AGENDA MATTER:
APPROVAL OF CLASSIFICATION AND COMPENSATION CONTRACT WITH MGT CONSULTING EXECUTIVE SUMMARY:
The last Classification and Compensation study was completed in 2012. During the 2022 Memorandum of Understanding (MOU) negotiations, the City agreed to conduct a Classification and Compensation study during the approved contract period.
On June 6, 2023, the City requested proposals (RFP) from qualified consultants to perform a City-wide classification and compensation study (Attachment A). A total of two responses were received by the deadline of July 11, 2023. After reviewing each of the submittals, staff recommends that the City Council approve a contract with MGT Consulting in the amount of $133,880 to conduct a classification and compensation study.
DISCUSSION:
In reviewing the responses to the RFP for a consultant to conduct a City-wide classification and compensation study, staff used an established set of five criteria to determine which consultant would be recommended for the assignment. The criteria utilized include the following:
1. Demonstrated professional skills and staff credentials to be assigned to the study.
2. Quality of past professional experiences.
3. Overall costs and fees to be charged.
4. Demonstrated understanding of working with City employees through a classification and compensation study process.
5. Approach to the performance of the study.
The two submittals include the following:
Proposal Received Cost CA City Experience
MGT Consulting $133,880 Yes
RGS Consulting $177,800 Yes
