AWARD CONSULTANT CONTRACT TO DEVELOP THE CITY'S LOCAL ROADS AND SAFETY
PROGRAM
EXECUTIVE SUMMARY:
Staff is requesting approval to award a contract to KOA Corporation to develop the City's Local Road and Safety Program.
DISCUSSION:
On February 1, 2021, City Council authorized the City Manager to accept a Local Road and Safety Program Grant from the State of California.
A Local Road and Safety Plan (LRSP) provides local and rural agencies the opportunity to address unique safety needs in their jurisdictions while contributing to the success of the efforts to reduce traffic accidents fatalities and serious injuries on all public roads. Additionally, grant opportunities such as Highway Safety Improvement Programs (HSIP) and Vision Zero Actions Plans will require a local agencies to have a LRSP in order to apply for the grants.
Recently, staff solicited Request for Proposals (RFP) and received four proposals. Following procurement protocol, the selection committee evaluated the proposals and conducted interviews with the top three candidates. The selection committee determined that KOA Corporation provided and demonstrated competence, professional qualifications, and the ability to respond and provide services to the City of Barstow in the soundest manner.
KOA Corporation submitted a cost proposal of $79,824.58. The City was award an LRSP Grant for $80,000 where the State funds $72,000 and the City's local match is $8,000.
FISCAL IMPACT:
Allow expenditures from Account Number: 217.217,217.07.745 in the amount of $72,000 and from account 235.235.235.07.745 in the amount of $8,000.
RECOMMENDED ACTION:
Staff recommends the City Council take the following actions:
1. Approve a contract with KOA corporation for $79,824.58 and reject all other proposals upon the satisfactory submissions of the required contract, insurance certificates and required documentation.
2. Authorize the City Manager or designated representative to sign the contract.
