COUNCIL AGENDA ITEM
AGENDA MATTER:
APPROVAL OF CODE COMPLIANCE OFFICER I POSITIONS AND ADMINISTRATIVE ANALYST
POSITION
EXECUTIVE SUMMARY:
The City Council adopted an Annual Rental Inspection Program and amended the related ordinance on July 18, 2022. The program has an implementation date for Multi-Family properties of January 1, 2023 and an implementation date of July 1, 2023 for Single Family / Duplex properties. The fees adopted by Council of $100 per APN, with a $10 per unit charge for any additional units on the APN should cover the cost of the inspection, administrative duties, paper, and postage for mail, finance support and I.T. support.
Additional staff will be required to conduct the annual inspections. Staff believes adding two (2) Code Compliance Officer I positions to the current Code Compliance Department will be sufficient to complete the annual inspections at this time. In addition, an Administrative Analyst will be required to process the paperwork, input data and schedule inspections. If the additional staff is not sufficient, staff will inform the City Manager and bring back to Council a request for additional staffing.
DISCUSSION:
FISCAL IMPACT:
The fiscal impact will be covered with fees generated by the Annual Rental Property Inspection Program.
The fees generated should cover all costs incurred by adding this ordinance. Staff is proposing the addition of Two (2) Code Compliance Officer I positions and one (1) Administrative Analyst position. The total cost for (2) Code Compliance I positions will be approximately $137,034.80 at their A step and $167,558.48 at their F step with benefits included. In addition, an Administrative Analyst position will cost approximately $95,089.13 at the A step and $117,860.26 at the F step with all benefits included. There are approximately 3,200 Single Family Rental Homes within the City Limits. In addition, there are approximately 207 Apartment Complexes with over 2,500 units. Support from other departments for administrative duties, paper, and postage for mail, Finance support and I.T. support is estimated at approximately $100,000 per year. Staff anticipates covering all costs associated with implementation of this program through the fees collected estimated at $375,000. The projected cost of the three (3) new positions is approximately $232,123.93 at the A step and approximately $285,418.74 at the F step with all benefits included.
RECOMMENDED ACTION:
Staff is recommending Council approve the additional positions to be hired prior to the implementation of the Annual Rental Inspection Program on January 1 2023, at the discretion of the City Manager.
