APPROVAL OF UPDATED MEMORANDUM OF UNDERSTANDING FOR UNIT 5 - FIREFIGHTERS
ASSOCIATION
EXECUTIVE SUMMARY:
During the past several months, staff has been engaged in negotiations with Barstow Firefighter's Association - Unit 5 on a new collective bargaining agreement to replace the agreement that expired on June 30, 2022.
Recently, the District was able to reach agreement with the collective bargaining unit on an updated Memorandums of Understanding (MOU) which covers the period from July 1, 2022 through June 30, 2025. Attached for the District Board’s consideration is the MOU for the Firefighter's Association. Redlined and Clean versions of the MOU are provided for your consideration together with exhibits outlining the salary ranges and salary schedules for all covered positions.
DISCUSSION:
The tentatively agreed-upon MOU between the District and the Firefighter's Association (Unit 5) calls for identical adjustments to salaries as was negotiated by the City for Units 1,2,3,6, and 8. The new MOU will cover the period from July 1, 2022 through June 30, 2025. The changes in the updated MOU for Unit 5 include the following:
For Unit 5:
Effective July 01, 2022 - an 8% (eight percent) base salary increase.
Effective July 01, 2023 - a 6% (six percent) base salary increase.
Effective July 01, 2024 - a 2% (two percent) base salary increase.
Also, for Unit 5:
Add Juneteenth as a recognized holiday by the District, and The District agrees to conduct a class and compensation study at its own expense covering all positions.
All other terms and conditions of the preceding MOU will remain in effect and be included in the successor agreement without further changes.
The estimated annual financial impact for the Unit 5 bargaining agreement is as follows:

This total includes consideration of the additional retirement contributions that will be necessary.
FISCAL IMPACT:
The annual fiscal impact for adoption of the Firefighters Association (Unit 5) MOU is outlined within the "Discussion" Section of this staff report. The fiscal impact of the additional wages and benefits for the term of the MOU is $1,211,460.75.
RECOMMENDED ACTION:
Staff recommends that the District Board approve the MOU with Unit 5 and authorize the District Administrator to sign the agreement on the District’s behalf.
