TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Sept. 20-22, 2023, Sacramento SAFE Credit Union Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Sept. 22, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Please complete the attached voting delegate form and email it to Cal Cities office no later than Monday, August 28.
New this year, we will host a pre-conference information session for voting delegates to explain their role. Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide preconference communications with voting delegates.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. When completing the attached Voting Delegate form, please attach either a copy of the council resolution that reflects the council action taken or have your city clerk or mayor sign the form affirming that the names provided are those selected by the city council.
Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.

or individual members.
How it works: Cal Cities
Resolutions and the General Assembly
General Assembly
General Resolutions
Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure that we are representing California cities with one voice. These policies directly guide Cal Cities advocacy to promote local decision-making, and lobby against statewide policy that erodes local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how Resolutions and the General Assembly works.
The petitioned resolution
is an alternate method
to introduce policy
proposals during the
annual conference. The
petition must be signed by
voting delegates from 10% of member
cities, and submitted to the Cal Cities
President at least 24 hours before the
beginning of the General Assembly.
Petitioned Resolutions
The Cal Cities President
assigns general resolutions
to policy committees where
members review, debate,
and recommend positions for
each policy proposal. Recommendations are
forwarded to the Resolutions Committee.
Who’s who
The Resolutions
Committee includes
representatives from
each Cal Cities diversity
caucus, regional
division, municipal
department, policy
committee, as well as
individuals appointed by
the Cal Cities president.
Voting delegates
are appointed by each
member city; every city
has one voting delegate.
The General Assembly
is a meeting of the
collective body of
all voting delegates —
one from every
member city.
Seven Policy
Committees meet
throughout the year to
review and recommend
positions to take on
bills and regulatory
proposals. Policy
committees include
members from each Cal
Cities diversity caucus,
regional division,
municipal department,
as well as individuals
appointed by the Cal
Cities president.
During the General Assembly, voting delegates
debate and consider general and petitioned
resolutions forwarded by the Resolutions Committee.
Potential Cal Cities bylaws amendments are also
considered at this meeting.
Cal Cities policy
development is a
member-informed
process, grounded
in the voices and
experiences of city
officials throughout
the state.

Resolutions Committee
The Resolutions Committee
considers all resolutions.
General Resolutions approved1
by either a policy committee
or the Resolutions Committee
are next considered by the General
Assembly. General resolutions not approved,
or referred for further study by both a policy
committee and the Resolutions Committee
do not go the General Assembly. All
Petitioned Resolutions are considered by the
General Assembly, unless disqualified.2
• Voting delegates will receive increased communications to prepare them for their role during the General Assembly.
• The General Assembly will take place earlier to allow more time for debate and discussion.
• Improvements to the General Assembly process will make it easier for voting delegates to discuss and debate resolutions.
What’s new in 2023?
During the Annual Conference and Expo
1 The Resolution Committee can amend a general resolution prior to sending it to the General Assembly. 2 Petitioned Resolutions may be disqualified by the Resolutions Committee according to Cal Cities Bylaws Article VI. Sec. 5(f).

MEASURE I YEAR-END -UPDATE 2022/2023 REVISED
EXECUTIVE SUMMARY:
In accordance with Measure I fiscal year-end requirements, staff must review the initial Measure I Capital Improvement Plan (CIP) and compare it against the Fiscal Year 2022/2023 Measure I actual expenditures and program list. If there are any variances, staff must submit a report of the differences to the San Bernardino County Transportation Authority (SBCTA).
DISCUSSION:
As part of the fiscal year-end, City staff reviewed the Measure I CIP adopted on August 15, 2022, and compared it against the Fiscal Year (FY) 2022/23 Measure I expenditures and project list. In accordance with the SBCTA auditor's provisions, staff is adjusting the Measure I Capital Improvement Plan for Fiscal Year 2022/23 to reflect projected Measure I project expenditures per the most current data available.
On June 20, 2023, the City Council approved a revision to the Measure I Capital Improvement Projects update. Recently, the city received an invoice on June 28 that was not accounted for in FY 2022/23. In order to comply with the requirements of expending Measure I funds, the addition of the N. First Ave Bridge over BNSF (Construction Phase) project and its estimated expenditures are being added to the FY 2022/23 Measure I CIP.
FISCAL IMPACT:
The fiscal impact to the revision to the FY 22/23 Measure I CIP will reflect an increase to the Measure I expenditure appropration totaling $1,224,300.00.
RECOMMENDED ACTION:
Staff recommends that the City Council take the following actions:
1. Approve the necessary expenditure appropriation adjustments to the Measure I Capital Improvement Projects (CIP), per Attachment A, and appropriate the associated expenditure and revenue transfer accounts to/from the Measure I Fund (209) and the Capital Improvement Project (CIP) Fund (400).
2. Direct staff to forward the report to SBCTA.

AGENDA ITEM
AGENDA MATTER:
AMENDMENT TO FY 2023-2024 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS) EXECUTIVE SUMMARY:
The City of Barstow's governing body must approve a publicly available pay schedule (PAPS), at the beginning of each fiscal year and any time there is a revision or an amendment to the PAPS, in order to comply with the requirements of the California Public Employees' Retirement System (CalPERS) and California Code of Regulations (CCR), Section 507.5.
DISCUSSION:
The California Public Employees' Retirement System (CalPERS), pursuant to California Code of Regulations Section 570.5, requires that CalPERS employers bring before the City Council any time a revision or modification to the PAPS occurs.
A correction is needed to the salary range for the Field Services Supervisor, Facility Maintenance Supervisor, and Parks & Open Space Supervisor positions due to an error in the PAPS adopted on June 20, 2023, by the City Council. The correct salary range for these positions should be 11550 (Tier I) / 11490 (Tier II).
The revised PAPS is available on the City of Barstow’s website. The revised PAPS being presented to the City Council for approval is compliant with the requirements of CalPERS and will be effective upon approval by the City Council.
FISCAL IMPACT:
None
RECOMMENDED ACTION:
Staff recommends that the City Council adopt Resolution No ____-2023, approving the amended publicly available pay schedule (PAPS) (Attachment A) for FY 2023/2024 with an effective date of August 21, 2023.

Before & After
CANNABIS DEPARTMENT
The California Environmental Quality Act (CEQA) review is being conducted for all approved cannabis applicants by the Council. Staff is optimistic that the remaining CEQA paperwork will be processed without any additional issues with the recommendations provided by the Air Quality Management District (AQMD). The CEQA documents are ready to be submitted to the State once the applicants sign the Development Agreements. We are working closely with the AQMD to ensure that the necessary permits are obtained by the applicants. Prior to the opening of the projects, inspections will be carried out in coordination with AQMD, Barstow Police Department, Building Department, and the Cannabis Division. Currently, only two retail locations are operational and in compliance, while two additional retail spaces are under plan review and two are under construction. Of the 24 cannabis businesses that have been approved for the old Merchant Mall location, none are currently operational. Seven of the buildings are almost done with construction and are close to scheduling their final inspections, while the remaining 18 are in the construction phase and will not be operational in the near future.

On Beat TWO-east Barstow, the department worked with a commercial property owner to clear out trash and debris left behind by a homeless encampment. The owner also added a chain-link fence on the easement to prevent future encampments and discourage littering. Check out the before and after pictures to see the difference! In recent SB 1383 compliance audits, we have seen over 100 multi-family properties sign up for organics recycling services. Additionally, numerous commercial properties have been granted lowvolume waivers, bringing us closer to full compliance.
Our webpage for Commercial Waste & Recycling has undergone significant improvements.
Businesses can now visit the site to learn more about SB 1383, its impact on them, and other essential information on single-use plastics, customer access to recycling regulations, small business hazardous waste, and more.
We are collaborating with the California Product Stewardship Council to secure a grant for placing battery boxes in local retail stores. This initiative will provide residents with an additional convenient way of recycling batteries, in addition to the HHW facility.
Our staff is currently working on a Residential Waste & Recycling Guide and video campaign. It will showcase all the "Need-To-Knows" about everything related to trash & recycling, including the various programs and resources available in the community.

Street Maintenance Update:
Facility Maintenance:
Despite a staff shortage, the Field Services Supervisor, Jason Miller, has kindly offered additional employees to boost our productivity. Our focus right now is maintaining and repairing aging HVAC units, but our team is working tirelessly to ensure they run efficiently during the summer heat.
Furthermore, we're installing stucco lath and wire in preparation for stucco plaster. Even though we're also responding to various department requests and fulfilling CRM orders, our diligent staff is up for the challenge.

Attachment: CM July 2023 Newsletter (5429 : City Manager's July 2023 Update) Fleet Staff continues scheduled repairs and services on the city’s equipment (Police, Fire, Waste Water, Public Works).
Fleet Maintenance also received Waste Water’s new l Vactor Truck Please welcome Justin Heald and Ierenimo "Nimo" Uini to the Parks Division team. They bring valuable skills to the department.
Our staff has reduced the grass height of the sports fields designated for Youth Soccer and Youth Football. To ensure healthy grass during the season of play, staff will apply additional granular fertilizer to the fields.
To maintain cleanliness, staff regularly covers up graffiti in park restrooms and periodically removes homeless individuals from inside.
The playground equipment is routinely inspected for any faulty equipment.
The sprinklers and valves are continuously being repaired to ensure healthy grass.
Our team is dedicated to the maintenance of the Henderson Swimming Pools. Water quality is tested daily, and the pool is vacuumed once a week, or as needed.
Fleet Maintenance:
The striping truck is only used once a year - so this year, the striping team experienced mechanical issues with the auxiliary engine. The auxiliary engine is the primary function of the striping operation. It runs the hydraulics for the paint pumps, the onboard air compressor, and the carriage that lowers and raises the paint guns. Kohler manufactures the auxiliary engine, and Kohler would not lend support to our Fleet Maintenance Division. The striper had to be delivered to an authorized Kohler repair facility.
The authorized repair dealer diagnosed the issue with a quote of $6,000.00 with no guarantees. The same dealer said if the repair did not fix the problem, then it would be $20,000.00 to replace the engine. Staff was advised to pick up the truck and take it to RDO John Deere Dealer. RDO was able to fix the issue for $900.00. The truck was received back at the beginning of July. The striping truck ran flawlessly, and Public Works was able to complete striping for 2023.
Park/Open Spaces:
We would like to commend Park and Open Spaces Supervisor, Lucas Crank for his hard work in managing two departments, Recreation and Parks/Open Spaces. He will continue to do so until the Recreation Activity Coordinator and Recreation Program Coordinator positions are filled.
The Wastewater Department received a new 2022 International combination sewer cleaning truck. The truck replaces a 12-year-old Mongoose trailer that has a lot of wear and tear and has shown points of failure within the last few years and in certain situations is undersized to clear out a heavy sewer blockage. The combination sewer truck has jet cleaning, vacuum cleaning, a 12-yard debris tank, and 1500 gallon of freshwater storage tank and is fully equipped with tools such as cleaning nozzles, vacuum extension can’s, potholing jet guns and nozzles, and many other crucial sewer collections maintenance tools. This new equipment is critical for maintaining and keeping the city’s collection system clean of debris which will minimize any possibility of any sewer spills. The Wastewater Department has many state reporting requirements the equipment assures that the city is performing the proper maintenance for our monthly (No Spill) reporting to the State. Every five years the city has approximately 20 miles of the main trunk line cleaned, which is collecting anywhere from 1-MGD to 2- MGD and paid for to a contracted cleaning facility, which has been very costly to the city. Now with the new combination sewer truck and with good management practices the Wastewater Department can clean the main trunk in shorter intervals In-house
