AGENDA ITEM
AGENDA MATTER:
APPROVAL OF PURCHASE OF A COMBINATION TRUCK
EXECUTIVE SUMMARY:
Staff seeks the City Council's approval to enter into an agreement, with Haaker Equipment in the amount of $566,322.15 to purchase a New Vactor 2112 Sewer Cleaner.
DISCUSSION:
Staff is currently using a Mongoose 4000-PSI, with an 18 GPM jetter trailer, and a small vacuum trailer. In order to perform collection system cleaning, we have to tow both units out with two Ford F350 pickups, using more fuel consumption, unnecessary wear on vehicles, and double the staff in order to tow multiple vehicles. In collections maintenance, the jetter takes the brunt of the work, and the age of this machine has started to show, within the past few years. Staff has rebuilt the pump in-house on several different occasions throughout owning this equipment at $3,500 just for a rebuild kit. This equipment is critical to a Sanitary Sewer Overflow (SSO). The jetter is only rated to clean up to 15-inch pipe as originally laid out in the contract operation days. Since the City assumed wastewater treatment operations in-house, we have been forced to contract any service cleanings greater than 15 inches. With new California Air Resources Board (CARB) restrictions it has reduced the amount of contractors available also extending the response time. CARB is also why the City removed its 1980s Vactor from its fleet. This increased response time increases the liability for the City as each gallon spilled on ground can result in monetary fines from the State Water Resources Control Board. The City owns and maintains approximately 126 miles of collection system, of which 34 miles would not be serviceable with our current sewer maintenance equipment. If approved, staff will issue an intent to purchase as there is a lead-time that will extend into the next fiscal year.
FISCAL IMPACT:
Description amount for the Vactor 2112 Sewer Cleaner at $566,322.15 including tax, and delivery.
Appropriate $566,322.15 from the wastewater enterprise fund.
RECOMMENDED ACTION:
Staff recommends that the City Council take the following actions:
1. Authorize the purchase of a new Vactor 2112 Sewer Cleaner, from Haaker Equipment, by appropriating $566,322.15 from the Wastewater Enterprise Fund and;
2. Authorize the City Manager or designee to issue the intent to purchase and the authority to execute the necessary agreement when the equipment becomes available.
