COUNCIL AGENDA ITEM
AGENDA MATTER:

ALLOCATION OF AMERICAN RESCUE PLAN ACT (ARPA) FUNDS
EXECUTIVE SUMMARY:

In March 2021, the American Rescue Plan Act (ARPA) became law and provided an allocation of federal funds to state, local, and tribal governments to assist in overcoming the negative economic impacts of the COVID-19 pandemic. ARPA funds were eligible to be used for the mitigation of revenue loss and onetime equipment and project expenditures.

DISCUSSION:

In March 2021, the American Rescue Plan Act (ARPA) became law and provided an allocation of federal funds to state, local and tribal governments to assist in overcoming the negative economic impacts of the COVID-19 pandemic. The City of Barstow received a total of $5,720,976 in ARPA funds and utilized funds to purchase police administration vehicles, repair the Harvey House HVAC system, purchase park maintenance equipment, purchase fire safety equipment, and initiated the installation of a fire station generator and a fire station alerting system. Additionally, ARPA funds were appropriated as revenue replacement to the City's general fund to cover the cost of salaries and benefits for public safety services.

After utilizing ARPA funds for the aforementioned equipment and projects, the final ARPA amount available for revenue replacement is $1,125,873. In order to utilize the final allocation of $1,125,873, an appropriation for the expenditure and the transfer into the general fund must be approved by the City Council. Upon completion of the final transfer, all ARPA funds will have been expended.

FISCAL IMPACT:

City Council authorization of an additional appropriation for expenditures from ARPA (Fund 202/COVID19) in the amount of $1,125,873.

RECOMMENDED ACTION:

Staff recommends the City Council approve the additional appropriation of ARPA funds in the amount of $1,125,873 to account 202.202.202.09.100 (Transfer to the General Fund) and the corresponding increase to the revenue budget to account 100.900.820.202 (Transfer from COVID-19).
