AWARD OF COMMUNITY PROMOTIONAL FUNDS FOR BARSTOW YOUTH SPORTS COALITION
AND KIWANIS CLUB OF BARSTOW CROSSROADS
EXECUTIVE SUMMARY:
The Community Promotional Fund provides funding and resources for community-based organizations, schools and individuals that develop events and programs to meet new and continuing social and economic needs and trends, promote community collaboration, and/or bring recognition to the community.
DISCUSSION:
On April 7, 1997, the Community Promotional Fund Policy was adopted and then updated at the August 19, 2013, City Council meeting. The purpose of this policy is to establish guidelines for funding and supporting events that provide social and economic benefits and/or recognition to the community.
At the June 20, 2023 City Council meeting, the 2023-2024 Budget was adopted which included an $85,000 appropriation from the Measure Q Fund for the Planned Community Promotional Fund. A total of seven applications were received by the submission deadline of May 19, 2023, for Fiscal Year 2023- 2024.
At the July 17, 2023 meeting, the Council was unable to approve the awards for the Barstow Youth Sports Coalition/Kiwanis Club of Barstow Crossroads’ 15th Annual Wine and Goods Auction and the Kiwanis Club of Barstow Crossroads' Mardi Gras Parade street closures. Mayor Pro Tem Noble and Councilmember Hernandez abstained from voting on these items because of their involvement with the Kiwanis Club of Barstow Crossroads. Councilmember Rose was also absent from the meeting leaving only Mayor Courtney and Councilmember Dyer Kruse to consider these items.
Staff is recommending awarding a total of $18,614 of in-kind donations to both applicants from the Measure Q Fund.
Attachment A provides a list of both organizations and their applications for Fiscal Year 2023-2024.
FISCAL IMPACT:
Measure Q - Community Promotional Fund Account No.102.150.542.07.755 for $18,614 of in-kind donation of fee waivers.
RECOMMENDED ACTION:
1. Ratify authorization of the allocation from the Measure Q Fund towards providing in-kind donations of fee waivers in the amount of $2,550 to the Barstow Youth Sports Coalition/Kiwanis Club of Barstow Crossroads for use of the Cora Harper Center for the 15th Annual Wine and Goods Action held on August 5, 2023;
