COUNCIL AGENDA ITEM
AGENDA MATTER:

APPROVAL OF COMMUNITY SERVICES DEPARTMENT POSITIONS
EXECUTIVE SUMMARY:

Due to recent retirements and personnel turnover in the Community Services Department, staff is recommending a reorganization of the department to include downgrading one position and adding additional positions.

DISCUSSION:

The City of Barstow’s Public Works Department has experienced a significant amount of personnel turnover during the past quarter. This has forced staff to reevaluate past practices, current operations, workloads, and the best path moving forward. After reviewing current retirements and staffing levels, staff is recommending the following:

Conduct an internal recruitment for a Field Services Supervisor. Approximately, one year ago, there were two Field Services Supervisors in the Streets Division, however, with the retirement of one supervisor and the promotion of another, the position has remained vacant. Staff decided not to fill the position immediately to ensure that proper training, coaching, and mentorship were conducted to prepare lowerlevel staff for success.

Downgrade and fill the Facilities Supervisor position that currently oversees building and parks and open space maintenance to the Facility Maintenance Supervisor position overseeing building maintenance only. The proposed position downgrade is due to the extremely broad knowledge requirement the City has for a working field supervisor. Having a full understanding of cooling towers, HVAC, and electrical systems (building) as well as growing seasons, pruning requirements, and irrigation (open spaces) is extremely difficult, and sets the division up for failure.

Conduct an internal recruitment for a Parks and Open Space Supervisor. As mentioned with the Facility Maintenance Supervisor position, it is important to have a skilled and knowledgeable working supervisor to train, mentor, support, and lead their sections for the greatest level of accomplishments.

With the recent retirement of the Administrative Assistant, staff is proposing one additional Public Services Assistant in the Open Spaces Division where there is the greatest need. Additionally, staffing of working field supervisor positions within the Public Works Department will provide more efficiency and opportunities for success.

FISCAL IMPACT:

Adding the additional Community Services Department positions will cost the City approximately $9,859.20 in salaries and benefits.

RECOMMENDED ACTION:

Staff is recommending that City Council:
