COUNCIL AGENDA ITEM
AGENDA MATTER:

RESOLUTION 5145-2023 SUPPORTING UNITED STATES BICYCLE ROUTE 85 (USBR 85) EXECUTIVE SUMMARY:

Resolution 5145-2023 supporting Adventure Cycling Association in participation with Caltrans, and the California Bicycle Coalition to develop a bicycle route through a portion of Barstow to become part of United States Bicycle Route 85 (USBR 85).

DISCUSSION:

Bicycle tourism is a growing industry in North America that contributes to the economies of the communities that provide facilities for bicycling. Additionally, Bicycling offers numerous benefits for communities. It promotes a healthier lifestyle by providing an enjoyable form of exercise that can reduce obesity and improve cardiovascular health. Bicycling also reduces traffic congestion and the demand for parking, making our streets less crowded and more pleasant. It’s an environmentally friendly mode of transportation that reduces carbon emissions, helping to combat climate change. Furthermore, bicycling can foster a sense of community as cyclists often greet each other on the road or gather for group rides.

Finally, it can boost local economies as cyclists are more likely to shop at local businesses than motorists.

The American Association of State Highway and Transportation Officials (AASHTO) has proposed a corridor crossing California to be designated United States Bicycle Route 85 (USBR 85). The Adventure Cycling Association and the California Bicycle Coalition have proposed a suitable north and south-specific route to be designated as USBR 85. Once the organizations gather enough support from cities and communities, they will request Caltrans get the route officially designated by AASHTO. Once AASHTO officially designated the route, posting of signs can be installed within Barstow’s right of way.

FISCAL IMPACT:
