SECTION 2 | B. CONSULTANT OVERVIEW AND GENERAL QUALIFICATIONS • KOA's well-established stakeholder engagement program (which is a key component of the LRSP program compared with previous SSAR programs) includes our virtual and/or in-person outreach with law enforcement, safety officials, school districts, transit service providers, and local community and advocacy groups. • Grant writing and management expertise, evidenced by KOA's success in recently winning over $58 million in grants for local transportation infrastructure projects in San Bernardino and Los Angeles Counties.

UNDERSTANDING AND ABILITY TO ACCOMPLISH THE CITY'S PRIMARY OBJECTIVES The success of this project will hinge upon applying Caltrans' LRSP requirements and our LRSP program experience to the unique conditions and setting within the City of Barstow. Attention to the local context matters. One of KOA's greatest discriminating factors is our desire to understand the project issues at the proposal level, so that we can provide the most appropriate personnel and level of effort to focus on what areas really matter to the City once the project starts. For this specific proposal, our early effort has included:

1. A preliminary analysis of the City's currently available SWITRS collision data (2017 through 2021) to identify critical "hot spots" across the city-wide network; that is, intersections, roadways, and data trends that point to critical areas of focus where the City has experienced a higher-than-expected level of injurious and fatal traffic collisions in the last five years

2. KOA's well-established stakeholder engagement program, which is a key component of the LRSP program compared with Caltrans' previous SSAR program

3. A discussion on our approach to implement the City's LRSP as a "living document", so that it can evolve with local plans, projects, goals, programs and policies, while simultaneously offering the most competitive projects that can obtain grant financing outside of local funds
In addition, KOA has assisted many other municipalities in successfully securing federal and state funding for their safety projects, including the Highway Safety Improvement Program (HSIP), so we know how to develop, evaluate, score, and rank grant application packages so they get funded. Based on the 2021 ATP Project List and Final Scores published by the CTC (California Transportation Commission), KOA has helped numerous agencies win a huge amount of project grants at the state level. Below is the list of winning grants with KOA's grant application services for Cycle 5:
• LADOT - $24M grant including its first ever Quick Build • Cathedral City - $5.5M (recommended for MPO level)
• City of Ontario - $4.9M citywide traffic safety improvements and ATP infrastructure • City of Bell Gardens - $7M based on the KOA-led Complete Streets Plan • City of Long Beach - $17M for downtown safety improvements projects with design concepts and cost estimates prepared by KOA

APPROACH AND METHODS FOR MANAGING THE PROJECT
Our Deputy Project Manager, Mr. Frank Barrera, RSP1, will closely manage the three aspects of the project: schedule, budget, and scope. He will proactively communicate with the City's Project Manager through phone calls and emails to provide project progress updates. He will ensure all work elements underway are consistent with what the City is expecting in terms of work products, technical reports, and collateral materials.

SECTION 4 | D. APPROACH AND METHODOLOGY

PROJECT UNDERSTANDING

BARSTOW'S LOCAL ROADWAY SAFETY PLAN
The City of Barstow is joining the growing movement of local agencies across California improving local road safety conditions by developing a Caltrans-funded, Local Roadway Safety Plan (LRSP) for their city. The LRSP is Caltrans' latest approved "safety plan", funded by the federal Highway Safety Improvement Program, that guides municipalities to identify, analyze and develop solutions for safety issues occurring on their local streets and intersections. The LRSP shares a similar framework to, and aspects of, Caltrans' Statewide Strategic Highway Safety Plan (SHSP) and the Systemic Safety Analysis Report Program, which focus on the four "Es" of transportation safety: engineering, enforcement, education, and emergency medical services. The main difference with the LRSP is that it focuses solely on locally-owned and/or maintained roadways. These roadways require considerations beyond engineering solutions, such as local stakeholder collaboration, and the incorporation of non-engineering/enforcement/education strategies in the Plan.

This LRSP will enable the City of Barstow to identify and document the unique factors that are contributing to traffic safety and collision problems on city streets and intersections. The result of the RSP process is a comprehensive, stakeholder-supported, data-driven safety plan, along with a list of prioritized capital improvements and actions to help the City plan, fund and implement safety projects. The RSP ultimately offers a systematic and proactive means of addressing local roadway safety issues. It also provides the City an opportunity to listen to stakeholders and demonstrate its responsiveness to recurring collision patterns and trends.

The City of Barstow is seeking a professional traffic engineering firm to lead this project and to develop and prepare an LRSP that will help reduce fatalities and serious injuries on public roads, while also reflecting the changing needs, priorities, local protocols, and goals of the community at-large. KOA will collaborate with the City and key stakeholders to develop an LRSP that provides a full-range strategy that addresses the identified traffic collisions and safety issues. The overall process will include:
• Obtaining public feedback and input, particularly from the City's emergency safety services • Identifying "priority areas" to establish Plan goals and strategies • Developing innovative, effective, systemic and spot-location safety countermeasures based on industry standard practice and the "4 Es" of highway safety
• Building an implementation plan that prioritizes infrastructure projects to achieve maximum benefit-to-cost • Delivering the Plan as a "living document" that can be continually leveraged into competitive grant application opportunities for future funding of safety projects

CITY OF BARS
California's Office of Traffic Safety (OTS) ranks Barstow against 103 other similar-sized cities in the State. As shown in Figure 1 below, compared to these peer cities (based on OTS' latest statistics update in 2019), Barstow overall has an average ranking. OTS' composite ranking for the City is 45 out of 103, meaning that traffic safety in Barstow ranks better than only 44 other comparable cities of the 103 cities (number 1 being the highest or worst and number 103 being the lowest or best). The City ranks only better than one of its peer cities in crashes involving pedestrians 15 years of age and under, only better than two of its peer cities in crashes involving pedestrians of all ages, and only better than six of its peer cities in crashes involving bicyclists 15 years of age and under in 2019. Barstow is ranked better than 44 other peer cities for total fatal and injury crashes. The City ranks 22nd in hit and run crashes and 28th in nighttime (9:00pm -2:59pm) crashes. This shows that there are areas of improvement to explore, to enhance traffic safety for pedestrians, bicyclists, and all users during the nighttime hours.

Figure 1 - California OTS Rankings for Barstow (Latest, 2019) In order to gain a baseline understanding of historical traffic safety issues in the City of Barstow, we obtained from California's Statewide Integrated Traffic Records System (SWITRS) collision database and have summarized the data we evaluated in the tables below. There were approximately 1,123 collisions with a five-year period from 2017 through 2021, with more than 117 of these collisions reported as injury-related and 18 as fatal.

Our initial observations of the collision data are as follows:
• A relatively high incidence of fatal and severe collisions: 18 fatal collisions and 45 severe injury collisions account for nearly 5.6% of all injury-related collisions in the City.

Approximately 96 pedestrian- and bicycle-related collisions, of which 33% resulted in a severe injury or fatality. • The five most common collision types in Barstow are broadside (25%), hit object (19%), rear-end (19%), sideswipe (14%), and head-on (10%).
• The top five primary collision factors include unsafe speed (28.2%), improper turning (19.5%), automobile ROW (14.8%), traffic signals and signs (8.3%), and driving or bicycling under the influence (7.0%). • Of the fatal and severe injury collisions, pedestrian violation (31%), unsafe speed (26%), and automobile ROW (13%) were the top three primary collision factors.

Approximately 85% of the total collisions occurred at intersections, while the remaining 15% occurred at mid-block locations.

PROJECT APPROACH
The LRSP creates an opportunity to identify infrastructure deficiencies, prioritize improvements, and obtain future grant funding to address the safety needs for local residents and businesses in the City of Barstow. The purpose of this project is to assist the City in preparing an LRSP to identify and prioritize future safety projects that will be competitive when submitted for funding considerations through various state and federal programs.

LRSP DEVELOPMENT
An LRSP systematically identifies and analyzes safety problems and recommends safety improvements. Preparing an LRSP facilitates collaboration and the development of partnerships with local agencies and other stakeholders. Results of an LRSP are summarized with a prioritized list of improvements and actions. The LRSP offers a proactive approach to addressing safety needs by demonstrating agency responsiveness to safety challenges.

The engineering solutions of an RSP are similar to those of an SSAR; they are based on a systemic analysis of high- risk roadway characteristics, rather than on reacting after the fact with improvements located only at high-crash concentration locations. The procedure KOA plans to use to complete the LRSP is demonstrated in Figure 4. KOA will identify prominent collision patterns and emphasis areas for safety issues based on the collected and analyzed traffic collision data. KOA will conduct an in-depth analysis of the Statewide Integrated Traffic Records System (SWITRS) data for the past five years and identify prominent collision patterns. KOA will also identify typical intersections and roadway segments reflecting prominent collision patterns. We will conduct a field investigation to check for safety issues. For each safety emphasis area, our team will develop engineering countermeasures listed in Caltrans' Local Roadway Safety Manual (LRSM) accordingly and identify strategies for non-engineering Es, including education, enforcement, emergency response services, and emerging technologies. KOA will coordinate with City staff to develop a list of prioritized safety projects and recommend competitive projects for future Highway Safety Improvement Program (HSIP) cycles and other grant funding opportunities.

The LRSP (a living document) will be developed to align with the California Highway Safety Plan and the Federal Highway Safety Plan, reflect the priorities and concerns of Barstow stakeholders and residents, and include analytics, potential countermeasures, and the most recent data available.

SECTION 4 | D. APPROACH AND METHODOLOGY

ENGINEERING SOLUTIONS
The engineering solutions of an LRSP are based on a systemic analysis of high-risk roadway characteristics, rather than on reacting after the fact with improvements located only at high-crash concentration locations. KOA will start with proposing countermeasures for locations with high collision frequency in the past, then identify locations that share similar risky roadway characteristics that haven't experienced a high collision history.

The cost estimation of the proposed countermeasures will be prepared for the selected projects. KOA will prioritize each project based on collision data analyses and other considerations. Based on the prioritization analysis results, KOA will provide conceptual engineering plans for the top-ranking projects that will allow the City to pursue grant funding for future design and implementation.

NON-ENGINEERING SOLUTIONS
The LRSP will look into non-engineering measures - education, enforcement, emergency response services, and emerging technologies. KOA will utilize the California OTS' ranking, along with SWITRS data, to identify education and enforcement target groups.

PROJECT MANAGEMENT AND QUALITY CONTROL
We expect that the majority of the project management will be accomplished through monthly meetings with the City, emails, and other correspondence. KOA will be responsible for coordinating with our task leaders and support staff while providing assurance that all tasks are being completed on time and as expected. KOA personnel assigned to this project will be located in our Orange and Monterey Park offices. Quality control will be consistently and thoroughly applied throughout the project development. We will do this by placing a priority on deliverables, which will be organized, thorough, and streamlined to maximize efficiency. The QA/QC manager, who will administer the quality control and quality assurance, will conduct the appropriate level of oversight and will demonstrate a concerted commitment to providing a high-quality product. The method will also be applied to invoice processing and related project documentation forms required by the City and/or Caltrans.

OTHER IMPORTANT CONSIDERATIONS
KOA's process for developing LRSPs follows federal and state guidelines, which allows for flexibility. We will work with Barstow's Public Works and Engineering team to ensure that the LRSP is developed as a "living document" that will be continually reviewed and updated to reflect changing local needs and priorities. Since the proposed recommendations will ultimately be utilized to apply for the subsequent HSIP Cycles, it is highly probable that one or more of the suggested projects, especially if low-cost and/or "high priority", is funded and built before the next call for projects.

Therefore, the City will need to be able to collaborate between departments to identify how and when each approved improvement project will be constructed. KOA will therefore work with the City of Barstow to develop the LRSP with mechanisms to allow for continual modifications and updates as necessary, to evaluate the success of the plan over time, plan project implementations, and determine when such updates are needed. To this end, we will ensure that:

1. The goals set forth in the LRSP are evaluated periodically to measure its success

2. Proper revisions are considered and planned at regular intervals, even beyond the next HSIP Cycle (e.g. annually, every 2 years, etc.)

3. We consider a possible committee or ad-hoc group (composed of City staff) be formed to meet periodically to:
a. Oversee the implementation of the LRSP
b. Hold all stakeholders and departments accountable for progress on the plan's goals c. Identify further involvement from safety partners from entities outside the City PROPOSAL FOR LOCAL ROADWAY SAFETY PLAN (LRSP 17

CITY OF BARSTOW
KRA
SECTION 4 | D. APPROACH AND METHODOLOGY
An important consideration in developing the LRSP is that of liability. While our goals are to align with the City's vision to reduce - if not eliminate - traffic collisions at the identified "hot spots" and similar locations on city roadways, it is imperative that we are full liability-conscious when it comes to putting in formal writing how the City wishes to implement the plan over time. Many firms will propose LRSP plans that "prioritize" or "rank" projects, with guarantees to roll out certain improvements in a specific order. However, we are cognizant to the fact that over time, priorities can change, funding availability fluctuates, and political agendas shift in different directions. If a transportation improvement project aimed at mitigating a "high risk" location, ranked above a location identified as a "lesser risk", is not implemented in the order shown in the LRSP (a public document), it exposes the City to certain potential liabilities.

Therefore, we will develop our LRSP for Barstow with more general time frames and priorities, and focus more on demonstrating that the proposed measures are directed at improving safety. After the first draft of the LRSP, we propose to meet with City staff and the City Attorney to review the exact language in the LRSP, to protect the City from liability risk down the line.

The LRSP will include all of the required content listed in the RFP. KOA is prepared to assist the City of Barstow in developing the LRSP to the full extent expected by the City. The LRSP will serve as a living document and identify projects for future HSIP and other grant funding opportunities.

WORK PLAN
TASK 1: PROJECT MANAGEMENT AND MEETINGS

PROJECT M
Mr. Walter Okitsu, PE, PTOE, PTP, RSP2I, our proposed Project Manager, will ensure that project costs are effectively controlled with a thorough review of the schedule at the start of the project. He will closely manage the staff hours allocated to each task. He will also oversee the day-to-day operations of the project and will communicate frequently with the City throughout the project. He will be supported by Mr. Frank Barrera, RSP1, our proposed Deputy Project

QUALITY CONTROL PLAN
Without question, any client expects their consultants to prepare and deliver high quality work projects; we know that the City of Barstow will expect no less. We are committed to generating quality work products and strive for producing error- free reports and plans. Mr. Shirjeel Muhammad, PE, is designated as the Quality Assurance/Quality Control Manager for this contract. Our quality assurance/quality control (QA/QC) program generally involves having reports and plans go through a minimum two-stage internal review process before allowing deliverables to be submitted to an agency for review and approval. The first stage of internal review involves a peer review by an experienced planner or design engineer, dependent on the type of deliverable to be submitted. The second stage of internal review involves another round of reviews by one or more senior-level planner or registered engineer, again depending on the type of deliverable.

This approach has led to a high level of quality in our reports and engineering plans. We know our firm has established a strong reputation with a number of agencies for producing high-quality work products. The fact that KOA has not encountered any significant legal challenge on our study reports and design plans in the past 34 years is a testimony on the success of our QA/QC process.

BUDGET MANAGEMENT
Understanding and meeting the required project schedule and budget limitation are key elements for successful project delivery. Therefore, our management plan includes the close tracking of the project schedule by the project manager.

With respect to controlling project costs, having up-to-date project expenditure information is essential. Our accounting system allows for the tracking of overall project and task expenditures. It is accessible from the computer desktops of principals and project managers. Through regular tracking of the project's financial progress, warning flags that tasks are PROPOSAL FOR LOCAL ROADWAY SAFETY PLAN IRSP 18

PROJECT SCHEDULE & MONTHLY PROGRESS MEETINGS
KOA will establish a project schedule that will include all tasks addressed in the scope of work and identify submittal milestones and City review periods. We will present the project schedule at the kickoff meeting for review and refinement with City staff.

KOA will schedule and conduct progress meetings to discuss the project progress with the City team and review coming action items. KOA's project manager will prepare and distribute the meeting agenda and meeting minut or each progress meeting. The project schedule will be included in the meeting minutes. Any updates to the proie schedule will be addressed at each progress report delivery.

Monthly progress reports will be included with each monthly invoice and will provide a list of project-specific activities indicating the status of each task. The progress reports will also provide a list of action items to be completed. The KOA team will continuously track and monitor all state and federal grant-reporting requirements and make the appropriate modifications to the Plan as it is developed
Task 1 Deliverables
• Project kickoff meeting (1)
• Refined scope of work and schedule
• Meeting agendas and meeting minutes
• Monthly progress reports and invoices
TASK 2: DOCUMENT REVIEW AND INFORMATION COLLECTION
TASK 2 DOCUT MENT REVIEV AND INFORMAT
KOA will review the existing related documents, such as the latest General Plan, City of Barstow's planning documents, policies, programs, various local, state, and federal documents, data, guidelines, procedures, and standards related to the LRSP development. KOA will identify opportunity areas for developing safety improvements addressing any of the four Es of traffic safety (Engineering, Enforcement, Education, and Emergency Services), and coordinate with City staff to understand the priorities and funding availability of planned projects, which will help our team to prioritize safety countermeasures/projects.

Task 2 Deliverables
• Understanding of Standards and Guidelines technical memorandum • Project Methodology Structure technical memorandum
TASK 3: DATA COLLECTION
ASKI
KOA will gather and geocode the most recent and available five years of Statewide Integrated Traffic Records System (SWITRS) and Transportation Injury Mapping Systems (TIMS) collision data. KOA will coordinate with the City's Engineering staff to obtain additional collision data (e.g., Crossroads), if needed and available, for a comprehensive review and analysis. KOA may request citation data from the Barstow Police Department for further review during the countermeasure development. KOA will coordinate with the City's Engineering staff to obtain available documents and data such as traffic volumes, speed surveys, roadway classifications, and other relevant data for consideration when identifying countermeasures for appropriate application at identified locations within the City.

PROPOSAL FOR LOCAL ROADWAY SAFETY PLAN (RSP) 19

CITY OF BARSTOW
KRA
SECTION 4 | D. APPROACH AND METHODOLOGY
KOA will conduct a field review to further expand our understanding of the City's roadway network and collect various roadway characteristics of the high collision areas. Field review is essential for correctly interpreting the observed crash patterns. KOA will examine the characteristics that could be responsible for collisions at high-risk roadway segments and intersections. KOA will coordinate with the City to obtain available data necessary to determine priorities and identify appropriate countermeasures. As needed, KOA will collect new traffic count data, if not already available, for the study locations identified through the collision analysis process for further evaluations such as signal warrant analyses.

GET
Our team will coordinate with City staff to identify stakeholders who can provide input to the project. Anticipated stakeholders for the LRSP project include the City's Engineering staff, Barstow Police, transit operators, local school districts), and local public and safety advocacy groups. We will work with the City to identify the contact person of each party. KOA will organize and conduct three public engagement meeting to obtain input and feedback throughout the development of the LRSP.

The public engagement meetings will be held virtually to provide flexibility to all stakeholders and encourage participation. KOA will organize the meetings and lead discussions among participants. We will document the public engagement meetings by preparing meeting minutes and summarizing the meeting efforts in the LRSP.

Task 3 Deliverables
• ArcGIS shapefiles of mapped collision data obtain from the five-year SWITRS data • Microsoft Excel database of SWITRS collision data
• Three (3) public engagement meetings
TASK 4: COLLISION AND ROADWAY ANALYSIS
KOA will conduct an in-depth analysis of the SWITRS and TIMS data for the most current five years. SWITRS includes collisions of all severity levels, including property damage only collisions. Through the collision data analysis, KOA will identify prominent collision patterns, which will include a combination of collision type, location type (signals vs. mid- block), primary collision factors (PCFs), involved parties, movements preceding the collisions, lighting conditions, and others. KOA will also identify trends related to shifts in crash type and contributing factors.

KOA will rank the intersections and roadway segments within the City by collision frequency and equivalent property damage only (EPDO) scores, which generally reflect an order of magnitude difference between the societal costs of fatal and severe injury crashes versus non-severe injury crashes. This practice helps our team identify prioritized locations for field review. The goal is to identify high crash concentration locations and similar intersections that may not have the same crash history but share similar risk factors.

KOA will develop collision severity and location of collision maps and illustrations to support the collision analysis summary. The GIS-based maps will be incorporated into the LRSP to support the narratives and any summary tables provided
ASK 2:

KOA will identify top transportation safety emphasis areas, through stakeholder engagement, collision data analysis, and field reviews. As shown in Figure 5, transportation safety includes three aspects: risky behaviors, vulnerable users, and infrastructure. KOA will summarize the main safety emphasis areas within the City of Barstow in the collision data analysis section of the LRSP.

Mr. Walter Okitsu, PE, PTOE, PTP, RSP2I, has been designated as the Safety Evaluation and Countermeasure Development task lead for this project. He will lead the KOA team in developing both engineering and non-engineering countermeasures strategies to address the identified collision patterns and safety emphasis areas based on collision data analysis and stakeholder input. The countermeasures will be selected and refined based on feedback from the project team, City staff, and key stakeholders.

TASK 5.1: SELECT ENGINEERING COUNTERMEASURES
Based on the collision analysis and roadway field investigation, KOA will identify top risks and contributing factors to the prominent collision patterns in Barstow. KOA will follow the guidance in Section 4 of the Local Roadway Safety Manual (LRSM) to identify countermeasures for addressing safety issues. KOA may also use other sources such as Federal Highway Administration (FHA) Proven Countermeasures, American Association of State Highway Transportation Officials (AASHTO) Highway Safety Manual, Crash Modification Factor (CMF) Clearinghouse, and various reports published by the National Cooperative Highway Research Program (NCHRP).

As we complete this step, KOA will focus on finding the ideal balance between collision analyses on a systemic basis and addressing high crash concentration locations. The safety countermeasures will incorporate continual feedback from City staff and key stakeholders and reflect patterns of existing facilities in the study area. The countermeasures will be categorized by facility type:

SECTION 4 | D. APPROACH AND METHODOLOGY
KOA will develop a safety mitigation toolbox of prioritized countermeasures to address the emphasis areas. The prioritized matrix will be used for the development of safety projects to address selected high crash locations and identify programmatic approaches for the implementation of safety mitigations citywide. The prioritization of countermeasures will consider factors such as the CMF applicability, EDPO values by collision severity, applicability to multiple locations, implementation costs, right-of-way requirements, and other factors.

ON-ENGINEERING PROGRAMS
Improving transportation safety in a city involves more than just "engineering". We will propose programs related to other transportation Es including education, enforcement, emergency response services, and emerging technologies to address transportation safety issues that cannot be resolved by engineering solutions alone. For each identified safety emphasis area, our team will develop and/or build upon strategies for policies, programs, campaigns, and other action items based on the non-engineering Es. We will also provide a matrix to summarize the funding sources for implementing the proposed safety campaigns and programs.

KOA will also note emerging technologies, including Intelligent Transportation Systems (ITS), advanced dilemma zone detection, data collection innovations, and other emerging technologies that can improve safety within the City.

Task 5 Deliverables
• Safety mitigation toolbox
• Draft engineering safety solutions technical memorandum TASK 6: DEVELOP SAFETY PROJECTS AND CONCEPTS
ECTS
KOA will develop a list of safety projects and their scopes based on the findings and feedback from all tasks leading up to this point and using the prioritized list of countermeasures. The list will be compiled in an Excel table that includes the following information:

1. Project location and boundary

2. Applied safety countermeasures

3. Description of the proposed improvements

4. Estimated cost

5. Projected collision reduction benefits.

Feedback from the City on the preliminary safety project scopes will ensure that they reflect the City's fiscal constraints.

ATE BENE AND PROJECT
KOA will calculate the benefit/cost ratio (BCR) of these safety projects by completing a preliminary cost estimation and identifying collision reduction benefits of the projects. This methodology will reflect the same procedure as used by the HSIP grant to determine funding.

KOA will then create a project priority list for both engineering and non-engineering projects. KOA will prioritize the safety projects based on the following considerations:
• BCR (for engineering solutions only)
• Public acceptance and preference
• City's CIP and funding availability/restriction
• Funding availability for non-engineering programs and campaigns • Potential for grant award
• Other factors recommended by City Staff

SECTION 4 | D. APPROACH AND METHODOLOGY
KOA engineers will conduct a planning-level cost estimation for each safety project. Concept designs will be prepared for the selected priority projects that will take into consideration Complete Streets elements based on the countermeasures developed for each priority project.

TIFY FU
KOA will list sources of funding that could potentially fund the projects proposed in the LRSP. KOA has experience working on transportation grants, having prepared over 100, thus understands the various sources of funding available to cities and the projects most likely to be awarded for each. In particular, KOA will assess all projects for HSIP funding and Active Transportation Program (ATP) funding.

KOA engineers and planners have extensive experience with HSIP grant applications and have secured more than $14 million of HSIP Cycle 9 funding for the cities of Anaheim, Victorville, Desert Hot Springs, and Twentynine Palms. HSIP funding is primarily related to high BCR. KOA will help the City identify competitive safety projects from the LRSP with high BCRs, based on the following considerations:
• The minimum project cost and BCR requirements were $100,000 and 3.5, respectively, for HSIP Cycle 10.

Task 6 Deliverables
