COUNCIL AGENDA ITEM
AGENDA MATTER:

FY2023/24 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ALLOCATION FOR PROJECTS EXECUTIVE SUMMARY:

The City of Barstow estimated allocation from Community Development Block Grant (CDBG) funds is $262,046. The City Council must review the applications and recommend which project(s) and funding amount will get submitted to CDBG for approval.

DISCUSSION:

The City of Barstow is not considered an “Entitlement City” which means the City does not meet the 50,000 plus population threshold required by the Housing & Urban Development Federal Agency (HUD) to receive funding directly. Since the City is not an Entitlement City, the City of Barstow contracts with San Bernardino County to receive funds to support construction projects and public services programs that meet the needs of the community. The Community Development & Housing Agency for San Bernardino County administers the program and reviews all the applications prior to submitting them to the individual non-entitlement communities within San Bernardino County. Following the Public Hearing, the Council awards the funds to the individual projects they consider best suited to meet the needs of the community. The Council’s recommendations are then submitted to San Bernardino County for the Comprehensive Plan that is submitted to HUD for final approval. Public Services Programs must spend their allocation no later than June 30, 2023. Any remaining funds are rolled into the City’s Unprogrammed Fund Balance which is $5,439.40. CDBG Unprogrammed Funds cannot be used for Public Services Programs.

For the 2022-2023 Program Year, the City anticipates receiving an estimated annual allocation of $262,046. This amount is based on U.S. Census poverty, overcrowded housing counts and population estimates. Policy requires fifteen percent (15%) or $39,307 be allocated towards Public Services Programs which leaves a balance of $222,739 for Construction Projects.

According to CDBG policy, The City Council can recommend a maximum of two (2) construction projects and five (5) Public Services projects. CDBG has received three (3) application for construction and seven (7) applications for Public Services. A copy of the applications and a summary sheet has been attached for City Council review.

FISCAL IMPACT:
$262,046 contributed to the local economy.

RECOMMENDED ACTION:

Staff recommends the City Council take the following actions:

1. According to CDBG policy, City Council selects construction project(s) and amounts to be awarded (Maximum of 2 projects).
