AGENDA MATTER:
ADOPTION OF RESOLUTIONS OF THE CITY COUNCIL OF THE CITY OF BARSTOW RENEWING
THE MANDATES OF THE POLICY AD HOC COMMITTEE AND STREETS AD HOC COMMITTEE EXECUTIVE SUMMARY:
The Council is being asked to adopt Resolution ____-2023 renewing the Policy Ad Hoc Committee (formerly Rules and Policies Ad Hoc Committee) and Resolution ____-2023 renewing the Street Ad Hoc Committee.
DISCUSSION:
On January 16, 2007, the Council adopted Resolution 4330-2007 establishing the Street Ad Hoc Committee and Resolution 4331-2007 establishing the Policy Ad Hoc Committee (formerly Rules and Policies Ad Hoc Committee). Both committees had a sunset date of December 31, 2008. At the October 17, 2022 meeting, the Council evaluated and discussed reinstating any ad hoc committees that had previously sunset and unanimously approved continuing committee meetings at staff's discretion in order to give the newly seated Council the opportunity to provide direction after the election.
The Council is being asked to adopt Resolution ____-2023 renewing the Policy Ad Hoc Committee and Resolution ____-2023 renewing the Street Ad Hoc Committee.
Aside from renewing the mandates of both committees, the following amendments are also proposed:
1. The committee will consist of two City Council Members with technical support provided by staff members assigned by the City Manager;
2. The committee will sunset five (5) years from the date of approval unless the City Council takes action before then to terminate its mandate;
3. The committee will meet quarterly or when deemed necessary by staff.
Additionally, the following amendments specific to the function of each committee are proposed as follows:
Policy Committee:
1. Rename from Rules and Policies Committee to Policy Committee;
2. Establish and recommend ordinance language, code revisions and city policy as referred by the City Council or City Manager.
Street Committee:
1. Review policy issues related to street maintenance, repair and replacement as referred by the City Council or the City Manager; and
2. Review proposed capital improvement projects based on the Pavement Condition Index Joint Special Council/BFPD
