REVISION OF PROFESSIONAL SERVICES CONTRACT FOR SOLID WASTE SERVICES FOR FORT IRWIN
EXECUTIVE SUMMARY:

The City Council is asked to award a ten-year professional services contract to SpecPro Professional Services in the amount $87,789,304.53 for the services listed out in the solid waste services for Fort Irwin operation over the ten-year contract.

At the same time, the City will enter into a contract with Fort Irwin in which Fort Irwin will pay the City $90,504,437.66 for the same services.

The City will receive a 3% processing fee for administering the solid waste services contract on behalf of Fort Irwin.

DISCUSSION:

The City and SpecPro entered into a ten-year professional services contract in 2021 for animal control services at Fort Irwin. Last year, the City entered into an agreement with another private firm to provide installation services at Fort Irwin. Both contracts are part of intergovernmental support agreements (IGSAs) in which the City agrees to provide services to Fort Irwin or the Marine Corps Logistics Base and in turn contracts with a private firm to provide those services or provides those services itself.

RECOMMENDED ACTION:

Staff recommends that the City Council:

1. Approve the agreement, scope, and fee with SpecPro Professional Services, laid out in the bid documents for the bid amount $87,789,304.53 (Over ten years) for the solid waste services for Fort Irwin.

2. Authorize the City Manager or designee the authority to sign the intergovernmental support agreements between Fort Irwin and the City of Barstow, with any necessary non-substantive changes, and to perform all other necessary acts to implement the agreements. These agreements are exempt from review under the California Environmental Quality Act, per CEQA Guidelines, Title 24, CCR, section 15301.
