AGENDA ITEM
AGENDA MATTER:

ADOPTION OF RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW RENEWING THE

MANDATE OF THE STREET AD HOC COMMITTEE
EXECUTIVE SUMMARY:

The Council is being asked to adopt Resolution ____-2023 renewing the Street Ad Hoc Committee.

DISCUSSION:

On January 16, 2007, the Council adopted Resolution 4330-2007 establishing the Street Ad Hoc Committee which had a sunset date of December 31, 2008. At the October 17, 2022 meeting, the Council evaluated and discussed reinstating any ad hoc committees that had previously sunset and unanimously approved continuing committee meetings at the staff's discretion in order to give the newly seated Council the opportunity to provide direction after the election.

At the March 6, 2023 meeting, the Council evaluated and discussed the proposed resolution renewing the Street Ad Hoc Committee’s mandate and referred it to the Street Ad Hoc Committee chair for review.

The Street Ad Hoc Committee reviewed the proposed resolution at their April 5, 2023 meeting.

Aside from renewing the Street Ad Hoc Committee mandate, the following amendments are also proposed:

1. The committee will consist of two City Council Members with technical support provided by staff members assigned by the City Manager;

2. The committee will sunset five (5) years from the date of approval unless the City Council takes action before then to terminate its mandate;

3. The committee will meet bi-monthly or when deemed necessary by staff.

Additionally, the following amendments specific to the function of each committee are proposed as follows:

1. Review policy issues related to street maintenance, repair, and replacement as referred by the City Council or the City Manager; and

2. Review proposed capital improvement projects based on the Pavement Condition Index (PCI) and recommend prioritization of each given the financial constraints of the annual budget.

The Council is being asked to adopt Resolution ____-2023 renewing the Street Ad Hoc Committee.

FISCAL IMPACT:

None.
