AGENDA MATTER:
ADOPTION OF RESOLUTION 5146-2023 AMENDING THE CITY COUNCIL RULES FOR THE
CONDUCT OF ITS MEETING PROCEEDINGS AND BUSINESS AND REPEALING RESOLUTION 5108-2022.
EXECUTIVE SUMMARY:
The City Council is asked to consider changing the Order of Business for regular, adjourned, or special meetings as outlined in Section II of the proposed resolution, replacing oral Council comments with written Council comments.
DISCUSSION:
At the September 18, 2023 meeting, two City Council Members requested further consideration of the Order of Business for Council Meetings. Staff recommends the Council adopt the attached Resolution amending the Council Meeting Order of Business to replace oral Council comments during Business of the Council and Council Committee Report with written Council comments and committee reports, enabling a more efficient meeting.

RECOMMENDED ACTION:
Adopt Resolution No.5146-2023, amending the City Council rules for the conduct of its meeting proceedings and business, repealing Resolution 5108-2022; and waive the full reading.
