in the approved Fiscal Year 2022/2023 Utility Improvements, Irrigation Station, account 400.803.321.23.605. During the bid opening on 9/28/2022, the lowest bidder RE Chaffee Construction came in at $407,410.00 RECOMMENDED ACTION:
Staff recommends that the City Council:
1. Appropriate an additional $200,000.00 to Capital Project Account Number 400.803.321.23.605 Regular Meeting

2. Approve the lowest bidder RE Chaffee Construction in the amount of $407,410.00 for the Wastewater Treatment Plant East Pond Pumping System Project and reject all other bids.
3. Give the City Manager or designee the authority to sign an agreement.
