THE CITY COUNCIL OF THE CITY OF BARSTOW, CALIFORNIA APPROVING REVISIONS TO THE CITY’S PURCHASING AND CONTRACT POLICY
EXECUTIVE SUMMARY:
In an effort to streamline and improve efficiency of current mandated administrative processes, staff has updated the Purchasing and Contract Policy.
DISCUSSION:
The Purchasing and Contract Policy was last updated in May, 2021. In an effort to streamline and improve efficiency of current mandated administrative processes, staff has updated the Purchasing and Contract Policy. The Rules and Policy Committee reviewed the changes on May 30, 2023 and their recommended changes have also been incorporated.
The updated Purchasing and Contract Policy includes the following amendments:
The delegation of additional duties to the City Manager and Assistant City Manager as stated in the purchasing limits resolution as adopted by the City Council; Updates to purchasing limits as outlined in the SCHEDULE OF DOLLAR LIMITS AND APPROVALS;
Update to federal contracting guidelines and language.
The Purchasing and Contract Policy remains divided into the following two sections:
The policy details the types of purchases and the related steps for each type of purchase (references to specific dollar limits have been deleted from the body of the policy); and The SCHEDULE OF DOLLAR LIMITS AND APPROVALS required for each type of purchase.
Separating the schedule of dollar limits and approvals from the policy itself simplifies ease of use and understanding of the purchasing policy for staff and management. Since most policy updates are to adjust dollar limits only, future policy updates should be straightforward when presented to City Council and the Fire Protection District Board.
