FIRE AGENDA ITEM
AGENDA MATTER:
SECOND ADOPTION OF THE BARSTOW FIRE PROTECTION DISTRICT'S FINAL ANNUAL BUDGET FOR FY 2023/24 PURSUANT TO HEALTH AND SAFETY CODE SUBSECTION 13893 EXECUTIVE SUMMARY:
Adoption of this resolution fulfills the ministerial requirement to adopt the Barstow Fire Protection District (BFPD) budget twice. Per relevant State law (HS 13893), the District Board must first adopt a Preliminary Budget and then adopt a Final Budget at a subsequent meeting for the ensuing Fiscal Year. Attached is the adopted preliminary Annual Budget for Fiscal Year 2023/24 for the Barstow Fire Protection District which the Board previously adopted at its meeting on June 20, 2023. The required public notice pursuant to the statute has been published and completed more than two weeks prior to the date of the meeting.
The proposed resolution adopting the final Annual Budget is attached and recommended for adoption by the District's Board.
DISCUSSION:
The proposed final annual budget for the Barstow Fire Protection District for (BFPD) FY 2023/24 is presented for the BFPD Board’s review and recommended adoption. The proposed Preliminary Budget was presented at the Budget Workshop on June 8, 2023, and the adoption of the Preliminary Budget by the BFPD's Board occurred on June 20, 2023.
The FY 2023/24 Preliminary Annual Budget for the Barstow Fire Protection District projects revenues of $5,584,600 and estimated operating expenditures of $6,674,407 which includes the $500,000 transfer in from the Measure Q funding sources. This transfer amount does not include the additional $3,789,715 in funding approved by City Council for use for Fire services in Measure Q sub-fund 103 for FY 2023/24.
In total, 39.5% of the annual Measure Q funding sources are provided to the BFPD for the 2023/24 fiscal year. This percentage includes $500,000 provided to the BFPD from Measure Q funding sources for the reduction of the BFPD's accumulated fund deficit. An additional $167,203 is budgeted for the lease purchase of a new fire engine, refurbishment of a fire engine, and purchase of a hydraulic lift for servicing and maintaining fire apparatus from Measure Q (Sub-Account 102). Also included within the Measure Q Fire (Sub-Account 103) are funding sources for the lease revenue bonds issued to refinance and lower the cost of the SBCERA debt. Recall that this financing was initiated to lower the annual $832,000 cost of the debt entered into with SBCERA to transfer the BFPD's firefighters from the Other Safety cost group into the County Safety cost group. The transfer of the funding for the annual payment to the Measure Q sub-fund allows the BFPD to partially address the "going concern" disclosure in the BFPD's financial statements and begin the process of stabilizing its finances. Additionally, as in previous years, all estimated regular overtime for the BFPD will be paid out of the Measure Q sub-fund. The annual debt service payments to SBCERA, regular overtime for the BFPD, and 9 of the 28 safety personnel positions are again appropriated in the Measure Q sub-fund.

FIRE AGENDA ITEM
The FY 2022/23 budget for the Barstow Fire Protection District included a $1,000,000 transfer into the BFPD from Measure Q as a non-operating transfer. The FY 2023/24 BFPD budget does not include the $1,000,000 transfer in as part of the adopted budget; however, City Finance Staff and District Administration will monitor the status of operating expenditures to determine if a transfer from Measure Q will be necessary to stabilize the projected annual expenditures of the BFPD versus the actual revenues that are received throughout the upcoming fiscal year.
FISCAL IMPACT:
The FY 2023/24 Preliminary Fire Protection District budget including projected revenues of $5,584,600 and appropriations of $6,674,407 were adopted by the Board at its June 20, 2023, Board Meeting.
Relevant details for the recommended adoption of the Final Annual Budget for Fiscal Year 2023/24 are contained within the discussion portion of this staff report. The retained fund deficit at the end of the 2023/24 fiscal year is estimated to be ($6,150,998).
RECOMMENDED ACTION:
Staff recommends that pursuant to the Health and Safety Code requirements, the Barstow Fire Protection District's Board approve Resolution No. _____-2023 adopting the Final Barstow Fire Protection District Annual Budget for Fiscal Year 2023/24 (Attachment A) and waive the full reading.
