COUNCIL AGENDA ITEM
AGENDA MATTER:

APPROVAL OF AN AGREEMENT RELATED TO ARPA FUNDS FOR BARSTOW CEMETERY

RESTROOM PROJECT
EXECUTIVE SUMMARY:

San Bernardino County desires to transfer ARPA CLFRF Funds to the City of Barstow for expenditures related to the Barstow Cemetery Restroom Construction Project. - Installment of a pre-fabricated restroom that meets Americans with Disabilities Act (ADA) Requirements.

DISCUSSION:

Mountain View Memorial Park Cemetery is County Special District that has performed a critical service for the City of Barstow and our loved ones. Approximately10, 855 memorials are located at the cemetery.

The Barstow Cemetery averages 73,700 visits per year.

Mountain View Memorial Park staff submitted a CDBG application in December, 2020 to receive funds to provide restroom facilities for individuals with disabilities per the Americans with Disabilities Act (ADA).

At the February 23, 2021 City Council meeting, the City Council approved two (2) projects. The Mojave River Valley Museum Roof Replacement in the amount of $65,000 and the Memorial Park Restroom Rehabilitation for ADA Access in the amount of $65,000.

However, during City Council discussion, a council member stated that the Barstow Cemetery District is a special district and out of the City’s control. The CDBG Administrator at that time explained that the City is the CDBG administrator for this area and projects in the county are eligible but affixes additional complexities to the project such as whom has the responsibility for inspection and administration of the project.

During the development of the plans, specification, and estimates for the project. It was promptly discovered that the awarded CDBG funds would not cover the amount necessary for the project.

Jeanette Hayhurst and other members immersed with the project commenced conversations with San Bernardino County Supervisors regarding funding opportunities for the project. The supervisors and county staff proposed utilizing American Rescue Plan Act (ARPA ) and the Coronavirus Local Fiscal Recovery Funds (CLFRF) in an amount not to exceed $400,000.

The County stipulated that the City of Barstow would be responsible to administer the project from commencement to completion and provided all necessary documents to the county that conforms to all of Regular Meeting
