AGENDA MATTER:
ADOPTION OF A RESOLUTION APPROVING THE REORGANIZATION AND ELIMINATION OF THE
PARKS AND RECREATION DEPARTMENT SUPERINTENDENT POSITION EXECUTIVE SUMMARY:
Staff recommends the City Council reorganize and eliminate the Parks and Recreation Department Superintendent position.
DISCUSSION:
Prior to January 2020, the Parks and Recreation Department Superintendent position oversaw two separate divisions - Park Maintenance and Park Programs. An operational review was conducted after the retirement of the Park Maintenance Supervisor in October 2018, and the Parks and Recreation Department Superintendent in October 2019. In January 2020, the City consolidated the responsibility for park maintenance together with the City’s other facility maintenance teams under the Facility Maintenance Department, and thereby all employees in the Park Maintenance division were moved to the Facility Maintenance Department under Public Works. The Facility Maintenance Department thereafter oversaw all park maintenance, from January 2020 on. After this staffing move, the City no longer expected, budgeted, or staffed the Park Programs division to continue to oversee park maintenance, but the City failed at that time to update job descriptions to reflect this.
Because Local Youth Sports groups provide services most Parks and Recreation Departments normally provide, program coordination and expansion is our primary focus for the next many years.
City management evaluated the best management structure for the Parks and Recreation Department and revised job descriptions for the Park Maintenance and Park Programs divisions, it has found that the position of Parks and Recreation Department Superintendent is unnecessary. All maintenance oversight duties that previously fell on the Parks and Recreation Department Superintendent position are currently performed by the Parks and Open Space Maintenance Supervisor classification. At present, the Park Programs division only runs recreation and park programming and does not have the staff, budget, or duties to also contribute to park maintenance. Therefore, City management has determined that the Parks and Recreation Department Superintendent position should be eliminated, and the existing position of Recreation Activities Coordinator shall be maintained as the position overseeing the Parks and Recreation Department’s programs.
FISCAL IMPACT:
The necessary adjustments to the budget reflecting this change, with a net effect of some salary savings intended to be routed back into parks programming, are contained in the proposed Fiscal Year 2023/2024 budget, on the Council’s agenda for consideration at this same June 20, 2023 meeting.
